Boating Strategy – Strategy Implementation Planning
Summary
The Capel Sound Foreshore covers an area of approximately 3.8km stretching from Chinaman’s
Creek, Rosebud West to Shirlow Avenue, Rye. The area is bounded by Point Nepean Road and the
Port Phillip Bay beach. It is situated on Crown land administered by the Victorian state Department
of Department of Environment, Land, Water and Planning (DELWP). The foreshore is managed by a
Committee of Management appointed by DELWP and a small team of full time staff.
The Committee has developed a Coastal Management Plan that describes how the foreshore will be
managed in the following years. The 2016 Plan is built around 8 strategies that each addresses a
particular aspect of management.

Chapter: Summary
The Capel Sound Foreshore abuts Port Phillip Bay and is a popular area for all types of water craft.
Incorporated along Capel Sound Foreshore is the Tootgarook Boat Ramp, located opposite Burdett
Street, which is operational from October to April (inc.) each year.

Introduction
The ‘Boating Strategy’, within the Coastal Management Plan, identified that access to Port Phillip Bay
on water craft is central to the lifestyle of many residents and visitors to the Capel Sound Foreshore.
This report describes the approach that will be taken in considering the design and implementation
of a boating strategy for Capel Sound Foreshore.
What will be included in this report
An ‘implementation strategy’ has been established to identify the process and works required for
the implementation and documentation of the Capel Sound Foreshore Boating Strategy.

Investigations will be made into the following items to form recommendations and a draft
policy relating to boating along Capel Sound Foreshore.

Strategy Approach
1. Engage facility users / boating groups to develop recommendations for the boat ramp precinct
– develop a Capel Sound Foreshore Boating Advisory Group.
2. Develop policy on boating access along the Capel Sound Foreshore.
3. Document and implement a plan for the boat ramp precinct, general boating access and
operations.
4. Document ongoing available funding opportunities.

It is proposed that research will commence in October 2016, and final documentation and
recommendations completed by December 2017.
Budget
The 2016 Capel Sound Foreshore (CSF) Coastal Management Plan (CMP) has allocated 20k +Grants
to complete the Strategy Implementation Plan.

How and When the Deliverables will be achieved
1. Policy / Procedures
a. Boat Ramp user consultation
i. October 2016 to April 2017.
A ‘notice’ will be provided to all boat ramp users notifying of this initiative
and inviting them to take part in a working group, or to offer suggestions on
how we can achieve the benefits / deliverables.
o This ‘notice’ will be delivered to the Tootgarook Boat Ramp users
throughout the summer season.
o The ‘notice’ will be delivered by CSF staff in operation at the
Tootgarook Boat Ramp.
o The ‘notice’ will be available at the CSF office.
o The ‘notice’ will be placed on the CSF website.
o The working group will be formed to take action in June of 2017.
iii. July 2017
o The survey/questionnaire data will be collated and a report
documented.
o The working group will be formed.
iv. August 2017
o The working group will meet.
b. Documentation
Policy and procedural documentation will be drafted from information and research
gathered. This documentation will be presented to the CSF CoM.
i. The documentation will include:
o Policy recommendations
o Procedural recommendations
ii. Depending on recommendations and approvals, an infrastructure design
phase may now be entered into.

A survey/questionnaire will be sent to known Tootgarook Boat Ramp users
to remind them of this strategy, and again invite expressions of interest to
join the working group.
o The survey/questionnaire will be emailed.

o The survey/questionnaire will be available at the CSF office.

2. Infrastructure Design
a. Scoping Document
i. October / November 2017
o If infrastructure recommendations have been adopted, a document
detailing the recommendations approved by the CSF CoM will be
drafted for the engagement of professional bodies to design
infrastructure recommendations.
ii. December 2017
o Plans / recommendations received will be reviewed, analysed for
reporting to the CSF CoM.
o The CSF CoM will determine the value for implementation and
decide on the way forward.
