Jeffersonville Parks and Recreation Adult Co-Ed Volleyball Rules/Guidelines Eligibility 1. All players must be at least 18 years of age and out of high school. 2. If the age of a player is protested, coaches/captains should be prepared to verify the player’s age with a driver’s license and/or birth certificate. If a player is determined to be ineligible, all matches in which the player has participated will be forfeited. The team may continue to participate in the league without the disqualified player. Any protest concerning player eligibility must be directed to the Director of Sports and Athletics, who will have the final say in all decisions made. 3. Players must be listed on the roster/waiver form and have their signature submitted before being eligible to participate on a team. Players cannot be added to the official roster after the sixth week of the season. Any team using a player not officially on their team roster will forfeit all matches in which those person(s) played, unless the following exception is followed: During regular season matches only, if a team doesn’t have the minimum amount of players to start a match, teams will be allowed to pick a player(s) up prior to the match and play the match as an official contest provided the following steps are taken. (1) The team must verify who the player(s) are that they are picking up to their opposing team. (2) The opposing team must agree to the team picking up the player(s). (3) The officials and scorekeepers must be made aware of the situation and informed as to whether the teams have agreed to play or not. If the opposing team chooses not to allow the team to pickup player(s), which they have the right to do, the match will be ruled a forfeit. If the player(s) are allowed to play, the match will be recorded as the final outcome dictates. Players that just finished playing for another team or people just hanging out at the Fieldhouse are examples of who can play in this type of situation. All eligibility issues relating to age, gender, etc. must still be followed and all forms and waivers must still be signed. This rule will not be allowed in tournament play as players will only be allowed to play for one team in the tournament and must be on the official roster. 4. Players may only officially play on one team within the league, so they are not allowed to be on more than one team roster. 5. Official team rosters must have a minimum of 6 players and a maximum of 10 players. 6. Individuals must be listed on the official roster to be eligible for tournament play. Official roster is the roster set at the conclusion of week 6. 7. The league will furnish t-shirts to be worn for all matches. Entry Requirements 1. Teams interested in entering the league must register with the Jeffersonville Parks & Recreation Department and submit a roster/waiver signed by all members before they participate. 2. Teams will not be allowed to participate until all fees have been paid in full. Playing Rules and Regulations All matches are to be played in accordance with IHSAA Rules and Regulations with the following exceptions: Section 1: Definition Volleyball is a game played by two teams consisting of six players on a rectangular court separated in two areas by a net with an inflated ball. One team serves the ball over the net, trying to make it land within the opponent’s playing area. The receiving team attempts to return the ball over the net in such a manner that it will land within the opponent’s playing area. Section 2: Match • A match will consist of three games • A match shall include let serves (serves that hit the net and go over) • A match shall entitle each team to one (45 sec.) timeout per game • A match shall have one minute between games • IHSAA Volleyball Rules will govern play with the exceptions listed within these rules/guidelines Section 3: Scoring Points (Rally Scoring) • The opponent shall score a point each time a fault is committed • If the serving team wins the rally, it scores a point and continues to serve. If the receiving team wins the rally, it scores a point and gains the serve. • Each time a team gains serve, it must rotate one position clockwise before serving. Section 4: The Game • A coin toss between coaches and/or captains shall determine who serves first. The other team will choose the side they want to play on. • The first two games shall be to 25 points (no cap) with a team winning by two. • The third game shall be to 15 points (cap 17) with a team winning by two. • No liberos (defensive specialist) will/can be used in any division • Matches will begin at the scheduled times. There are no grace periods. The Court Section 5: Out of Bounds • A ball striking the ceiling, or any overhead or out of bounds fixtures, is considered to be a dead ball and a point is awarded to the opposing team. • Balls which land on any boundary line is considered “in”. • Balls which touch the net antennas above or within the net or doesn’t pass over the net entirely between the antennas is out of bounds. Game Equipment Section 6: Equipment • The net will be set at a height of 8” • All leagues will use a standard, regulation volleyball, which will be provided • No guard, cast or brace made of hard leather, plastic, pliable plastic, metal or any other hard substance, even though padded, is permitted on the finger, hand, wrist, or forearm • Athletic shoes are required and knee/elbow pads are not required but are encouraged The Team Section 7: Team Players • A team shall consist of six players to begin the first game of the match. If there are not six players present at the start of the game a team may play shorthanded. However, each team must have at least four players to begin a match. • Each team can consist of more girls than guys on the court at anytime. However, at no time can a team consist of more guys than girls on the court. The Serve Section 8: Definition A serve is contact with the ball to initiate play. The server shall hit the ball with one hand, while the ball is held or after it is released. The ball should be contacted following the referee’s signal to serve. • • • • The server shall serve from the serving area, which is the regulation baseline. A re-serve shall be called when the server releases the ball for service, and either catches it or it drops to the floor. All players will be permitted only two re-serve attempts per rally. Let serves (serve which hits the net and crosses over) are legal. The team not serving first in the previous game of the match shall serve first in the next game. During Play Section 9: Live and Dead Balls • A live ball is in play, from the moment the ball is legally contacted by the correct server until the ball becomes dead. • Teams may play/hit the ball three times in a volley • Blocking a served ball is not permitted • Violations such as lifting and carrying are judgment calls by the official General Information Section 10: League/Team Size • Teams will be taken on a first come, first serve basis. • Teams must have a minimum of six players and a maximum of 10 players on the roster. • Game shirts, which will be supplied by the Jeffersonville Parks & Recreation for each player, must be worn for all league matches. • No player can play for more than one team in the same league Section 11: Entry Form/Fees/Information • Each participant must have a registration form, with a signed waiver by a parent/guardian, on file with the Jeffersonville Parks & Recreation prior to participating in the league. • Team registration fees are subject to change and fees will be listed on registration forms. Fees must be submitted at the time of registration in order to participate in the league. • Match nights are subject to change and will be listed on registration forms. Section 13: Sportsmanship/Administration • All players, coaches, and spectators are expected to act with the highest degree of sportsmanship at all times. • Any person ejected from a match at any time due to unsportsmanlike conduct will be suspended for at least one match (the teams next scheduled match). A second ejection may result in suspension for the remainder of the season. • The Department of Parks and Recreation along with the Director of Sports and Athletics has the authority to take any disciplinary action deemed necessary in regards to unsportsmanlike conduct or consistent misbehavior. Suspensions and/or expulsions from the league are possibilities. Inclement Weather: Impending severe weather may justify the cancellation of games scheduled to be played. The Director of Sports and Athletics and/or Fieldhouse Director will determine whether play will need to be cancelled. If play is threatened due to bad weather, team managers/captains will be notified. **All Rules and Regulations of the Jeffersonville Parks Department Adult Volleyball Leagues are subject to change at any time by the Jeffersonville Parks Department. Every effort will be made to give advance notice to managers and officials/scorekeepers regarding such changes. **
