(STGi), Alexandria, VA 10/2008 – Present STGi provides management consulting services to the Federal Government. Over 7 years, I’ve served multiple roles within various divisions of the U.S. Department of Health and Human Services (HHS). Project Manager/Scrum Master I served as a Project Manager on a $60M project to consolidate and modernize HHS’ three enterprise human resource systems. I managed project plans for 7 integrated project teams, including Earned Value Management monitoring and reporting, linking schedule and budget for more insightful analysis of project performance. I coordinated development and maintenance of SDLC project documentation including business case, project scope, and business requirements for stage gate reviews. After significant costly vendor delays prompted a mandate for a more adaptable and responsive strategy, I introduced the team to the Agile development philosophy and Scrum framework. As a certified Professional Scrum Master, I facilitated Daily Scrum meetings, helped formulate Sprint Goals, and trained the team on all things Scrum. I was instrumental in the organization embracing the Software-as-a-Service (SaaS) delivery model and iterative development methods. These efforts built credibility with our highly complex network of stakeholders and helped secure funding for the path forward. Program Manager After HHS suffered an $80M legal settlement on a union grievance for violation of the Fair Labor Standards Act, I was assigned as a Program Manager for a high profile enterprise-wide remediation initiative to enhance the Department’s capability in position classification and reduce future litigation risk. With 85,000 employees covered by 8 disparately located human resource centers, tracking program progress was a big challenge. I developed technical metrics and reporting dashboards to measure progress and inform executive decision making; identified program risks and potential mitigation strategies; and launched an online collaboration tool to allow secure information exchange between stakeholders. Business Manager/Analyst I was first hired by STGi to help manage Contact Center help desk operations at HHS. My rapport with the customers earned me oversight duties for 5 multi-channel contact center programs with revenue totaling $1.5M per year. At completion of the assignment, I had implemented process improvements projected to reduce costs by $1.8M. Management Analysis, Inc., Vienna, VA 10/2005 – 07/2007 As a Management Analyst, I supported Federal Government Agency clients’ implementation of the Commercial Services initiative of the President’s Management Agenda, designed to increase government efficiency and reduce waste. I served on the project teams that conducted the analyses from which business reorganization decisions were made. greentrack strategies, Bethesda, MD 03/2005 – 09/2005 For seven months, I was involved in a business start-up effort, managing day-to-day project activities and maintaining a professional network of strategic partners. I developed implementation strategies for Sustainability initiatives within public sector organizations, linking economic, social, and environmental performance to the organizational mission. After finding out my wife was pregnant, I decided a steady paycheck and solid health benefits were the priority and I moved on. Warden Associates, Inc., Springfield, VA 10/2002 – 03/2005 After leaving the Navy and finishing my degree, I began my consulting career as a Management Analyst. Interfacing with clients and coordinating efforts for multiple small project teams resulted in a quick promotion to Team Lead. I led team efforts on numerous labor efficiency studies of various functional activities including facilities management, fire and emergency response services, help desk operations, billing operations, telecommunications services, and data center operations. I spearheaded the development of software to streamline data collection and documentation efforts, a key competitive differentiator that won the company more business. United States Navy, Pentagon, Washington, DC 01/1998 – 01/2002 I graduated from Cryptologic Technician “A” School at the top of my class and was assigned to the Joint Staff at The Pentagon, where I was primarily responsible for security and multimedia operations within the Joint Chiefs of Staff Conference Room (The Tank). I instructed senior officers on technical requirements for over 350 successful presentations to the Joint Chiefs of Staff and was awarded both the Joint Service Commendation Medal and Joint Service Achievement Medal for superior performance, technical ability, and initiative. ADDITIONAL RELEVANT EXPERIENCE As a hobby, I’ve played around with various web projects where I’ve learned a fair amount of Wordpress customization, SEO, internet marketing, and ecommerce. The latest such project was for my college fraternity alumni association (udphisigalumni.com), for which I was the President, which included Mailchimp email list integration and a PayPal payment gateway for dues collection.
