Minimum Qualifications Any proposal that does not demonstrate that the proposer meets these minimum requirements by the deadline for submittal of proposals will be considered non-responsive and will not be eligible for award of the contract. 1. The Proposer must be an established agency with documented success in operating an Electronic Monitoring/Home Detention and Case Management Program. 2. The Proposer must have a minimum of one year experience in providing an Electronic Monitoring and Case Management program to public entities involved in the criminal justice system. 3. The Proposer must be able to provide assurances (such as an independent audit or yearly financial statement) that they are in good financial condition, and must have a demonstrated organizational capability to administer public funds. Proposer warrants the possession of all licenses and/or permits required by the laws and regulations of the United States, the State of California, and the City and County of San Francisco (“City”) to provide the services. B. Evaluation and Selection Criteria Phase One (100 total points possible) The proposals will be evaluated by a selection review panel comprised of parties with expertise in Electronic Monitoring and Case Management programs within the public criminal justice system. The City intends to evaluate the proposals generally in accordance with the criteria itemized below. The review committee panel will conduct a twenty-four hour individual physical equipment demonstration, with Sheriff’s Department employees acting as program participants. Each proposer will install their equipment and will monitor the acting participant for the twenty-four hour period assigned to them. The total number of points scored in Phase Two, by each proposer, will be added to their score from Phase One. The award will be made to the proposer with the highest number of total points. The Sheriff’s Department intends to award this contract to the agency that it considers will provide the best overall electronic monitoring and case management program service. The Sheriff’s Department reserves the right to accept an offer other than the proposer with the lowest fee. 1. 2. Project Approach (30 points possible) a. Understanding of the project and the tasks to be performed, etc. b. Availability and commitment of appropriate equipment and resources. c. Description of the tasks to be performed, as related to the Scope of Work. d. Ability to address a participant base containing cultural diversity, and special needs. Assigned Case Management Program Staff (20 points possible) a. Recent experience of staff assigned to the project and a description of the tasks to be performed by each staff person; and b. Experience of Firm (25 points possible) a. Expertise of the firm in the fields necessary to complete the tasks; and b. Experience with similar projects; and c. Results of reference checks. The responses to how well the Agency has responded to the requirements of their particular Scope of Work, including equipment installation and maintenance issues, and participant violation issues, will be specifically noted. Fee Proposal (15 points possible) Please provide your Agency’s response to the following fee proposal. The Sheriff’s Department will not accept a proposal that is 100% participant funded. The Department will not require the participant to replace, or pay for any lost or damaged equipment. Keep in mind that neither the Sheriff’s Department, nor the participant, pays for damaged or stolen equipment. Equipment and Oral Presentation (10 points possible) All proposers submitting a proposal by the due date and time of Friday, April 4, 2008 by 5:00 p.m. will receive an emailed notification on Monday, April 7, 2008, for their individual equipment and oral presentation before the review committee. The length of the presentation will be approximately one hour; with forty-five minutes for proposer presentation, and fifteen minutes for questions. It is expected that proposers will bring examples and manuals of all the equipment that would be used for execution of the monitoring portion of participants during the program.
