Offers accepted on Firm Basis Implementation Fiona O’Donnell Liaison Group 28 August 2012 Background • Non-Firm/Firm access to the Transmission introduced as option in 2005 • Option allows generators export onto the System prior to the completion of Transmission Deep Re-inforcements (excepting those associated with Short Circuit Levels) • To date all parties accepting their offers have availed of this option Discussions in the context of the Tie-Break consultation • Possibility of parties accepting offers on Firm only basis has been raised • Clarity as to the practical implication of this decision required. How construction works will progress Where an offer is accepted on the basis of Firm Access, it is the intention of both SO’s to schedule the shallow connection works (including Distribution deep works) such that their completion date coincides (in so far as possible) with the completion of deep Transmission Works Example • Project A – FAQ = 2020 Estimated timeline for delivery of shallow works (incl Distribution deep works) = 2 years Offer accepted 2012 Example - contd • Project A Accepts offer on nonFirm/Firm basis Works will commence on offer acceptance (assuming group is resolved) Aim to delivery connection by 2014 Example -contd • Project A Accepts offer on Firm only basis Works will commence circa 2018 (assuming FAQ date remains at 2020) Aim to delivery connection by 2020 Outcome • It is unlikely that timelines will exactly match • Possible Outcome Actual connection will be delivered after deep works are complete Actual connection will be delivered before deep works are complete and project will operate on a non-firm basis for a time Questions?
