1. Opening remarks by the President of ACF
Prof Han made the opening remarks.
2. Introduction of Participants
Prof Han called the meeting to order and participants introduced themselves.
3. Adoption of agenda
Agenda was adopted as circulated.
4. Matters of President
4a. EC Meeting in Thailand (refer to file 04-01)
Prof Han reported the 11th EC Meeting held in Thailand on 24 April 2015.
4b. General Matters
Prof Han proposed to move ACF headquarter to Korea. Prof Somnuk gave the
background that it was the decision of Executive Council (2013-2014) that ACF
should establish a permanent office at a country instead of moving the office along
with the country of the presidency for sustainability. Prof Somnuk commented that
the decision whether to move or not to move the ACF headquarter should be made
by EC. He recommended discussing this matter at the next EC meeting in Kolkata,
India (6 October 2015).
Prof Han proposed to remodel the website. He suggested that the website should be
made so that the membership status could be easily checked on the website and the
membership fee could be paid online. The website should contain data of ACF
conferences.
Prof Han showed the new organizational structure and the formation of Executive
Officer (EO), Editorial Board of Journal (EBJ) and Editorial Board of Magazine
(EBM).
Prof Han proposed that ACF should have an auditor. Prof Yokota and Prof Somnuk
commented that ACF is not formally registered, yet therefore auditor might not be
needed. Prof Saraswati commented that whether to have or not to have auditor is to
be decided but it should not be in the organizational structure. It was discussed in
the meeting to add Secretary General in the organizational structure.
Prof Han raised a question that “Sustainability Forum” is a kind of committee not a
forum. He asked for opinions whether or not to change the name to “Sustainability

Committee”. Prof Yokota said that he will discuss this matter with Prof Sakai and
will inform in the next EC meeting.
Prof Han stated that he added a new position in the organizational structure, i.e.
Vice-President Editorial (VPE). Currently, nobody is appointed for the position. Prof
Han informed that he contacted RMs from Australia, Vietnam, Chinese Taipei and
Mr Palermo (Italian) for English Proof-Reading for ACF magazines.
Prof Han proposed to add Chairs of Regional Board (RB), Organizing Committee
(OC), Sustainability Forum (SF), Editorial Board of Journal (EBJ) and Editorial
Board of Magazine (EBM) in the Executive Council. Prof Somnuk commented that
there would be too many persons in the Executive Council. He added that Chairs of
Regional Board (RB), Organizing Committee (OC), Sustainability Forum (SF),
Editorial Board of Journal (EBJ) and Editorial Board of Magazine (EBM) can report
their activities to Vice-President for Policy (VPP), Vice-President for Technical
(VPT) and Vice-President Editorial (VPE). It was agreed in the meeting to discuss
this matter in the next EC meeting. However, everybody will e-mail their opinions
to Prof Han.
Prof Han discussed about the classification and benefit for sponsors of ACF.
4c. ACF Advisors (AA)
Prof Han reported the list of ACF Advisors (AA), formerly called “Advisor for ACF”.
It was discussed in the meeting to change the term “Advisor for ACF” to “ACF
Advisors” with the abbreviation of AA.
There were some mistakes on the list of ACF Advisors (AA). Prof Saraswati
corrected that ACF Advisor (AA) from India is Mr Kurian. Prof Yokota corrected
that ACF Advisor (AA) from Japan are Prof Uomoto and Prof Mihashi.
4d. Constitution and Byelaws
Prof Han prepared an amendment of ACF Constitution and Byelaws with regard to
the new organizational structure.
The amendment of ACF Constitution included clause 7.1 Membership Category, 8.2
Executive Council, 8.6 Editorial Committee, 9.1 General Assembly and 9.6 Quorum
and Preferred Date of Meetings.
The amendment of ACF Byelaws included clause 4.1 Role of President, VicePresidents and Treasurer, 4.3 Policy Affairs, 4.4 Technical Affairs, 4.5 Financial
Affairs, 4.6 Executive Officers (New), 5.1 Method of Election of Executive Council

Members, 5.2 Method of Election of President, Vice-President and Treasurer, 5.3
Method of Election of Chairman of Technical Board and 7.2 Expenditure Items.
Prof Han proposed that the General Assembly (GA) should be held annually.
5. Matters of Vice President for Policy
5a. Policy and Organization Matters
Prof Han expressed his idea to expand ACF members. He suggested that ACF
members should not limited to only concrete institutions but should also include
construction institutions. It was agreed in the meeting.
Prof Yokota stated that he will organize a seminar in Cambodia, Laos and
Myanmar. He will try to convince concrete institutions in these countries to join
ACF.
Prof Saraswati informed that he will try to contact concrete institutes/civil
engineering institutes in Bangladesh and Sri Lanka to join ACF.
Prof Han proposed that ACF can send some copies of ACF magazine for promotion if
there are contact persons and addresses in those potential ACF members.
Prof Yokota and Prof Sugiyama informed that they have some students from
Pakistan and a friend from Iran. They will ask them to find contact persons and
addresses to send ACF magazine.
Prof Han informed that he has contact persons in Uzbekistan and New Zealand. He
will try to persuade them to join ACF.
6. Matters of Vice President for Technical (refer to file 06-01)
6a. Engineering Qualification Program (refer to file 06-02)
Prof Yokota reported that according to the 11th EC Meeting held in Thailand on 24
April 2015, the questionnaire form for Engineering Qualification Program has been
prepared with minor amendment from the draft. The questionnaire sheet will be
emailed to all the EC members with a cover letter on 13 July 2015. The survey team
(headed by Dr Nakajima, JCI) would like to receive answers by end of this coming
August so that the summary of survey results can be given at the 12th EC Meeting.
6b. ACF Award Program
Prof Yokota reported that ACF will launch award programs for rewarding
achievement in the field of concrete engineering in Asian countries and for
appreciating the contributions to the ACF. According to the 11th EC meeting held

in Thailand on 24 April 2015, the award program has been enhanced and proposed
as follows:
- Best Paper Award: For outstanding papers published in the ACF Journal, 2-3/year
- Best Technical Award: For outstanding technologies introduced in ACF Magazine,
1-2/year
- Special Award: For great contributions to ACF (past EC members, etc.), 1-2/year
- Certificate of Appreciation: For financial or intangible contribution to ACF, 23/year
The scope of awardees may be expanded if ACF income is increased.
6c. ACF conference/symposium/joint seminar
Prof Yokota reported the ACF conference/symposium/joint seminar as follows;

Prof Yokota stated that ACF should have some rules for supporting
conference/symposium/joint seminar. He will prepare documents and present it at
the next EC meeting in Kolkata, India.
7. Matter of Treasurer
7a. Operation of Secretariat/Secretary General (refer to file 07-01 and 07-02)

Dr Krittiya reported the carryover money for Executive Council (2015-16), the
balances of ACF bank accounts, the expenditures (since January 2015).
8. Technical board report
8a. Activity Report
Prof Sugiyama reported that there were no updated activity reports from TCs since
last EC meeting. It was expected that each TCs will report the activities at the next
EC meeting in Kolkata, India.
It was noticed that some members in TCs are not active.
Prof Saraswati commented that ACF should send e-mail to TC members asking if
they would like to continue their activity with ACF or not.
8b. ACF Funded Project 2015/2016
Prof Sugiyama reported that there were no proposals submitted for ACF Funded
Project 2015/2016.
9. Journal of ACF
9a. Plan for the 1st issue (refer to file 09-01 and 09-02)
Dr Krittiya reported to the meeting that Prof Choi informed that the ACF Journal
has been given the right to use ACOMS of KRF (Korea Research Foundation). The
right of use of ACOMS is on yearly basis. It is expected that the journal will be
available for circulation by the end of August 2015. The list of current Editorial
Board members is updated.
10. ACF Magazine
10a. Introduction of the 1st issue (refer to file 10-01 and 10-02)
Prof Han reported that the 1st issue of ACF Magazine was published in July 2015.
The contents of the magazine included Foreword, Introduction of Organization,
Member Country Activities, Advanced Technology, Construction Records, Products
and Practices, Book Review, ACF Activities and International News. Articles are
contributed mainly from Korea and Japan. There are 4,000 copies of ACF magazine
which will be distributed to RMs to distribute in each RM country and libraries
around the world.

10b. Plan for the 2nd issue (refer to file 10-03)
Prof Yokota showed the contents for the 2nd issue of ACF Magazine.
11. Sustainability Forum Report
Prof Yokota reported on behalf of Prof Noguchi that the SF seminar will be held as
one of the sessions at ICI-ACECON. Some contributions from India and China are
expected.
12. Progress on the the 1st ACF International Symposium on “Ultra High
Performance Concrete” (refer to file 12-01 and 12-02)
Prof Saraswati reported the progress of the 1st ACF International Symposium. He
informed that there are 13 keynote speakers. He also showed the tentative schedule
of the symposium.
13. ACF Events
Prof Yokota reported the ACF events as follows;
13a. The 1st ACF Symposium on Ultra High Performance Concrete (Kolkata, India
on 7 October 2015) in conjunction with ICI-ACECON (Kolkata, India on 8-10
October 2015) (refer to file 13-1 and 13-2)
13b. 3rd SIP International Seminar (summer 2015 (tentative), Phnom Penh,
Cambodia)
13c. 4th SIP International Seminar (autumn/early winter 2015 (tentative), India)

14. ACF sponsoring events
Prof Han reports the ACF sponsoring events as follows;

14a. The 7th Asia Pacific Young Researchers and Graduates Symposium (YRGS
2015) “Innovations in Structural Engineering Practices”
The symposium will be held in Kuala Lumpur, Malaysia on 20 – 21 August 2015.
Prof Yokota informed that he received a financial support proposal (refer to file 1401) from Dr HK Chai, chair of YRGS 2015. It was proposed a financial support with
the sum of 1,850 USD. It was concluded in the meeting that ACF will support YRGS
2015 with the amount of 1,500 USD. Due to financial status of ACF, ACF cannot
provide financial support for YRGS 2016. Prof Somnuk recommended that ACF can
support in another forms, i.e. sending some speakers.
14b. The International Conference on the Regeneration and Conservation of
Concrete Structure (RCCS)
The conference was held in Nagasaki, Japan on 1-3 June 2015. Prof Yokota reported
that the Conference was finished with a great success. More than 250 participants
from 23 countries all over the world joined this event. The visit to Gunkan Island
was done on the first day, where all the attendants were definitely excited to have a
look at the extraordinarily deteriorated reinforced concrete buildings.
14c. The 5th Engineering Euro Asia Civil Engineering Forum (EACEF 5)
Prof Yokota reported that the forum will be held in Surabaya, Indonesia on 15-18
September 2015. The theme for this conference is ‘Civil Engineering Innovation for
a Sustainable Future’, expecting delegates not only from European and Asian
countries, but also from other regions, to exchange ideas, findings and expertise, as
well as to build up network. The official website is http://eacef5.petra.ac.jp/.
14d. The 3rd International Conference on Sustainable Civil Engineering Structures
and Construction Materials (SCESCM) “Sustainable Structures for Future
Generation”
The conference will be held in Bali, Indonesia on 5-7 September 2016.
15. ACF Meetings in 2015
Prof Han reported the ACF Meetings schedule in 2015 as follows;

15b. 8th Sustainability Forum (SF)
The 8th Sustainability Forum, Technical Visit, discussion with local engineers and
seminar were held on 20-21 April 2015 in Fuzhou, China.
15c. 11th EC meeting
The meeting was held in Bangkok, Thailand on 24 April 2015.
15d. 12th PVP meeting
The meeting is held in Tokyo, Japan on 11 July 2015 in conjunction with the 50th
Anniversary of JCI.
15e. 12th EC Meeting
The meeting will be held in Kolkata, India on 6 October 2015 in conjunction with
the 1st ACF Symposium.
15f. 4th TC/TB Meeting
The meeting will be held in Kolkata, India on 8 October 2015 in conjunction with
the 1st ACF Symposium.
16. Adjournment
Prof Han adjourned the meeting at 17:00.
