1. ELIGIBILITYANDAPPLICATION.
The USCSHawaiiStateCupis a restrictedtournament open only to teams in good standing with valid US Club
Soccerpasscards.WinnersshalladvancetotheNationalCupXVIFinals.
a. Participantsshallconsistof12‐U(2005)*,13‐U(2004)through18/19‐U(1999/1998)boysandgirlsteams.
12‐UteamsseeattachmentCofthisdocument.
b. Thereisalimitof6or8slotsavailableperagegroupineachgender.
c. Theapplicationdeadlineis fourweeksmonthpriorto the firstdayof theUSCSHawaiiStateCup.Teams
shouldreviewtheapplicationforthisinformation.Ifanagegroupisover‐subscribed,orifthenumberof
applicants cannot be accommodated in an acceptable competitive format, the following criteria can be
consideredindeterminingentries:





2. TOURNAMENTAUTHORITY.
TheTournamentDirectorshallhaveultimateauthorityoveralltournamentcompetitionsanddisciplinematters.
Theinterpretationoftherulesandall decisionsoftheTournamentDirectorarefinal.TheTournamentDirector
maybeassistedbyRegionalCompetitionDirectorsandtheTournamentRulesandDisciplineCommittee.Forthe
purposes of these rules, the authority of any Competition Director and the Tournament Director shall be
synonymous.
TheTournamentRulesandDisciplineCommitteeshallbeappointedbytheUSClubSoccerExecutiveDirectorand
will minimally consist of the Tournament Director, Competition Director and any US Club Soccer Board of
Directors memberin attendance. The US Club SoccerExecutiveDirectorshall serveas an ex officiocommittee
memberandhastheauthoritytoappointadditionalmemberstotheTournamentRulesandDisciplineCommittee.
In allmattersofdiscipline,withtheexceptionof an allegedincidentof misconducttowardsa gameofficial,the
TournamentRulesandDisciplineCommitteeshallrenderadetermination,andsendareporttotheUSClubSoccer
DisciplineCommitteepursuanttothissection.

3. COMPETITIONFORMAT.
Teams will play a minimum of 3 games, unless the size of the division does not allow it. In most cases, the
competitionwill consist of round‐robinplay and a single game betweentwo group winnersonthe lastday to
determinethe champion.The TournamentDirector, in consultationwith the TournamentRules and Discipline
Committee:
a. Reservestherightto determinethesizeof eachcompetitivegroup,andtherightto alterthegroupsand
formattoaccountforlargerorunevennumbersofteamsinagivencompetitivedivision.
b. Shalldeterminethescheduleandstarttimesofallgames,includingadequateresttimebetweengames,and
alteringthescheduleofonegameperdaywherenecessary.
c. Championsinthe13‐Uthrough18/19‐UagegroupsattheUSCSHawaiiStateCupwilladvancetotheNational
CupXVIFinals,tobeheldJuly21‐24,2017.ThereisnoadditionalentryfeeforadvancingtotheNational
CupXVIFinals.
4. ROSTERRULES.
Anyplayer,whoisamemberofthedesignatedagegrouporyounger,iseligibletobeplacedonthetournament
roster.No guest or loan playersshall be allowed.No players may be added to a tournament roster other than
pursuant to these rules unless an emergency situation arises and permission is obtained in writing from the
TournamentDirector.
a. MaximumTournamentRosterSize: Upto26players.Teamsareexpectedtoregisterallknownplayers
threeweekspriortotheUSCSHawaiiStateCup(includingsubmittingpaperworkandfees).Pleasenote
thattheremaybeanincreasedwaitperiodforpasscardprocessingduetohighdemand. Individualplayers
maybeaddeduptoanyrosterfreeze.
b. Playingonmorethanoneteam: AplayermayplayononlyoneteamattheUSCSHawaiiStateCup,other
thanassetforthherein.IfaUSCSHawaiiStateCupteamdoesnotqualifytotheNationalCupXVIFinals,the
playermay playon anotherteam for the sameclub at a laterRegionalcompetitionor at the Finals.If a
playeris properlydual‐cardedtoanotherteamwithanotherorganization,thesamerulesetforthabove
shallapplytosuchplayer.Unlessproperlydual‐carded,aplayerisCup‐tiedtohis/herfirstCupclub.Under
nocircumstancesmayaplayerplayforoneteamintheCup,thenbereleasedbytheclub,andplayfora
secondCupteam.
c. Players at National Cup Finals: After the USCS Hawaii State Cup, players may be dropped or added
withoutlimitationuptothemaximumrostersize,aslongasanynewplayerstobeaddedwereregistered
withthemembercluborleagueteamatthestartoftheteam’sUSCSHawaiiStateCupcompetition.Ifthe
clubhashad tryoutssincethe USCSHawaiiStateCup,theymayaddup to threenew playersfromsuch
tryoutsthathavecommittedtoandregisteredwiththeclubforthenextregistrationyear.Anyotherroster
emergencyrequestsshallbedeterminedbytheTournamentDirectoronacase‐by‐casebasis.
d. RosterfreezeforNationalCupFinals: 5p.m.ET,seven(7)dayspriortotheteam’sfirstFinalsgame.
Thereafter,theteam’stournamentrostershallbefrozen.AplayermayonlyplayononeCupteamduring
theFinals.

f. Substitutions:Unlimitedsubstitutionsandunlimitedre‐entry.Substitutionsmayoccuratanystoppage.
However,therefereeshallhavediscretionoverallsubstitutions,andmayrefusetoallowanysubstitution
if,inhis/heropinion,thepurposeistodisruptthegame**
**In allowing for unlimited substitutions, US Club Soccer wishes to remind all coaches that it is their
responsibilitytohandletheirsubstitutionsinaprofessionalmannersoasnottodetractfromthegame.
5. REQUIREDDOCUMENTS.
a. Validplayerpasscardsandofficialroster.
b. Validstaffpasscardswillberequiredforallcoachesandtheteammanager.
c. Teams are expected to register all known players three weeks prior to the USCS Hawaii State Cup
competition.
d. USClubSocceralsoreservestherighttoimposea $1,000penaltyforanyteamthatdropswithinthree
weeksoftheUSCSHawaiiStateCup.
e. SeeAttachmentA:TeamCheckInProceduresformoreinformation.
6. COMPETITIONRULES.
ThefollowingrulesshallgovernallTournamentcompetitions:
a. AllgamesshallbeplayedpursuanttoFIFALawsoftheGame,unlessstatedotherwiseintheserules.

c. Inexcessiveheatconditions,waterbreakscanbeallowedbytherefereeathis/herdiscretion,afterprior

d. Forallroundrobingames,gamesendingina tie willberecordedasatie,witheachteamreceivingone
point.
e. Overtime(ifneeded): Gamesshallendinatie,otherthaninasingle‐eliminationgametodetermineagiven
competitive divisionwinneror in the last game of the Finals. If an overtimeperiod is required,it shall
consistoftwo10‐minutehalves(fiveminutesbetweenhalves)andthen,ifnecessary,penaltykicksfrom
themark.

f. Ballsize: Size4for12‐U*,Size5for13‐Uto18/19‐U.12‐UteamsseeattachmentCofthisdocument.
g. Allplayersmustwearshinguards.AllotherequipmentrulesshallbepursuanttoFIFALawsoftheGame.
h. The home team shall be listed first. In case of uniform color conflicts, the designated home team shall
changeuniforms.
i. Nohardcastswillbeallowedtobewornbyplayers.Allothercastswillbeuptothediscretionofthereferee
andtheCompetitionDirector.
7. STANDINGSANDTIEBREAKERS.
a. Game Points: 3 pointsawardedfor a win; 1 point for a tie; zero (0) points for a loss. A forfeitshall be
recordedasa3–0win,withthreegoalsbeingcredited.
b. Tiebreakers: Forteamstiedinpointsattheendofaround‐robincompetition,tiebreakercriteriashallbe:
1)headtoheadcompetitions(butnotinthecaseofathree‐waytie);
2)goaldifferential(maxof3pergame);
3)mostgoalsscored;
4)fewestgoalsallowed;
5)penaltykicksfromthemark.
Inacasewherethreeteamsaretiedinpointsbutoneteamhasdefeatedtheotherteamstiedinpoints,the
winnerof the two gameswill advance. In addition,once a tiebreakeris used to eliminateone team(i.e.
head‐to‐head,goal differential, etc.), the next tiebreaker in line will be used to determine the winneror
teamthatadvances.
**Bracketof2Tiebreaker:Ifattheendofregulationtimeofthesecondmatch,theaggregatescoreistied,
thematchshallproceedtoovertime.Ifstilltied,thematchshallproceedtopenaltykicksfromthemark.
c. Unevennumberof games: If a tiebreaker calculation betweentwo or more teamswouldbe basedon a
differentnumberof games,totalgoalsand fewestgoalsallowedwill be convertedintoa percentageper
game.
d. OnlytheSuperGroupandPremierGroupwinnersfromeachagegroupshouldreporttothespecificaward
areaafterthecompletionoftheteam’sfinalgame.
8. GAMEAUTHORITYANDDISCIPLINE.
a. Thereferee’sdecisioninallmattersrelatedtothefieldandthegameitselfshallbefinal. Thereshallbeno
protestsof anyreferee’sdecisionor gameresult.RefereeEvaluationForms(tobe completedby a coach
only)areavailableonourwebsite,www.usclubsoccer.org.Nootherformswillbeprovided.

b. Redcardsawardedtoplayersorsubstitutesduringatournamentgameordismissalsofteamofficialsshall
resultinthatplayerorteamofficialbeingsuspendedforthenexttournamentgame.Theteamofficialshall
servehis/hersuspensioninagameinvolvingthesameteamwhenthedismissaloccurred,unlesstheteam
has no more such gamesremaining.In this case,the club officialshall servethe suspensionon the next
availablegame.TheTournamentRulesandDisciplineCommitteeshallhavetheauthoritytotakefurther
disciplinaryactionshoulditbedeemednecessary.
c. Thereshallbenoyellowcardaccumulations.NotethatFIFACirculars#866and#821requirethata
sendoffforaredcardorasendoffaftertwoyellowcardsinagamebetreatedthesame.Thus,inbothcases,
theplayermustsitouttheremainderofthatgameandthenexttournamentgame.
d. SuspensionsfornormalredcardsandstaffejectionsshallnotextendbeyondtheStateCuptournamentor
Finals.
e. At all times, all coaches shall have completeresponsibility and control for the conduct of their players,
bencharea,parents,familyandfriends.
f. If, in the opinionof the referee,it is necessaryto terminatea gamedue to the misconductof a team or
othersassociatedwiththatteam,thegameshallbeforfeitedtotheopposingteamandthemattershallbe
referredtotheTournamentRulesandDisciplineCommittee,whichmay,amongotherpenalties,suspend
theteamfortheremainderofthetournament.If,intheopinionofthereferee,theterminationistheresult
ofsubstantiallyequivalentmisconductbybothteamsorbypersonsassociatedwithbothteams,thematter
willberesolvedbytheTournamentRulesandDisciplineCommittee.
g. Attheendofeachgame,thereferee’sgamereportshallbesubmittedtotheCompetitionDirector.
h. In the event a red card is distributed, the referee shall obtain the delinquent player’s/staff member’s
passcardandtakeittotheUSClubSoccerheadquarterstent.Afterthesuspensionisserved,thecoachmay
come pick up the passcard, unless there is the allegation of referee abuse or the Competition
Director/refereefeelsthatadditionalactioniswarranted.
i. Forseriousdisciplinematterswiththepotentialtoincurpenaltiesbeyondtheissuanceofaredcardorstaff
ejection,aCompetitionIncidentReportandareferee’sreportshallbecompletedandsenttoUSClubSoccer.
Also,therefereeshouldgivethedelinquentplayers’passcardstoUSClubSoccer.
9. GAMESTARTTIMESANDRESCHEDULING.
a. Allgamesshallstartatthedesignatedtime.Aforfeitshallbedeclaredifateamcannotfieldaminimumof
seven(7)playersatthestarttimeofthegame.However,theTournamentDirectorshallhavetheauthority
toadjustthescheduleincaseswhereateam’sarrivalhasbeendelayedduetounforeseentravelorweather
conditions.
b. Every reasonable effort will be made to complete a game as long as the safety of the participants and
spectatorsisnotjeopardized. Shoulda gamenotbeabletobestartedorshouldasuspensionofplaybe
requiredduetosafetyconcernsorunplayableconditions,thereferee,coaches,TournamentDirectorand
CompetitionDirectorshallconsult,buttherefereeshallhavetheultimateauthorityto eithersuspendor
terminatethegame.

c. Ifitisnotpossibletocompleteagameforthereasonssetforthinthissection,ifthefirsthalfiscompleted,
theresultsshallstand.Ifthefirsthalfisnotcompleted,orifthegameistied,theTournamentDirectoror
CompetitionDirectorshalldeterminewhetheritshallberescheduledoranotherresolutionofthematter
shallbeimplemented.Thescheduleofremaininggamesshallbeafactorinanydetermination.Theteams
involvedshallbe consulted,buttheultimatedecisionon suchresolutionshallrestwiththe Tournament
DirectorandCompetitionDirector.
d. In all cases, the Tournament Director has the ultimate authority to adjust the schedule of any or all
remaining games, including shortening the length of games, to arrive at an equitable result and in
considerationoftheoverallintegrityofthecompetition.
10.DISCIPLINE.
DisciplinefortheTournamentshallbeunderthejurisdictionofUSClubSoccer.

Tournament CheckIn Procedures:
1. Thecheck‐intimesandlocationsshallbedeterminedbytheTournamentDirector.
2. Atcheck‐in,teamsshallpresentthefollowing:
‐‐Officialteamroster(upto26players)downloadedandprintedfromtheteam’swebsiteinformation.
‐‐USClubSoccerPlayerpasscardsforallplayersontheroster.
‐‐USClubSoccerCoachandmanagerstaffpasscards.
3. Playerpasscardsshallbecheckedagainsttheofficialrosterandstampedaccordingly.
4. A playermayonlybe rosteredto oneteamfortheUSCSHawaiiStateCuportheNationalCupFinals,or
unlessspecifiedinsection2.
PreGame CheckIn Procedures:
1. Twenty (20) minutes prior to the start of each game, the coach shall present his/her team (up to 18
players)totherefereeforcheck‐in.Therefereeshallcheckplayerpasscardsagainsttheindividualplayers,
andassurethecardshavebeenproperlystamped.
2. Itisnotnecessarytopresentacopyoftheteam’sofficialrostertothereferee.However,thecoachshould
haveextracopiesoftherosteravailableshouldanyquestionsarise.(refereesshouldreceiveacopyofthe
gameroster)
3. Passcardsshallbeheldbytherefereeorhis/herdesigneeandreturnedtothecoachattheendofthegame,
exceptforanyredcards,whichshallbekepttogetherwiththegamereport.Redcardsshallbeturnedinto
thescorer’stent,andhelduntiltheplayerhassatouttherequiredgame.
4. Inthecaseofotherdisciplinarymatters,theplayer’spasscardshallbe heldbytheCompetitionDirector
untilthematterisadjudicatedbytheTournamentRulesandDisciplineCommitteeorUSClubSoccer.
5. Allcardsshallbereturnedtothecoachattheendofthetournament,unlessaquestionablecardhasbeen
confiscatedby theCompetitionDirectoror his/herdesignee,an allegationof misconductagainsta game
official has been filed or in the event of violentconductor other behaviorthat warrantsa Competition
IncidentReporttobefiled.

Thegroupwinners,whichadvancetothechampionshipmatch,willbedeterminedasfollows:
Bracket of 2*:
Played as a home and away series with the team accumulating the highest aggregate score being declared the
champion. **Tiebreaker: If at the end of regulation time of the second match, the aggregate score is tied, the
matchshallproceedtoovertime.Ifstilltied,thematchshallproceedtopenaltykicksfromthemark.
Bracket of 3*:
Played as a single group of three teams in a round‐robin format, with the top two teams meeting in a
championshipmatch.
Bracket of 4:
Playedasasinglegroupoffourteamsinaround‐robinformat,withthetoptwoteamsmeetinginachampionship
match.
Bracket of 5:
Played as a single group of five teams in a round‐robin format, with the team accumulating the most points
declaredthechampion.Alimitednumberofteamswilllikelyplaymorethanonegameperday.
Bracketof6:
Playedastwogroupsofthreeteams.Eachteamwillcrossoverandplaythethreeteamsintheothergroup.The
two teams accumulatingthe most points from all six teams will play a final game to determinewhich team is
declaredthechampion.
Bracketof8:
Playedastwogroupsoffour.Thewinnerofeachround‐robingroupwillplayafinalgametodeterminewhich
teamisdeclaredthechampion.
Bracket of 10:
Playedasagroupoffourandagroupofsix.Thegroupofsixcrossesoverandplaysthreegames(seeBracketof6
above).Thegroupoffourwinner,thetoptwoteamsinthegroupofsix,andthenextteamwiththemostpoints
playinasemifinalandafinal.Teamsplayinginthesemifinalwillbereseededbasedonpoints.
