Minutes of Committee Meeting held at Lordswood Leisure Centre on
Wednesday, 6th March 2013 at 7.30 p.m.

MINUTES OF THE LAST MEETING: (held on 6th February 2013)
These were agreed to be a true and accurate record and were signed by the Chairman.
Matters arising from the minutes: Rainham Eagles – comments noted reference your
correspondence. The committee reviewed the item and agreed that the item had been
correctly recorded. There were no other matters arising from the minutes.

CORRESPONDENCE:

20/2/13 and 26/02/13
K.C.F.A. Ltd. Minutes received from D1 Committee meeting held on 28/01/13
K.C.F.A. Ltd. Kent FA League Support Working Group Chairman, Greg Petts
Feedback from a meeting held on 18th February with representatives of the MMYL, Chris
Carey and Vic Smith and KCFA representative D2, Keith McCourt. This was called by
the KCFA to discuss/review the governance processes of the League and AGM and
registration processes.
A number of points were raised by the League Support Working Group. The FA
Standard Code of Rules requires a further review before the next issue. A copy of the
draft FA SCOR 2013-14 was provided for the League but this will not be ratified by the
FA Full Council until 10th April and changes therein cannot be presumed at this time.
The League was instructed to remove the following with immediate effect and to notify
member clubs of the changes as follows:
Rule 4 (H) remove wording ‘but shall there be more than one Management Committee
member per club, then only one member, nominated by the Management Committee
will hold a Management Committee vote.’ This contravenes SCR 5(C)
List member duties under Rule 4 Match Observers remove wording ‘The appointed
person(s) will have the same authority as a Committee Member’ Not an elected officer
therefore cannot have the same authority.
K.C.F.A.Ltd. Nick Dunn, Referees Development Officer. Following a meeting with
Chris Carey, Steve McManus and Vic Smith the members provided feedback to the
Committee. Nick would like the MMYL to become a partner league under the National
Referee Development Programme. Some funding may be available to progress this.
Steve is already delivering much of the service required regarding mentoring support for
trainee referees.
Wigmore Youth Thanks from U/14 Wanderers team for the support shown on 10/2/13 v
Omega 92. League referees Dan Smith, Matthew Clewes, Thomas Phillips and MMYL
Committee members Vic Smith and Steve Mcmanus all named for doing a great job in
freezing conditions.
Wigmore Youth comments noted regarding placing of mini soccer teams. The fixture
formats referred to last month are relating to the delivery of the Youth Development
Programme rather than organisation of the teams. Thank you for your offer of help and
support.
League referee, Bruce Moss recording it was a pleasure to referee DH New Ash Green v
Wigmore Youth U/15s on 10/2/13 despite the dreadful conditions. Special thanks to the
managers of both teams and players for showing enthusiasm and eagerness to play right
to the end despite the second game coming close to being abandoned.
New Road Expressing concern relating to reported amalgamation of Sheerness East and
Sheppey Utd due to the number of clubs already operating in the area. No application
for youth teams has been suggested to the MMYL.
Woodcoombe Youth Thanks to league referee, Bruce Moss and all involved with
Anchorians U/16s for the help received when one of their players was injured on 17/2/13.
Rainham 84 amendment to handbook and fixture books – lists of member club contacts.

League referee, Chris Williams ‘Please record my thanks to Anchorians and Chatham
Riverside U/16s for a very enjoyable, competitive Cup quarter final. The players,
management and supporters of both teams were a credit to themselves, their Clubs and
the League.
Real 60 U/15s commenting on the excellent performance of league referee Dan Doyle on
3/3/13 v Iwade Herons.
New Member Clubs 2013/14 season: The Committee agreed that they will not be
recommending any new clubs to the membership for next season. This is to enable the
Committee to concentrate on the implementation and delivery of The FA Youth
Development Programme for existing member clubs. It was felt that the committee
cannot manage any new clubs next season due the amount of additional work anticipated
by the fixture format and competition requirements.
4.
CHAIRMAN’S REPORT:
Secretaries please note that a non played fixture report is not an answer to a charge sheet. All
charges must be answered by the club secretary.
Referees must be paid either before the start of the game or immediately after the game is
finished.
When I have been out to observe matches I have not seen any referees offered refreshment,
the referee must be offered something at half time, after all they have been running around
the same as the players.

SECRETARY’S REPORT:
A hectic month all round. As reported to you meetings with KCFA are ongoing to
address changes to the governance of the League and the delivery of youth football from
2013-14 season.
In addition the weather let us down again delaying some quarter finals of cups and
causing considerable work for the fixture and referees secretaries. Please continue to
check e-mail regularly for updates and instructions and please understand that league
officers are trying to organise fixtures and referees for the benefit of all, often at very
short notice. On a number of occasions this month problems could have been avoided if
certain clubs had looked at the overall picture not just the needs of their club. A late,
incorrect or missing result can cause chaos when it is needed quickly and again more
unnecessary work has been caused due to all of those errors for Graham, results secretary
and Andy as the Cup Committee Chairman trying to make sure the correct teams are
moved forward for the semi final draw.

Rearranged fixtures for Under 7s and 8s have been sent out, these should complete the
season. Under 9s will be sent out in the next week, please check all fixtures and let me know
if any mistakes. Managers - please don’t re-arrange them as I must consider the best
interests of all teams and have as many games each week as possible.
I am still getting complaints from clubs of fixtures not being confirmed by Tuesday evening
and seem to be spending a lot of my own valuable time chasing up clubs!
It also seems apparent that some information is not being filtered through via club
secretaries and as said in my last report I will deal only with them and not managers.
Match cards and silly mistakes are still a major problem and my patience is now running
thin as with over 99 teams to check each week, it’s no fun!

On a good note I would like to wish ‘Good Luck’ to all teams through to the Cup Semi
Finals, just remember to enjoy the game.
On a bad note I would like to strongly remind all teams again on the importance on checking
thoroughly your oppositions Registration Cards.
Do not be afraid to question, and check players.
It has been brought to my attention again that this is still not being done. Ensure you know
what to do to report any missing cards - Rule 8V
And always remember if have not received back a new Registration Card from myself then
to check to ensure player is ok to play before doing so.

event that fixtures are outstanding at that time.
Horsted Youth U/13 postponement applied for and agreed for 24th March in event of a
scheduled game.
I will be arranging games for teams not in semi finals on 17th March where possible and a
full programme for 24th March and other outstanding matches from 7th April. Please do
not assume a ‘free week’ unless I have agreed a postponement for you in advance. Please
read Rules 12 J, K, L and R.

games for certain teams and not many weeks remaining.

10. ASSISTANT REFEREES SECRETARY’S REPORT:
My report this month starts off with a well done to one of my Younger referees who
received this report from Borstal 88 U13’s;
I am writing to give my thanks and express how happy I was with the referee Charlie Ward
you assigned to our game this morning.
He had an excellent game and was marked highly by both sides so please pass on our thanks
for his good performance.
It is good to give praise to young referees and he thoroughly deserves it for his performance
today.
I forwarded this report on to the referee along with my congratulations.
I had been asked this month to put on 3 officials for another game, and on a really cold day
it was quite a good game to watch, but it has thrown up a training issue that I need to deal
with for all of the young referees, at the meeting tonight this may be dealt with as we may be
able to obtain a grant from the KCFA to able for us to allocate referees to operate as
Referees Assistants on a few games during the next season, and the above grant will cover
the cost’s and will not be put onto the clubs, but Clubs will still cover the cost of the referee.
Mentoring; by the end of this week, weather permitting, we should have fully mentored 15
referees, with 7 more half way through so it is going quite nicely
Recently I have been having a few referees letting me down by pulling out of games after I
have sent out the Allocation lists to the clubs, because they have to referee games for their
clubs, now I have no problem with this now, as it is nearing the end of the season, but next
season any referees doing club referee work, will not be considered to register with the
League, as per the Referee application form and this will be strictly adhered to.

A reduction in the number of yellow and red cards issued this month, I am hoping this is due
to excellent sportsmanship on the pitch, however, the weather and games being cancelled
may have impacted this. I have produced a report to the league highlighting teams who have
below average respect marks.

13. CUP COMMITTEE
Semi finals will be played on 17th March 2013. The draw took place prior to this meeting
and will be circulated as soon as possible.
All finalists will then be sent a cup final programme proforma with instructions by Sue
Sandmann. It is important to return this to her by the deadline or team information will
not be included in the match day programme. Finalists will also receive guidelines and a
consent form from cup committee Chairman, Andy Bonneywell.
14. PUBLIC RELATIONS OFFICER’S REPORT:
Since the turn of the year there as been a noticeable decline in the number of Clubs
submitting match reports and I would be interested to know why this might be considering
the quality of coverage the Kent Messenger has provided since they took over from the
Medway News. If Clubs have any issues with the press coverage could they please email me
as soon as possible via the Club Secretary so we can address this slide. I recognise I have
encouraged Clubs to collate their reports into a single email but if this is too time consuming
for the individuals involved I would rather have 10 emails than none at all!
I am still receiving some reports with what would seem to be minor omissions but these may
be crucial to the sensibility of the reports when they appear in the newspaper. Player
surnames should be included as 95% of readers would not know who Billy or Johnny is and
when naming a man of the match it would be great to know how this player influenced the
game within the detail of the report. The specific age group AND division are still being
missed on some reports and bearing in mind the number of age groups, divisions and games
in each one trawling through the results to find the right age group can be quite time
consuming so I would be grateful for this information on ALL reports.
If I can be of any assistance to anyone in your Club responsible for writing reports please
feel free to contact me.
