Players or spectators violating the ordinance are subject to removal from the Athletic Complex. A team using a player NOT on their roster may result in a forfeiture of the game - if challenged by the opposing team manager. A forfeit shall be called if a team cannot field a team of at least 8 players at game time. For Co-ed games, a minimum of four women must be present for the game to be played. Also, you cannot start with more men than women. (If you only have four women to start, you can only start with four men. If more women show up, you can also bring in another man…or not). In the Men’s division, you must have a minimum of eight men for the game to be started. USSSA RULES USSSA rules govern softball unless otherwise noted in the booklet. CITY of BEAUMONT’S DOG ORDINANCE It shall be unlawful for any dog to be at-large within the city. Any dog on the streets or public places not under the control of the owner or possessor of such dog within the city shall be considered to be at-large and in violation of this ordinance unless that dog is under the control of a person by means of a leash of sufficient strength to hold such a dog. In the instance of a roster-related forfeit, we will still play the game using the provided officials. This guarantees that teams will get the proper number of games played. The game still is recorded as a 7-0 forfeit in the standings. If there is a forfeit due to ejection of a player, that game will end immediately. If the winning team wishes to keep the score as-is, they can. Otherwise, it will be recorded as a 7-0 forfeit, as well. DIAMOND RENTAL JEWELRY Daily Rates: $100 per field Practice Rates: $30 for 2-hr block from 5-7pm or 7-9pm $50 for temporary fencing (set at 200’) Players must remove all jewelry except Medical Alert necklaces or bracelets which must be taped to the body. Phiten-style necklaces/bracelets are acceptable. DIVISIONS OF PLAY LINE-UP SHEETS We offer three main divisions of play: Competitive, Rec, Church/Industrial. Divisions are determined by the league director, after rosters are turned in at registration. In order to play in the Church/Industrial division, at least 5 players must either work together, or attend the same church…unless decided upon by League Director. The score sheets act as your line-up and as the official score sheet which must be submitted to the scorekeeper ten minutes prior to game time. HOME RUN LIMITS MENS: CO-ED: Comp = 5; Rec = 3; Church/Industrial = 1 Comp = 3; Rec = 2; Church/Industrial = 1 White copy goes to the scorekeeper Yellow copy goes to the opposing team Pink copy is for your record GENERAL INFORMATION GENERAL INFORMATION MANAGER’S DUTIES POSTSEASON TOURNAMENT The manager or ONE representative per team is expected to attend the Manager’s meeting. We will review any rules that apply to the upcoming season. Here is the ranking system to reach the postseason tournament: Managers are also responsible for the following: - Score/Line-up sheets submitted ten minutes prior to game time; - Player conduct during and after the game; - Roster changes, and Waivers submitted by due dates; - Attendance at Managers’ Meeting is expected. PARKING 1. Best overall season record; 2. Winner in the head-to-head (if only 2 teams tied) matchup. If more than 2 teams are tied in W/L record, skip to #4; 3. Highest run differential in the head-to-head matchup (if only 2 teams tied, and same head-to-head record); 4. Highest run differential between total runs allowed and total runs scored; 5. Fewest total runs allowed for the season. 6. Coin flip. * In the instance of a multi-divisional tournament, we reserve the right to adjust seedings to prevent a first round re-match amongst teams from the same division. No parking on shoulders and non-paved areas. Park in designated areas ONLY. Managers should encourage their team players to lock their vehicles preventing theft. The City of Beaumont is not responsible for lost or stolen items, or damages made while at the Athletic Complex. ** If a team forfeits a game during the season by no-showing without informing the League Director by noon (gameday), they are ineligible for postseason play. PLAYER CONDUCT There is a possibility that the tournament may take place on a night different from your normal night of play. The top two teams in the league can advance to T.A.A.F. State Championships. Umpires or the Athletic Complex Supervisor have the authority to remove a player from a game-in-progress due to misconduct. In addition, they are also able to demand any person leave the complex for inappropriate behavior, i.e.: consuming alcohol, abusive language, fighting or unsportsmanlike conduct. If a player is ejected he/she will be subject to a suspension for their next scheduled games(s), which will be determined by the League Director. PLAYER ELIGIBILITY A player may play on more than one team, but is limited to one team per night (same division). Players must be at least 18 years of age. PLAYER I.D. All players and managers must have a Texas driver’s license or an Official Texas I.D. card in the dugout during games. Lack of I.D. will result in a disqualification. ALL PLAYERS must be listed on the roster. PROTESTS A protest can ONLY be made by the team Manager and must be made to the home plate umpire at the time of the infraction. A $20.00 refundable fee with a written account of the protest MUST be received by the Recreation Division within 24 hours of the protest. GENERAL INFORMATION RAINOUTS We suggest that each player registers his/her information at: http://teamsideline.com/beaumont. Signing up via the website will allow players to receive a text message or an e-mail from the League Director regarding rainouts and other league information. Additionally, each manager will be contacted in the instance of any weather issues. We try our best to make sure that games are rescheduled on the same night of play, but sometimes it is necessary to move to a different night. GENERAL INFORMATION GAME RULES ROSTERS AND WAIVERS Rosters are due online (TeamSideline.com) by July 21st, 2017. Only two (2) players may be added after your initial roster is turned in before the season has begun. These changes are due by the end of Week 3. Any roster changes are to be made by the team manager online. Rosters are only accepted online. If a roster is NOT submitted, that team will be ineligible for postseason play. RUN RULES Slow Pitch: 20 after 3 innings, 15 after 4 innings, 10 after 5 innings. Extra Innings will be played until a winner is determined, with USSSA extra innings rules in place. SCOREKEEPER The official score, game record and time are kept by the official scorekeeper. Managers are reminded that the official scorebook will reflect the score, so please confirm the scores with them. Score/line-up sheets are due to the scorekeeper ten minutes prior to game time. No unauthorized persons are allowed in the scorekeeper box. Abusive behavior toward umpires or opposing teams will not be tolerated. Vulgar language will not be tolerated. Either of these could result in an ejection or a suspension. One "courtesy foul ball" is allowed after 2-strike count. Managers ONLY can request player ID from an opposing player before the game starts. Exception: Late arriving players. For the CO-ED division, you can start the game with as many men as there are women as long as you have a minimum of 4 women. Simply put, it is illegal to have more men than women. For the Men’s division, a minimum of 8 players are needed to start the game. An out will be charged each time the batting order reaches the absent player’s spot in the lineup. The official batting lineup allows up to 12 hitters. One courtesy runner is allowed PER INNING. Once the batter reaches base, and the play has completed, he/she must be taken out. If another pitch has been thrown, then no courtesy runner is allowed. The courtesy runner is to be the last player that has completed his/her at-bat, and who is not currently on base. (Co-Ed: must be same gender) Outfielder positioning (Co-Ed): Outfielders must be behind the line that is painted in the outfield before the ball is hit. Any violation of said rule will result in the offensive team being able to choose from either of the following: (1) Batter is awarded first base (in this instance, other runners advance only if forced to advance); (2) Result of previous play. USSSA pitching rules apply, except for faking. We do not allow faking in League play. TYPE OF PITCH PERMITTED. A) The ball must be pitched underhanded at slow speed. B) The pitched ball must arc at least 3 feet after leaving the pitcher’s hand and before it passes any part of home plate. C) The pitched ball shall not rise higher than 10 feet above the ground (from USSSA 2015 Rule book). TIME LIMITS Slow Pitch: No inning begins after 55 Minutes, UNLESS GAME IS TIED. LEAGUE INFORMATION ALL DATES ARE SUBJECT TO CHANGE SPRING LEAGUE: (March - May) SOFTBALL COMPLEX The Beaumont Athletic Complex is located at the corner of College and Langham Streets. There is a total of 12 diamonds. Complexes I, II have a center field depth of 290 feet, Complex III has a center field depth of 265 feet and Complex IV has a center field depth of 325 feet. Complex I Complex II Complex III Complex IV Diamonds A - B - C Diamonds D - E - F Diamonds G - H - I Diamonds J - K – L TYPE OF BALLS/BATS USED Men will use the CLASSIC Plus (12”) optic yellow USSSA-stamped softball. Women use the CLASSIC W (11”) optic yellow USSSA-stamped softball. USSSA softballs should have blue stitching, and a USSSA stamp. All bats must be stamped with the 2013 USSSA logo, and may be checked by the umpires at any time. UMPIRES One umpire will be assigned to each game. All umpires are USSSA-certified. UNIFORMS Teams in ALL divisions are required to wear shirts of the same color and have at least a 6" non-duplicating numbers, silk-screened or heattransferred to the back of the shirt. No more than two players can wear a non-matching jersey (color). NO METAL CLEATS ALLOWED! SUMMER LEAGUE: (June - August) FALL LEAGUE: (September - November)
