Winning Combinations
Over the past 50 years, the combined ports of Zeeland (Vlissingen
and Terneuzen) have become the third largest seaport in the
Netherlands. Today, the ports of Zeeland rank number one in the
Netherlands for the storage and transhipment of conventional fruit;
number one in Europe for the storage and transhipment of timber,
fertilisers, foundations and components for offshore wind farms, and
they have become the global leader in the storage and transhipment
of non-ferrous metals.
The strategic location at the mouth of the Western Scheldt River,
the deep water and excellent hinterland connections all contribute
to the success of the companies located in our port area, which
currently number in excess of 200.
More than 32,500 employees are active in and around the ports and
contribute to the annual €5 billion revenue. It is precisely for this
reason that Zeeland Seaports is known as the driving force behind
the regional economy.
We are proud of our ports and we recognise the need for continual
evolution. To this end, we have drafted a new strategic master plan
entitled “Winning Combinations” which outlines how we intend to
further develop our port area in the immediate future.
Collaboration is the key issue for the companies in the port area,
for shareholders and for other stakeholders. Through collaboration,
we can create mutually advantageous combinations, continue to
develop the port area and further strengthen the economy in the
region.

Zeeland Seaports
A port with history
Zeeland Seaports as we know it today was established in
1998 when the management and development of the ports of
Vlissingen and Terneuzen were united under one port authority.
From that moment the two ports combined to become one port
area, enjoying a strategic location at the mouth of the 16-metre
deep Western Scheldt River. In 2011, the fusion became
independent and port company Zeeland Seaports was formed
with four public shareholders: the province of Zeeland and the
municipalities of Borsele, Terneuzen and Vlissingen.

Terneuzen
The history of the port of Terneuzen dates back to 1460, when it
was known as ‘Ter Nose’. At that time, the port was located where
the market is today. Goods were stored there and transported to
Ghent by barge, via the ‘Gentse Vaart’, the stretch of the Ghent
canal between Ghent and Bruges. With the closure of this part

More than two hundred companies are located in the ports of
Vlissingen and Terneuzen. Among them are large international
(petro) chemical companies, shipbuilders, engineering and
metal companies. In addition, the port area houses storage
and transhipment companies specialised in vegetables, fruit,
wood and wood products, fertilisers, non-ferrous metals,
automobiles, coal and ore.
Maritime service providers, such as shipping agents,
bunkering, towage and warehousing businesses, ensure that
the companies in the port area have access to the unique
selling points, including ready accessibility from the North Sea
and good hinterland connections.
These companies provide work for more than 15,000 employees.
Furthermore, the businesses which provide these companies
with products and services also contribute to employment in the
province of Zeeland. This means that an excess of 32,500 people
are employed in and around the ports of Zeeland.
Thanks to the activity of the companies in the ports of Vlissingen
and Terneuzen, more than 33 million tonnes of goods are
transported by sea; in addition to this, inland shipping is
responsible for the transhipment of more 32 million tonnes of
goods annually.

Zeeland Seaports
The Zeeland Seaports Port Authority develops, manages and exploits the ports of Zeeland. This
includes the construction and maintenance of industrial sites, roads, railways, harbours and
quaysides. Furthermore, Zeeland Seaports ensures the safety and supervision of shipping. An
important task, because the companies in the port area have to be operational 24 hours a day,
365 days a year.
The Zeeland Seaports Port Authority is also actively involved in the further growth of the port
area. Not only does it seek out businesses which would like to settle here, but it also facilitates
existing businesses with their expansion, acquisition of new clients and flow of commodities.
Zeeland Seaports doesn’t feel responsible solely for the economic development of the port.
Consideration for the environment and investing in sustainability are both high on the agenda.
In practice, for instance, Zeeland Seaports organises the efficient clustering of companies, which
optimises use of energy and reduces transportation requirements. In this way, the Port Authority
actively promotes a climate in which the waste products of the one industry are increasingly
seen as the raw materials of the other: a circular economy.
When it comes to logistics, Zeeland Seaports is committed to continual improvement with
regard to the hinterland as well as actively exploring opportunities for sustainable modes of
transportation (rail, inland shipping and pipelines) to further strengthen the companies in the
port area.
A couple of examples: the Sloeggebied region of the Vlissingen port area is connected to the main
Vlissingen – Roosendaal line via an electrified railway. There is also a strong commitment to the
strengthening of the freight railways in the vicinity of the Ghent-Terneuzen Canal Zone towards
Antwerp. Inland shipping traditionally plays a leading role in the ports of Zeeland. This position
will be greatly improved with the imminent construction of a new lock in Terneuzen and a good
inland waterway connection between the Scheldt and the River Seine. The ports of Zeeland will
thus become the maritime gateway to Paris.

Third Largest Seaport in
the Netherlands
Ro-Ro
The Roll-on/Roll-off system is used for the transportation of all types of rolling stock, such as
passenger vehicles, vans, trucks and trailers. This is done via so-called RoRo ships. Specialised
terminals in the port area offer jetties for RoRo ships and facilities for the storage and
transhipment of the various types of vehicle. The congestion-free hinterland connections make
Zeeland Seaports attractive for RoRo cargo, which requires smooth and streamlined handling.
With cargo transhipment exceeding 33 million tonnes, Zeeland
Seaports is the third largest seaport in the Netherlands. Almost
three-quarters of this cargo is imported. But Zeeland Seaports
is also an export harbour. A good quarter of the transhipment
activity comprises goods leaving the ports of Zeeland. The
companies in the Zeeland Seaports harbour area offer ample
facilities for the transportation, storage and transhipment of all
types of cargo.
Containers
Cargo which was previously transported as individual items is increasingly transported in
containers nowadays. This translates into a global growth of container transport and Zeeland
Seaports is an emerging player within this sector. The port area has a number of facilities for
the storage and transhipment of containers. This will expand in the coming years due to the fast
connection to the North Sea and the excellent hinterland connections for containers by inland
shipping, rail, short sea shipping and road.
The power of
versatility
Dry Bulk
From coal right down to the smallest grains, the ports of Zeeland
can offer every kind of dry bulk storage and transhipment facility
thanks to the specialised stevedoring and storage companies
established here. Coal, raw minerals and fertilisers from around
the globe find their way to Vlissingen and Terneuzen. The efficient
transport connections with the hinterland by rail, road and river
ensure that these products quickly reach their final destinations
elsewhere in Europe.
Liquid bulk
Zeeland Seaports has been a strong player in the liquid bulk
sector. This is partly thanks to the (petro) chemical companies,
which transport large quantities of raw materials by water.
To transport (end) products, the Port Authority makes use of
the different modes of transport available in the port area.
Specialised liquid bulk storage and transhipment companies
have invested heavily in recent years in new terminals in the
ports of Zeeland.

General Cargo (Breakbulk)
General cargo plays a key role in the activities of Zeeland Seaports. The port has sufficient
flexibility for the quick and cost-effective transportation of a wide range of breakbulk cargo. Not
only thanks to unhindered access from the sea and a multimodal connections to the hinterland,
but also due to the presence of specialised logistics service providers.
Offshore/Project Cargo
Zeeland Seaports has been a reliable player within the offshore and project cargo market for
many years, mainly due to its strategic location with regard to various oil and gas platforms
and offshore wind farms in the North Sea. The Zeeland Seaports port area houses a very strong
cluster of offshore companies. For large offshore installation vessels, the port of East Vlissingen
offers excellent nautical accessibility due to its depth and the absence of locks. Zeeland Seaports
has by far the strongest track record of all European ports when it comes to the laying down
foundations for offshore wind turbines. Some 30 offshore wind farms have been constructed out
of the port of Zeeland.

Industry
Zeeland Seaports has been home to several major industrial companies for many years. These
companies benefit from the deep water and good hinterland connections for the delivery of
raw materials and the dispatch of finished and semi-finished products. Zeeland Seaports Port
Authority actively encourages companies to make use of each other’s strengths in as far as this
is possible. This is done, for example, by grouping companies strategically into clusters where
the waste products of one company can act as raw materials for another.
Foodstuffs
Onions, potatoes, fruit, fruit juices, meat, fish, and dairy products such as butter are transported
solely via the ports of Zeeland. Speed, reliability, and quality are crucial when it comes to the
transport, storage, and transhipment of these products. Zeeland Seaports houses a number of
specialised companies which are dedicated to the fast transhipment of food products.

Strategic Master Plan
Winning Combinations
In this strategic master plan, Zeeland Seaports Port Authority
describes the direction they will take up to and including 2022.
The strategic master plan sketches the framework, ideas and
concrete goals that Zeeland Seaports wants to achieve in the
planned period. Through a clear management schedule with
plans organised per year and per project, the Port Authority and
its employees will define and determine the road to this goal.
Through this strategy, Zeeland Seaports is striving to be a
successful Port Authority and to create a successful port with
healthy businesses. This is a win-win scenario. Conditions for
the implementation of this strategy are: good port infrastructure,
a financially strong position and an efficient and effective
organisation. An organisation that facilitates clients in their
development and proactively helps to turn opportunities into
realities by finding the right combinations. Cooperation is
therefore the key word and Zeeland Seaports will actively direct
and develop this cooperation.
Analysis
The strategic master plan was drafted in close cooperation with all the stakeholders of the ports.
Firstly, Zeeland Seaports identified trends, opportunities and threats, and drew up a strengths and
weaknesses analysis. Then the Port Authority carried out structured interviews with customers
and suppliers, shareholders, environmental and educational organisations, the Ministry of
Infrastructure and the Environment and other concerned parties. During these talks, the analysis
of the current situation was shared and future requirements were examined. The analysis and
the discussons clearly showed the need and the desire to maintain the existing strengths of the
port and simultaneously develop up-coming opportunities over the next few years.
The mix of logistics and industry is one of the port’s strengths
One of the strengths of the port area is that it houses a number of prominent businesses,
both in the logistics as well as the industrial sectors. Together with this, the harbour
enjoys a strong position when it comes to dry and liquid bulk.
The presence of these well-established companies and the powerful position Zeeland
Seaports holds within the bulk market have a magnetic effect on other businesses.
The combined potential of the port on both sides of the Western Scheldt River - with a
mixture of logistics and (chemical) industries – is very valuable and needs to be preserved.
Therefore, in its strategy, Zeeland Seaports makes the deliberate decision to strengthen
and further expand this combination.
Development of - currently satisfactory - multimodal hinterland is still necessary
By actively directing, clustering and hunting, and searching for
innovative cooperation possibilities, Zeeland Seaports creates
winning combinations with its customers and stakeholders,
resulting in a successful port and a successful Port Authority.

A distinguishing feature of Zeeland Seaports is the excellent deep-water location and good
hinterland connections. Rail and pipeline transportation modes are extremely important
and need to be reinforced. These multimodal hinterland connections form an important
foundation for a sustainable division in modes of transport; a modality split. In future, the
new lock in Terneuzen and the development of the link between the River Seine and the
River Scheldt will greatly increase the potential of the hinterland. Improvements to the
nautical access to the Sloeggebied port area are also essential to be able to guarantee
accessibility and the associated competitive edge.

Collaboration is necessary to strengthen effectiveness
Collaboration with companies, governments, ports and other stakeholders, both within and
outside the region, offers Zeeland Seaports the opportunity of strengthening the economic
fabric, of improving results and thereby increasing its financial influence. Moreover,
cooperation strengthens the lobbying and innovation power of the Port Authority. That is
important because the growth in the amount of shipping in the ports of Zeeland is not to
be taken for granted. There is a lot of competition in the Flemish-Dutch Delta, including
collaboration between seaports.
Ambitions and goals need reinforcement from
the organisation
In comparison with other port authorities, Zeeland Seaports has a modest number of
employees. This makes it a lean and flexible organisation. A more active directing role,
which a few of our clients have urged us to take on, also requires new (behavioural) skills
in keeping with the role of director. New functions/specialisations will be introduced, for
instance in the area of professional purchasing. This will be worked on in the forthcoming
strategy period.
Zeeland Seaports, the logical harbour partner in the Flemish-Dutch Delta
The strategy of Zeeland Seaports is aimed at its development into a port with excellent
infrastructure, nautical attractiveness and a sustainable environment. A port, therefore, which,
in the Flemish-Dutch Delta region, can be seen as the logical partner for companies, for other
shareholders and for the environment. A port where Zeeland Seaports’ clients, facilitated by a
professional and financially sound port authority, can evolve to the very best of their ability.
Together with the businesses and other shareholders, Zeeland Seaports, in its role as director,
will actively take the lead to bring about new developments within the port. The Port Authority
will identify optimal opportunities for collaboration between parties in which clustering, mutual
use of waste residues, meeting sustainability targets and development of infrastructure are key
points.
Commercial
The principles of the commercial strategy are to build upon the strengths and capacities
of existing companies and sectors within the port. Zeeland Seaports strives to further
facilitate clustering and symbiosis between companies and endeavours to combine
waste stream usage, bundle the flow of goods and promote knowledge and innovation.
The search for clustering, or symbiosis, means that businesses will be linked to each
in some way. This could entail, for example, a physical link between companies where
energy is exchanged, or a logistics link where one company works on a product which
has been brought into the port by another company. Other forms of clustering are the
intense collaboration via joint ventures, digital coupling via ICT or the utilisation of the
products of one company as a raw material by another. Currently, about 15% of the
companies in the port are clustered in one way or another. Clustering makes companies
stronger and therefore more competitive. Furthermore, it usually goes hand-in-hand with
improved sustainability. Clustering also ensures that companies settle more permanently
in the region.

Zeeland Seaports will actively seek out (hunt) companies that can provide added
value to other companies in the port area. On the one hand, this serves to strengthen
and develop similar growth segments. On the other hand, it optimises the other more
mature segments. It will do this based on a thorough analysis of both already established
companies as well as promising new businesses. Missing links or cargo flows will
be identified that could strengthen the competitive position of a company, or cluster of
companies.
Zeeland Seaports will, in addition, collaborate more actively and intensively with
companies in the port area, with the relevant authorities, suppliers and other
shareholders. In support of the commercial strategy, the intention will be to collaborate
with Impuls Zeeland/Invest in Zeeland, the Netherlands Foreign Investment Agency,
Portiz and the Smart Delta Resources Platform.
Operational
Zeeland Seaports is committed to the sustainable use of land. Allocation of land will
therefore take place using the so-called onion- peel approach. The first layer allocates
land to companies dependent on water and immediate proximity to the quays. In the
second and third layers, companies will be established which are related to the port and
which provide a great deal of added value, but which do not need to be situated directly
on the quayside. The priority over the next few years is the sustainable expansion and
optimisation of the quay-dependent terrain(the first layer) and the efficient and effective
use of layers two and three.
By securing the Ecoports environmental accreditation, Zeeland Seaports guarantees
to work on reducing the environmental impact of the businesses in the port area in a
structural and transparent manner.
Zeeland Seaports will strengthen digital infrastructure in order to improve the availability
of data and electronic services in the harbour area. By implementing strategic asset
and lifecycle management, infrastructure activity will be reinforced in a cost-conscious
manner. To make the operational and commercial processes more professional, Zeeland
Seaports will create a multidisciplinary rapid deployment team.
Organisation
The new role of active director/developer will call for new skills
and functions within the organisation. The employees of Zeeland
Seaports are actively working on the development of a more
facilitating, enterprising, and cooperation-minded company.
In collaboration with regional and international educational
institutions, Zeeland Seaports is aiming for a selected qualitative
and quantitative growth in the workforce.
Collaboration
Collaboration with other parties is vital for a number of reasons.
Modern network economy, circular economy, knowledge-based
economy and open innovation economy demand collaboration
and the bundling of strengths. Alongside this, economic
insecurity necessitates a large degree of maneuverability. And
this is often to be found in when there is a combination and
collaboration with partners. With more than 1200 ports Europewide, attaining a competitive position and distinctive strengths is
imperative. However, as a medium-sized port, it is apparently not
so simple to achieve this completely independently.
Collaboration with other ports therefore offers good opportunities
for Zeeland Seaports. On a project basis, operational
collaboration can somewhat reduce vulnerability. Extensive
collaboration can reduce the vulnerability of Zeeland Seaports
further and also increase the clout needed to achieve strategic
goals and even strengthen the competitive edge. In order to add
extensive collaboration in to the equation, the Port Authority
has laid down a number of clear criteria and quantifiers. The
strategic master plan offers a framework in which discussions
with interested ports can be set up.

allocation and adjustments to the infrastructure, including enabling nautical access and
(underground) infrastructure (MUP),

Clear and market-driven
objectives
• Maintenance Value Park Terneuzen
In 2022, the first phase in the development of the Maintenance Value Park will be
complete and we will be starting on the second phase.
The analysis of the current situation, the interviews with
stakeholders and the opportunities which have been identified
have led to the following objectives, which Zeeland Seaports
aim to reach by 2022:
• Offshore Wind
We are expanding our position as market leader in the offshore wind sector by
attracting new production, assembly, and decommissioning activities.
1. Clustering of healthy businesses
In 2022, the ports will have a strong and diverse combination of
logistics and industrial companies for whom Zeeland Seaports
Port Authority handles the market-based and competitive
leasehold, rental and port tariffs. The focus will, in part, be on five
growth sectors: (fresh) food, fertilisers, project cargo (including
offshore wind), liquid bulk and general cargo (breakbulk). The
companies within these sectors will strengthen each other by
providing optimal services, economies of scale, innovation and
by the mutual exchange of each other’s knowledge, products and
waste flows.
Actions to achieve these ambitions include:
• Active account management and hunting
Through active account management and hunting,
we create new opportunities that ensure an optimally
secure position for businesses (new and potential) in
our management area, mainly through clustering.
• Healthy Contracts
We offer market-based flexible contracts in
accordance with the lease policy, which allow for
differentiation. By using performance indicators, we
can monitor the ‘health’ of the clients.

• Sloeggebied Foodport
We will be further expanding Sloeggebied Foodport through increased cargo flows and
liner services within the food sector.
• The construction of a medium-sized container terminal
The facilities for the transhipment of containers in the port will expand considerably
through the construction of modern, specialised container terminals.
Through the realisation of the above activities, the € 5 billion growth we created in both direct and
indirect added value in 2013 will increase to around € 6 billion in 2022.
2. Healthy Environment
The development of the port area is intrinsically coupled with a sustainable natural environment
and good quality of life in the area.
Actions to achieve this ambition:
•Zeeland Seaports will achieve the Ecoports environmental accreditation by 2019
at the latest.
•Think in terms of a reduction in CO2 emissions and the sustainability provided by a
division in modes of transportation (modality split). We are aiming at a situation where
a maximum of 20% of the goods arriving via inland shipping will leave the port via
road transport. We are facilitating this partly through the construction of a minimum
of five extra pipelines and we are strongly committed to the construction of additional
rail connections. We are also committed to creating an increased number of areas
dedicated to nature through a more efficient use of allocated land. Furthermore, we
intend to contribute to the restoration of the estuarine dynamics and biodiversity in
the Western Scheldt River as well as increasing the extent of bio-based production.

3. Optimal infrastructure
4. Nautical appeal
In 2022 we will have achieved optimal infrastructure.
Sufficient issuable land will have been created or developed to meet the growing demands of
companies. Asset and lifecycle management will also be implemented in this strategic period,
with attention to the flexibility and diverse exploitability of the port infrastructure. This will allow
Zeeland Seaports to handle the assets more efficiently and respond to the needs of existing and
future customers quicker and more competently.
In 2018 a nautical draught of at least 17 metres will be created in the Sloehaven. The MIGHT
programme will also be operational. MIGHT stands for Management Integration Gent-Terneuzen
and is a collaborative project based on optimal nautical management, between the Gent Port
Authority, the Dutch Department of Waterways and Public Works and the Flemish Department
of Mobility and Public Works. Partly as a result of this collaboration, the turnaround time for
shipping in 2022 will be at least the same as that in 2015, despite the substantial increase in
traffic. In order to increase the nautical appeal and to make the port more sustainable, in 2020
LNG bunkering facilities will also be available.
Actions to achieve this ambition include:
• Zeeland Seaports will develop:
- Space for business activities in the West-Sloehaven;
-New business terrain above the Western Scheldt River such as the Sloepoort Facility
Park and an extension of Vlissingen Buitenhaven;
-New business terrain in the canal zone: the ‘Axelse vlakte III, North Ghellinckpolder,
Zijkanaal C and the bank of the western canal;
- A master plan for the Braakman Harbour including the relevant infrastructure.

• Zeeland Seaports will reserve the Western Scheldt Tunnel area for the development of
various transhipment activities.
• Zeeland Seaports will support the construction of the New Lock in Terneuzen.
• Zeeland Seaports, together with the other shareholders, is directing the VEZA project
(Zeeland-Antwerp rail link) and the improvements to the rail connection along the
Ghent-Terneuzen canal.
• Z
eeland Seaports will facilitate the development of the Multi Utility Provider (MUP), an
(underground) pipeline route for the supply of utilities and semi-finished products to
stimulate industrial symbiosis.
Safety is and remains a top priority for the port. In 2022, Zeeland Seaports Port Authority will
issue an active safety enforcement policy based on updated port regulations.
Actions to achieve this ambition include:
• In 2018, a nautical draught of at least 17 metres will be created in the Sloehaven port.
• In 2018, the MIGHT programme will be effective. The Management Integration GentTerneuzen programme is a collaborative project with three partners: the Gent Port
Authority, the Dutch Department of Waterways and Public Works and the Flemish
Department of Mobility and Public Works. In this project, both port authorities optimally
administer the nautical management of the ports and the Gent-Terneuzen canal.
• In 2022 Zeeland Seaports Port Authority will introduce an active safety enforcement
policy based on up-dated port regulations.
• Z
eeland Seaports will bring about facilities for LNG bunkering to make the port more
sustainable. Vessels can make use of this bunkering facility from 2020.
• In 2022 all terminals requiring ISPS certification will be duly certified.
• In spite of the anticipated substantial increase in shipping, the turnaround time in 2022
will be the same as in 2015.

6. Professional organisation
Through the increase in allotted land, market-based contracts, clustering and an efficiently
operating organisation, the Zeeland Seaports Port Authority will be a financially stable
organisation in 2022. In concrete terms, this means an annual turnover of more than €70 million.
We shall only be focusing on our core business as Port Authority.
Zeeland Seaports provides flexible, customised arrangements for the client and simultaneously
shows a consistent attitude when it comes to the terms and conditions of the organisation,
maintenance and safety. The skills of the employees develop in line with the director’s role.
The return on our equity will be on average eight per cent and the burden of debt burden will
have been greatly reduced. In 2022 the reduction of the guarantee by the shareholders on loans
to Zeeland Seaports will at least be on track, in accordance with the then prevailing agreements
with the shareholders.
Resources will be reinvested in the port in order to create added value for the region.
To carry out the organisation’s objectives, in 2022 it has expanded in comparison to similar ports
and in line with the strategic challenges which it faces. New roles and specialisations will be
developed.
Actions to realize this ambition:
• In 2022 the strategic competencies of Zeeland Seaports’ employees will have
developed in line with the role of the Port Authority as director. Core competencies
will include: being responsive and decisive, creative and solution-oriented, customeroriented, result-oriented and focused on cooperation.

• In the coming years, Zeeland Seaports will strengthen its financial performance
through an increase in leased land, market-based contracts, clustering of companies
and an efficiently operating organisation.
• The structure of the organisation will be in line with the assignments in the strategic
master plan.
• The restructuring of loans will reduce Zeeland Seaports’ burden of debt.
• Zeeland Seaports will be working closely with knowledge-based and educational
institutions in order to promote and contribute to the mutual exchange of knowledge.

course in 2022 in accordance with the then prevailing agreement with the shareholders.
• In 2022 Zeeland Seaports will no longer be involved in activities which are not
considered to be its core business.
Winning combinations
The current economy is a network economy. As with a knowledge-based economy and a circular
economy, this requires partnerships and clustering. After all, no organisation has every resource
and every ounce of knowledge under one roof. It is through collaboration that these things can
be brought together. Clustering and collaboration also offer the answer to the question oftenposed by businesses in the port area that when attracting new businesses, could we search for
businesses which have an added value for one or more of the existing companies in the port area.
Zeeland Seaports believes in the power of the ports of Zeeland, its clients, its provincial partners

Not only Zeeland Seaports Port Authority, but also the companies
in and around the port are convinced that cooperation is
beneficial. From way back, the companies north of the Western
Scheldt River used to work together in the Industrial Group
Middle-Zeeland. The companies to the south of the Western
Scheldt were part of the Circle of Zeeuws-Vlaanderen Canal Zone
Employers. As of 1 January 2014, both associations joined forces
under the name PORTIZ: Port & Industry Zeeland.
PORTIZ is the contact point and representative of the interests
of the industrial and port-related businesses in the Zeeland port.
The association is committed to improving the business climate.
Furthermore, it is strongly in favour of the promotion of political
and social support for industrial activities and for sustainable
development. PORTIZ works closely with BZW (Brabants-Zeeland
Employers’ Association), Zeeland division, which represents the
interests of all Zeeland employers.
