OVERALL GOAL

To prevent child neglect and homelessness, to
ensure implementation of all rights of the child
deprived of parental care as well as support is
provided to families in need.
PRINCIPLES FOR IMPLEMENTATION
OF THE PROGRAMME
 Best interest of the child is taken into account in the process of
reform of institutions;
 Priority is given to kin relatives when making decision about
placement;
 Ensuring and supporting contact of the child with biological
family or relatives;
 Movement of the child from one placement to another to be
done only when based on assessment and individual care plan;
 Work on causes, but not consequences;
 Priority is given to activities aimed at development of family
type care or social adaptation of children from institutions.
EXPECTED RESULTS
 The rights of the child are fulfilled and state provide all necessary
support;
 The number of children reintegrated into biological families and
adopted by citizens of Ukraine is increased;
 Foster families and adoptive parents are more respected in the
society;
 Common approach to financial support for all children is
implemented;
 The number of children separated from their families has
significantly decreased;
 The responsibility of local governments for social protection of
children is enforced;
 The system of care for children is complex and developed.

1. To ensure provision of social services at the

his/her family unless all
complex of available social
services is provided within the
community.
90% of families in need are
under social support and
receive social services.
