Performance & Quality Reporting Framework Strategic overview of safeguarding SSCB MASH Performance & Evaluation Board (previously Project Board) – same membership MASH Management Team Meeting SC Group Head, Local Inspector, Health Commissioner, Lead admin, SC TM (s), EH Lead, DV Manager MASH Practice & Quality Surgery Led by SC Group Head, attended by MASH practitioners, Early Help practitioners (e.g. COG’s) How do we know it’s working? – assessing overall performance & evaluations Fortnightly meeting to begin with, would review some of the data, day to day issues/gripes etc Completing multiagency audits, reviewing data, assessing decisions & quality of work 2. MASH Performance & Evaluation Board The current MASH Project Board will continue to meet post MASH launch, becoming the MASH Performance and Evaluation Board. Partners will continue initially to meet monthly to assess the impact of the MASH, receiving a range of performance reports designed to determine the impact of the MASH in the short, medium and long term. In addition, the MASH Performance and Evaluation Board will receive reports regarding the day to day working of the unit, resourcing levels and any issues that require escalating as per the ‘Dispute Resolution Procedures’. The MASH Performance and Evaluation Board will help to determine any changes to practice or procedures in the running of the MASH to ensure it is working to maximum capacity and effectiveness – meeting the outcomes laid out in the project scope. It will also oversee any Page 2 of 4 change control – agreeing changes to scope or activity of the MASH, for example any additional screening or case review. In turn, the MASH Performance Board, through the Chair, will report to the Sandwell Safeguarding Children’s Board, the Domestic Abuse Strategic Partnership and the Sandwell Safer Partnership on a quarterly basis to ensure strategic oversight of the MASH – particularly regarding its effectiveness in improving safeguarding for vulnerable children and in its response to the screening of domestic abuse contacts. 3. MASH/Early Help Practice and Quality Surgery In addition, more in depth analysis of working practices will be required to scrutinise the performance data and to analyse findings from quality audits. The new Performance and Quality Framework for children’s social care includes the development of a number of ‘Practice and Quality Surgeries’ attended by a variety of frontline managers, senior practitioners and Independent Reviewing Officers. It is expected that a similar surgery will be set up for the MASH and will be attended by partners from the MASH to complete regular reviews of the performance and quality of the MASH and support the analysis of performance data to inform the Performance and Evaluation Board. It is proposed that this is chaired by the Group Head for MASH/EDS/MAET who will report to the Board. Page 3 of 4 4.
