the Project 15-SEE-PC-RO TIMISOA01
„Opportunities and challenges for tertiary educational system in promoting
evidence-informed good governance society - ActiveGovEdu”
Chapter I. General provisions
Art. 1. In order to support innovation and improvement of the educational offer, teaching,
research, mediation in participatory democracy, citizenship, advocacy and volunteering the
creation of a transnational network oriented to human capital development is necessary.
Furthermore, an operational incubator would strengthen the institutional cooperation
between Romania and Iceland at the level of higher education sector and non-governmental
organizations.
Art. 2. (1) In the context of an operational incubator, the partner institutions should create a
network of academics, public authorities, civil society oriented towards good governance and
participatory democracy, citizenship, advocacy and volunteering. The registration and
selection of the target group within the Project "Opportunities and challenges for tertiary
educational system in promoting evidence-informed good governance society ActivGovEdu" (from now on referred to as Project) refers to persons directly involved in the
educational process (students, professors) and social partners for education (companies,
NGOs, public administration, marginal communities). More specifically, the project target
group will be consisting of the following categories:
• 3rd year Finance and Banking Students from the Faculty of Economics and
Business Administration and University of Iceland, therefore considering the Syllabus

on `Public Sector Governance` and the `Joint Handbook on Public Sector Governance`
in Romanian/English and Icelandic language as expected outputs;
• Teachers, youngsters/students and NGOs representatives who will benefit from the
expected output of `Joint Summer School on Public Sector Governance in Iceland`
(awarding ECTS - European Credit Transfer System – and Diploma Supplement for
students);
• Certain Marginal Communities with higher risks of democratic exclusion identified
during field visits in disadvantaged communities (such as Roma population) and
Public Authorities and NGOs in their protection field. The expected output for this
category is the Learning module/training in Advocacy organized in Romania.
(2) The results realized during the Project are mainly addressed to the civil society
and public administration agencies, but also to marginalized and disadvantaged communities,
especially those facing a high risk of democratic exclusion (Roma population, individuals
with disabilities, social groups with low income levels or unemployed).
Chapter II. Registration in the target group
Art. 3. (1) The registration of candidates for the target group is based on the Registration
Form (Annex 1) to which the following documents will be attached:
a) Copy of ID card;
b) Curriculum
vitae

c) Application form (Annex 2) – for Bachelor / Master / Doctoral students;
d) Certificate defining the student status – for Bachelor / Master / Doctoral students;
e) Certificate defining the professional profile (job, employment status) – for the persons
employed (not necessary for Bachelor / Master / Doctoral students).
(2) Incomplete Applications will not be accepted for registration.
Art. 4. The Registration Form, together with the required documents mentioned in the art. 3
shall be submitted to room P08 from the Faculty of Economics and Business Administration,
or by Post, to the Faculty address (no.16 Pestalozzi Street, postal code 300115, Timisoara,
Romania), during the period of the project implementation.

Chapter III. Evaluation and selection of candidates in the target group
Art. 5. The only categories eligible for transnational mobility costs are Students and Staff
(members of the Project team). All candidates registered, regardless of their category, can
attend and involve in the Project activities, but mobility costs will be covered only for
students. Therefore, the candidates’ evaluation is applicable to Bachelor, Master and Doctoral
students from the West University of Timisoara and University of Iceland.
Art. 6. Candidates evaluation and selection is made by a committee (“Selection Committee”)
consisting of three persons (a chairman and two members) and a secretary. Every committee
member must complete and sign a Declaration of interests and avoidance of potential conflict
of interest for target group Selection Committee members (Annex 3).
Art. 7. The evaluation of the students registered is based on the information declared by the
candidates in their Application form and the weighted average grade for the year previously
graduated. Regarding the Application form evaluation, the motivation stated will make the
difference in terms of grading, if it includes the information requested.
The differentiation criteria refer to the possession of a certificate proving the
knowledge of English. This is not necessary for students registered to specializations in
English language; those will receive the extra point based on the graduation of at least one
year in this specialization, thus proving the knowledge of English. CVs including
extracurricular activities will receive extra points, the highest grades being awarded to those
who have been involved in volunteering, research, advocacy or other activities related to the
Project or useful in developing the skills necessary in the Project activities.

Art. 8. (1) The Selection Committee realizes the evaluation and selection of candidates,
preparing a Memoir of target group selection (Annex 4).
(2) Candidates evaluation is done separately by every member of the selection
committee, and the secretary has to compile a summary of the candidates grading, on two
lists: List of candidates selected in the target group, and the List of candidates rejected from
the target group.
(3) Candidates can be declared members of the target group only if they obtain "Yes"
to the final criteria awarded by every committee member mentioned in the assessment grid
from art. 6.
(4) An evaluation appeal may be submitted in room P08 room, within 24 hours since
the lists from section (2) are made available on the Project webpage.
(5) Candidates selected for the target group will complete and sign:
a) Target Group Registration Form (Annex 5);
b) Commitment to following the project requirements (Annex 6);
c) Agreement on the use of personal data (Annex 7)
d) Declaration of interests and avoidance of potential conflict of interest for target group
members (Annex 8).
Art. 9. Depending on the results of the target group evaluation and selection process, the
management team can realize research groups in order to accomplish the contractual
obligations assumed by contract funding.
Art. 10. A candidate selected in the target group of the project may withdraw only upon a
written request addressed to and approved by the Project Manager.
Art. 11. Public authorities, Non-governmental organizations (members of NGOs regarding
marginalized communities) will receive Invitations (Annex 9) of participation in the Project.
Chapter IV. Project results
Art. 12. Project results and activities will be disseminated within the target group and on the
Project webpage.
Art. 13. The benefits of target group members refer to:
a) The possibility to participate within the project activities and results, with priority;

b) The possibility to receive expert advice in the fields of expertise of project experts;
c) The benefit of the infrastructure of the beneficiary and partners, in the context of the
project;
d) Participate in conferences, learning modules, trainings, internships organized throughout
the project.
Chapter V. Final remarks
Art. 14. This Methodology was developed by the project implementation team. This can be
amended according to actual needs arising from project implementation.
