SURREY COUNTY CUPS 2017 SURREY CRICKET FOUNDATION These rules should be read in conjunction with the published Competition Rules for the ECB Under 13 and Under 15 National Club Championships. National Playing Conditions can be viewed on the Surrey Cricket Foundation web-site. Under 13 and Under 15 County Cups Competition Rules 2017: 1. Management: County Cup competitions, leading to the Regional and National phases of the ECB National Club Championships at Under 13 and Under 15, will be organised by the Surrey Cricket Foundation. These competitions will be called the Under 13 County Cup and the Under 15 County Cup. Each competition will be administered by a Competition Administrator. The programme will be overseen by a sub-committee consisting of the 3 Competition Administrators, including Under 17, and one Surrey Cricket Foundation Executive member. Any dispute that cannot be resolved by the relevant Competition Administrator shall be referred to a Disputes Panel consisting of at least 2 Competition Administrators and one Surrey Cricket Foundation Executive member. The decisions of this Panel will be final. 2. Competition Structure: The competitions will be played on a Knock Out basis with the initial draw being divided into four roughly geographical groups. 3. Entry: All clubs entering these competitions must be affiliated to their local Colts League and to the Surrey Cricket Foundation. All clubs must pay an entry fee of £8 per competition to the Surrey Cricket Foundation. 4. Eligibility of players: Please refer to ECB National Club Championship rules. 5. Balls: The home side shall provide 2 new cricket balls of a suitable standard for each match. The home side will also be responsible for supplying enough spare balls of equivalent standard. A new ball must be used at the start of each innings. The ECB will provide 2 new balls for each County Final.. 6. Umpires: The Surrey Cricket Foundation will appoint umpires for Semi-Finals and Finals of each competition. Clubs are responsible for providing a competent person to umpire matches in all earlier rounds. Ideally, this should not be a person who is involved in the match in any other way (e.g. Team Manager on the day). The designated person should umpire for the whole match. 7. Fixtures: Prescribed dates will be set for matches in the 1st and 2nd Rounds of the Under 13 and Under 15 competitions. These matches may be re-arranged on dates earlier than the prescribed date by mutual agreement of both 1 clubs. All other matches must be completed by the prescribed limit dates on dates mutually agreed by the clubs involved. For convenience, venues may be reversed if both clubs are in agreement. Clubs must confirm fixture details, start time, colour of balls to be used, particular local pitch conditions (e.g. artificial, or bowling from one-end), etc., by e-mail at least 72 hours before the scheduled fixture. It is strongly recommended that the relevant Competition Administrator is copied in to any e-mail correspondence pertaining to fixture arrangement or confirmation. Both teams should be present on the ground no later than 30 minutes before the scheduled start time. A team will be deemed to be present if at least 8 players are present. The toss shall be made no later than 15 minutes before the scheduled start. If a team does not have 8 players present at the time of the toss, that team shall forfeit the toss. If the start is delayed for any reason, the number of overs per side will be reduced by one over per side for each 7 minutes of the delay, subject to the minimum of 10 overs as per ECB National Club Championship Playing Conditions. If a team is not ready to start the match 30 minutes after the scheduled start, that team will forfeit the match. In the event of bad weather preventing a result being achieved, refer to ECB National Club Championship Playing Condition 3.2. 8. Results: Match results must be e-mailed to the relevant Competition Administrator by both clubs within 24 hours of the completion of the match. The e-mail should include scores and a note of any outstanding performances. Clubs are also asked to enter results, in the same detail, on your club Play-Cricket site. Complete scorecards should be provided, where possible, to aid club statistics. Results and draws can be viewed at http://surreycfjuniorcomps.play-cricket.com/home/home.asp. Playing Conditions 2017: ECB National Club Championship Playing Conditions will apply with the exception of the paragraphs headed Restrictions on the Placement of Fieldsman – without Inner Circles. These Restrictions will not apply in matches played before the County Semi-Finals. In the event of the number of runs being tied at the end of a match in the County Phase of the competitions, the teams shall compete in a Super Over, as below, to determine the winner. Procedure for a Super Over: The team batting second in the match will bat first in the Super Over. The loss of two wickets in an over ends the team’s one over innings. The side that scores the most runs will be the winner. In the event of the teams having the same score at the end of the Super Over, the team whose batsmen hit the most number of boundaries combined from its two innings in the main match and the Super Over shall be the winner. If the number of boundaries hit by both teams is equal, the team whose batsmen hit the most boundaries in the main match (ignoring the Super Over) shall be the winner. 2
