GUIDE FOR COMPLETING FORM 425-9A
FORM REQUIREMENTS
• All schools must submit MCPS Form 425-9A, Paraeducator Staffing Form regardless of whether involuntary transfers
are designated. Elementary schools should complete MCPS Form 425-9A–ES, Paraeducator Staffing Form–Elementary
School Form, Middle schools should complete MCPS Form 425-9A–MS, Paraeducator Staffing Form–Middle School
Form, and High schools should complete MCPS Form 425-9A–HS, Paraeducator Staffing Form, High School Form.
• Paraeducators maximum Full Time Equivalent (FTE) (including additional combinations of positions e.g., lunch hour
aide) may not exceed .875 FTE or 7 hours including both permanent and temporary part time positions.
• Important Updates: Please review Article 21, Hours Reductions and Involuntary Transfers of the current agreement
between the Service Employees International Union (SEIU) Local 500 and the Montgomery County Board of
Education, which details the process that must be followed when determining involuntary transfers as well as who
will be affected by reduction of hours.

• Electronic versions of:

MCPS Form 425-9A–MS for middle schools*
MCPS Form 425-9A–HS for high schools*
*INSTRUCTIONS: After opening the blank interactive

recommended that you SAVE the PDF document to your
desktop (due to differences in browsers).
• School Allocations Execution (SAE) report (available
to administrators) export into EXCEL report
including all staff.
• Data Warehouse report to obtain complete list of
Paraeducator Staff, Employee ID Number, Race,
Gender, Hire Date (Seniority), and HQ Status

PROCESS
• Compare current and new allocations in SAE to
determine if there is an increase or decrease. When
completing the form, start with your most senior
employees; continue down the form in descending
order. Use only one form to indicate your proposed
paraeducator staffing for the next school year.
ALLOCATION INCREASES
• Group increases into a minimum of four hours to
create a new position.
• Post new positions on the MCPS Careers website:

ALLOCATION DECREASES
Important Update to SEIU Local 500 agreement, Article
21, Hours Reductions and Involuntary Transfers.
• Determine if you need to decrease allocations of
current paraeducators following the new agreement
guidelines. Reminder: When the combination of
an employee’s hours are reduced below four hours,
the employee must be involuntarily transferred as
positions less than four hours are not eligible for
health insurance benefits.
• When reductions in hours cannot be achieved
through voluntary reductions or transfers, reductions
will be determined by the principal or administrator,
giving primary consideration to preserving employee
work hours, based on seniority, unless such
consideration would adversely impact the needs
of students and/or the employer operations in the
principal or administrator’s reasonable judgment.
• The needs of students would be considered adversely
impacted where a program or service to a student
or students cannot effectively or appropriately be
provided due to reduction of an employee with
unique skill or knowledge, not possessed by a more
senior employee.
• The operational needs of a school would be considered
to be adversely impacted where a reduction in
hours or involuntary transfer following a seniority
standard would result in the school not being able
to adequately implement its program or which will
substantially and negatively impact a program.
• The only allowable exceptions based on program
needs are:
− Gender
− Language
− Personal/Medical Assistance
− Class Coverage
• The codes A through H will be entered in the spaces
provided in the columns for “Involuntary Transfer
Code” or “Change Code” as justification for the
change.
• MCPS Form 447-6-PARA, Notification of Assignment/
Hours Paraeducator will be required for any employee
being involuntarily transferred or having their hours
reduced, providing evidence and reason if seniority
is not used.
SUBMISSION OF FORM
• Click “SUBMIT” when Form 425-9A–ES,
425-9A–MS, or 425-9A–HS with your proposed
paraeducator assignments is completed. A window
will open and will automatically designate “desktop
e-mail application”. Click “OK”. Outgoing message
notification, click “OK”. The form will automatically
date-stamp after submission. Save a copy of the form
in your files.
