DECISION
ON ADOPTION OF THE QUANTITY OF BALLOTS TO BE PRODUCED FOR EACH
VOTING CENTER FOR 2009 ELECTIONS TO THE ALBANIAN ASSEMBLY

Approval of the number of ballots for each voting center
for 2009 elections to the Albanian Assembly
Article 21, point 1, article 97, point 4, and article 99,
point 1 of the law no. 10019, dated 29.12.2008 “The
Electoral Code of the Republic of Albania”.
The Central Election Commission, after examining the submitted documentation and hearing
the discussions of those present,
NOTES
Article 97, point 4, of the Electoral Code, underlines that the quantity of ballots is equal to
the number voters, with an additional 2 percent. According to article 99, point 1, in addition
to other materials, the CEC sends to the CEAZ office the necessary number of ballots, in
separate boxes for each VC, pursuant to the number of voters registered in each VC, plus the
added figure. For this purpose, the CEC, in its instruction no.3, dated 05.03.2009, set the
deadline and the way of receiving the data for each voting center. Article 8 of this Instruction
says: “The Chairman of the Local Government Unit, immediately after the approval of the
final list and no later than one month from the elections, delivers to the CEC and the
respective CEAZ data on the number of each VC, their location and the respective number of

On adoption of quantity of ballots for each VC for 2009 elections to the Assembly of Albania
chairman of the local government, it is the General Directorate of Civil Status that fulfils this
task.
The CEC, with its document no. Nr.2569, dated 28.05.2009, informed the Ministry of the
Interior that, if it was necessary, the data should be delivered to the CEC. Until June 4, 2009,
only 61 local government units had delivered these data to the CEC. Under these conditions,
in order not to delay the production of ballots, the Ministry of the Interior, submitted the
data, with its document no.4264, dated 04.06.2009. After formatting and processing these
data pursuant to the Electoral Code, adding the respective EAZ-s and the local governments
whose civil offices were suppressed, they were presented to the CEC in order for it to
approve the quantity of ballots for each VC.
According these data, there are a total of 4812 VCs and 3.084.067 voters on national
scale. After adding the 2% of the number of voters based on the electoral code, i.e. 61.681,
the number of ballots that should be produced totals 3.145.748 sheets.
FOR THESE REASONS
The Central Elections Commission, based on article 21, point 1, article 97, point 4 and article
99, point 1 of the law no.10019, date 29.12.2008 “The Electoral Code of the Republic of
Albania”,
DECIDED:
1. To adopt the quantity of ballots to be produced for each voting center for 2009
elections to Assembly, according to Link 1 attached.
2. This decision comes immediately into effect.
