1.
SUMMARY
1.1
This report analyses grievances received under the Grievance Resolution
Procedure (GRP).
1.2
The monitoring of grievances by ethnicity is a requirement of Hampshire
Constabulary’s Race Equality Scheme.
1.3
The analysis describes in detail the reporting period 1 April 2006 to
30 September 2006 and compares this data to the previous six months
(1 October 2005 to 31 March 2006)

HEADLINE
2.1
The number of grievances for April – September 2006 has decreased.
2.2
The proportion of grievances raised by female members of staff has
increased for the third successive period.
2.3
The number of grievances raised by black and minority ethnic (BME)
members of staff has remained consistent.
2.4
The number of grievances that involved bullying and harassment has
reduced.
2.5
The most common reason given by police officers for raising a grievance is
“Management Style/Action” compared to “Bullying and Harassment” or
“Implementation of Policy/Procedure” in the previous reporting period.
2.6
The reasons given by Police Staff indicate “Bullying and Harassment” is the
most common reason this period compared to “Implementation of
Policy/Procedure”.
2.7
At this time, 50% of the grievances are yet to be concluded so the
conclusion stage is not yet known. Of the 11 that have been concluded 9
were concluded at Stage I (direct with the line manager), which is
encouraging.

DETAILED ANALYSIS FOR THE PERIOD 01 APRIL 2006 –
30 SEPTEMBER 2006
3.1
23 grievances have been registered within this period. Of these 8 were
raised by men and 15 raised by women, 12 by Police Officers and 11 by
Police Staff.
3.2

grievances are yet to be concluded.

CONCLUSIONS
5.1
The number of grievances submitted has decreased by 40% from the
previous 6 months.
5.2
Both the percentage of grievances raised by BME police officers and all
police staff are higher than their representation in the workforce. This is
subject to further investigation within 3 months – action plans to be
forwarded.
5.3
Whilst the number of grievances submitted has decreased, “Bullying and
Harassment” is the main reason for Police Staff, and “Management
Style/Action” is the main reason for Police Officers. This is subject to
further investigation.
