Village of Dousman Main Street Project
The Village of Dousman has embarked on the reconstruction and enhancement of Main Street from Ottawa
Avenue to Summit Avenue (Hwy 18). (See attached map #1 above with project limits highlighted in yellow)
This Project has been in the “WINGS” for any years. We have discussed this project throughout with many
residents, strategic planning groups, committees, and the Village Board. Design has begun. The Village
Board has designated the 4th Monday of each upcoming month at 6:00pm for the meeting and discussion of
the Main Street Project (to review, make decision, and or direct further ideas). The Village Board will also
include the Main Street Project on their regularly scheduled second Monday of the month agenda.
Residents and Business owners are welcome to attend these meetings. Village Engineers are
concentrating their initial design efforts on the southerly end of the Project first. We anticipate starting the
first portion of construction in August, right after Derby Days. We will update this website as key elements
progress or as decisions are confirmed. If you have any questions, please contact

Meeting Summary
We met to discuss progress, issues concerned with utilities, previous discussion of specific items, all with a perspective of reaching a consensus of
recommendations and/or follow up with the Village Board. These Issues:
1. Construct new sewer laterals to the right-of-way. (No lining of sewer laterals.)
2. Construct new water service to right-of-way.
3. Replace water service with a minimal 1 inch water service to all residential and commercial properties. (Send letters to all properties with
this decision. Any increase in size would be at the property owners request and cost.)
4. Send information letters to all entities along Main Street with above information.
5. Assess anyone for receiving water services greater than 1 inch.
6. Currently televising all the sewers which have not been televise in the last 2 years. This will help determine the limits of relating or lining of
the sewers. Sewer branches in easements and/or side streets would be reconstructed a minimum distance to clear the Main Street
construction limits.
7. We will work closely with Joe and Gary on specification items.
8. We ordered a title search for the 4 lots in the area of the Bicycle Doctor and the Herr Lot (See yellow highlighted map #2.) This is to
determine if there is an access easement for the potential parking and if there is a storm sewer easement for the storm water pipe from Main
Street westerly to west of Whale Tale Archery.
9. We would like to investigate the potential use of the Village parcel west of the Bike Doctor (approximately 2 acre lot). This could be for
temporary parking and/or storm water management. (See green highlighted on Map #2.)
10. In regards to electrical services – We Energies will bring new service to the meter box via underground or to a new mast. The Village’s
electrician will need to furnish a new mast and conduit and wiring to the existing meter box, if service’s from overhead. The Village’s
electrician will need to install an incoming service box for electrical laterals that are furnished underground. Upon W Energies completion of
their design, we recommend obtaining quotes from 2 or 3 local electricians for the local work. This would include only work on the outside of
any of the business or residents’ houses. It would be the property’s owner responsibility for any work past the meter.
11. The lift station will be constructed within the parking lot east of the Maylen house, just north of the Village Hall.

12. We have completed 98% of the surveys for the existing road and utilities. We will further field review these existing conditions this week.
We will also go over these plans with Joe and Gary to confirm existing conditions.
13. We are calculating current and future connections for determining lift station sizing and Main Street sewer pipe sizing.
14. We anticipate have a “kick-off” meeting with gas, telephone, electric, and cable companies to discuss the proposed Main Street project.

Meeting Summary
We have had several meetings and discussions with staff, both at the office and in the field. We have also conducted a “kick-off” meeting
with private utilities and the DNR. Decisions, discussions and items to review for decision include:
1. Updates to the January 22, 2013 status report include:
A. Item 2 updated as follows: Construct new water service to the right-of-way and/or curb box.
B. Item 11 updated as follows: The lift station will be constructed within the parking lot east of the Maylen house, just north of the
Village Hall. It will include an ozone filter.
C. Item 13 updated as follows: We are calculating current and future sewer connections for determining lift station sizing and Main
Street sewer pipe sizing. Planner Kaniewski met with Henry Elling of the Village of Summit and Sandy Scherer for the Town of
Ottawa.
D. Item 15 added as follows: We have completed the water main modeling and will meet with Joe to confirm sizing for our next
meeting.
2. We met with Joe regarding the water main modeling results. We confirmed the water main size along Main Street will all be 8 inch.
3. We reviewed the results of the title search for the Herr lot, Archery lot, Bike Dr. lot and the hardware store lot. We will review a colored
exhibit map with the Board. Also we will need further direction from the Board regarding toe storm water issues in this area and the Herr
lot.
4. We held a kick-off meeting with the Utilities and the DNR. This included:

5. We reviewed all items on the attached February 13th agenda. We stressed this meeting was being held to give everyone advance notice
of the Village’s project. We will forward design plans to them as soon as they are available. We distributed plans as they currently
depict existing conditions, and asked everyone to review their specific utility for accuracy and any concern’s. We also stressed to all
parties that if they are planning any future upgrades to their utility, they must do it in cooperation with this project and/or include empty
conduits under the new road for future use.
6. As part of the kick-off meeting, we discussed the storm water thoughts, concerns and any anticipated requests for approval, as we see
them at this time. The DNT displayed a map that depicts approximately 75% of the 2 acre Village lot being wetlands. This lot was
included in the SEWRPC request for locating wetlands.
7. We met with Joe, Gary and Bruce Kaniewski to review our findings of the Zoning in contributing areas correlated to the sanitary sewer
design and connection points. We reached concurrence on the criteria and results. We are currently updating our maps and sewer
design calc sheet to reflect these findings, so we can continue with the sanitary sewer and lift station design.
8. Distribute Main Street color exhibit map for discussion of initial thoughts on” typical pavement cross sections”.
9. Distribute initial information regarding street lighting, both poles and fixtures, for discussion and future selection.
10. Recommend we apply for DNR grant for storm water quality issues. Is it “Urban Non-Point source Storm Water Construction” Grant.
Maximum grant amount of $150K. This is for storm water treatment (Water quality based) DNR recommended this too. Maureen
McBroom said the Village will need to meet water quality requirements. Steve Wurster was told previous applicants all received grant
amount. This was same grant for initial storm water work within the Village.
