World Union of Wholesale Markets (WUWM), delegation visited India from
November, 2012 for participation in International conference on “Wholesale
Markets-Global Opportunities and Innovations” hosted by Punjab State Agricultural
Marketing Board at Chandigarh on 20-21st November, 2012.

International conference was organized by National Council of State Agricultural
Marketing Boards (COSAMB) in collaboration with World Union of Wholesale Markets
(WUWM), The Hauge, Netherlands and National Institute of Agricultural Marketing,
(NIAM), Jaipur. This event received important support from Sh.Parkash Singh Badal,
Hon’ble Chief Minister, Punjab, who shown his keen interest in the various
developmental schemes of marketing of agricultural produce and development of
agricultural markets with latest modern infrastructure in the State while inaugurated the
conference.

International conference entitled “Wholesale Markets-Global Opportunities and
Innovations” focused on issues related to new innovations in market planning and
designing, IT and equipments, wholesale and retail market linkages, as well as effective
management of waste, insurance and disaster on the markets.
Representatives from markets in UK, Spain, France, Denmark, Holland,
Germany, China and South Korea spoke on these issues. Indian speakers viz.
Dr.Sukhpal Singh, Chairperson Centre for Management in Agriculture, IIM Ahemdabad,
Dr.M.S.Sidhu, Head of Department of Economics and Sociology, Punjab Agriculture
University, Ludhiana, Dr.J.S.Yadav, Chief Operating Officer, Premium Farm Fresh and
Mr.S.S.Randhawa, Managing Director, COSAMB also spoke on the issues in the
context of Indian agricultural marketing and wholesale/retail markets setup.
The International Conference concluded on 21st November, 2012 and ceremony
was presided over by Mr.Adaish Partap Singh Kairon, Hon’ble Minister for Food and
Civil Supplies, Food Processing and Information Technology, Government of Punjab,
Sh.Parkarsh Singh Badal, Hon’ble Chief Minister, Punjab, Inaugurated the Conference.

Karnataka State Agricultural Marketing Board
The Karnataka Agricultural Produce Marketing (Regulation and Development)
Act 1966 and Rules 1968, have been enacted in the State of Karnataka in order to bring
about a comprehensive development in the sector of Agricultural Marketing, through the
establishment of Department of Agricultural Marketing, the Karnataka State Agricultural
Marketing Board and the Agricultural Produce Market Committees. The policies and
programmes are being formulated and implemented through this Act, so that the farmer
gets competitive price for his agricultural produce and infrastructure facilities are created
for trade in the markets.











There are 155 main markets and 354 sub markets in the State.
Basic infrastructure necessary for the trade of commodities in the main markets
and sub markets have been provided at a cost of more than Rs.1500 crores.
76 Rural markets have been developed by investing Rs.27.27 crores in the last 4
years with the financial assistance of NABARD.
294 Godowns have been constructed by investing Rs.33.09 crores in the last
four years, through the Grameena Bhandara Yojana of GOI.
Basic infrastructure has been provided under ASIDE scheme in the markets of
Byadagi & Koppal at a cost of Rs.27.47 crores to boost exports of dry chillis and
maize, etc.
Electronic weighing scales have been provided in all the markets for proper
weighing of farmer’s produce. Weigh bridges are also provided in some of the
markets.
Open auction/tender system of sale is enforced in the markets, so that the farmer
gets competitive price for his produce.
Electronic tender system of sale is provided in 45 markets at a cost of Rs.16.11
crores in order to ensure transparency in the sale of agri produce and to provide
competitive price to the farmers and saving the trade transaction time.
All the development programmes are implemented through e-procurement by the
e-governance Dept. of the State Government.
All the activities of the market committees like administration, accounts,
development works, market information have been computerized through the
management software specially developed for the purpose.
All the APMCs have been networked, and the information on arrivals, prices etc.,
is available online on the website http://krishimaratavahini.kar.nic.in.

Information on price of Agri/Horticulture commodities is available through the toll
free no.1800-425-1552, from 8.00 am to 8.00 pm on all working days. On
average 100 farmers and market users per day make use of the toll free number.
The daily market price are also sent through SMS free of charge in collaboration
with NIC. So far about 1 lac farmers have been registered for the markets SMS.
The market prices are displayed in all the markets yards prominently for the
benefit of the producers through the electronic display system.
To provide training to the farmers, members of the APMCs and staff of the
department and for the proper implementation of the HRD schemes, training
collages are established in Mysore and Hubli.
Research in agri. marketing extension, training, seminars and workshops are
being conducted in collaboration with the Agricultural and Horticulture
Universities and Dept. of Agriculture and Horticulture.
“Revolving Fund” has been created to implement the support price schemes.
During the last four years a sum of Rs.6.02 crores has been released from
Revolving Funds and 13.69 lac tones of Agri/Horti produce has been procured at
MSP from 1,88,722 farmers.
Insurance facilities has been provided to the farmers and their family members
through the Raitha Sanjeevani Accidental Insurance scheme. Rs.50,000/- is
sanctioned to the dependents in case of death. Duing the last five years,
Rs.14.98 crores has been paid as compensation to 3224 farmers.
Insurance scheme called Janashri Bima Yojna for licensed shramiks (Hamali’s,
Weighmen, Cartmen) working in the market yards is being implemented with the
assistance of GOI and LIC. Provision is made for relief of Rs.30,000/- in case of
natural death. During the last four years a sum of Rs.1.29 croes has been
sanctioned to 419 beneficiaries.
A memorandum of understanding has been signed with NCDEX for the e-trading
of 11 commodities in 50 markets during the year 2012-13.
It is proposed to set up Commodity Specific Technology Parks with state-of-theart Technology for Packaging, Storing, Processing, Branding and Marketing of
Agri/Horti produce.

It is proposed to set up an Irradiation Unit at Dasanapura in Bangalore market
for increasing the shelf-life of commodities and to facilitate exports.
In order to add value to the Agri/Horti produce it is proposed to provide grading
and processing facilities in some of the markets.

The KAPM (Regulation & Development) Act 1966 has been amended on the
guidelines of the Model Act of 2003 of GOI incorporating the following.
Setting up Direct Purchase Centers under Private Sector to purchase the
produce directly from the producers-License has been given to 9 companies.
Setting up of Private Markets-4 companies have been permitted to set up private
markets.
E-trading -3 Exchanges have been permitted.
Contract Farming.
Development of markets through Public-Private-Partnership.
Setting up of Grading and Standards Bureau.
Setting up of wholesale markets at a cost of Rs.102 crores for Potato and Onion
at Dasanapura.
Flower market has been developed at a cost of Rs.10.45 crores at Mysore.
Transferring the administrative control of godowns constructed at the village level
to the co-operatives socities and to facilitate provision of loans to the farmers
through storage of their commodities.
Rating of markets has been undertaken to facilitate improvements and
development of markets for the better marketing of commodities.
