TITLE
The name of the Committee shall be the ‘Triathlon Victoria Technical Committee’ (TVTC) and
is established by the Board under section 42.3.2 of the Triathlon Victoria Constitution (2013).
2.
PURPOSE
The purpose of the Committee is to:
 To provide strategic input, and advice, guidance and recommendations to the Board of
Triathlon Victoria on matters relating to the development and enhancement of the state
Technical Program via a well-planned and innovative structure that delivers a diverse
professional group of officials.
 To ensure that the technical aspects of triathlon and multisport events in Victoria are of
the highest quality, with particular emphasis on the safety of each competitor and the
fairness of each event.
 Under the guidance of Triathlon Victoria ensure the delivery of technical services to the
relevant sport stakeholders is efficient, effective and appropriate
 The TVTC is an advisory body and is not expected to take responsibility for
implementation of any action arising from committee discussions or meetings unless
delegated to do so.
3.
COMMITTEE COMPOSITION
The Committee shall comprise up to seven (7) members and will be appointed by the Board
utilising an Expression of Interest process:
i)
Up to five (5) members with appropriate skills or knowledge relevant to
o Risk management
o Human Resource management
o Safety
o Event management
o Sanctioning
o Technical field of play experience
ii)
the ED or a delegate appointed by the ED;
iii)
the Triathlon Victoria Club Development Coordinator or a staff member of Triathlon
Victoria representing Officials Coordination, who will also provide Executive Support
to the Committee. (Executive support through assisting with developing and
distributing agendas, papers, minutes and reports for circulation to TVTC members)
The five (5) members shall be appointed for a period of two years.
The committee will elect a chair, from the appointed members, at the first meeting.

RESPONSIBILITIES
The key responsibilities of the Committee are to:

Provide leadership and support to establish, monitor and progress the Technical
Framework and Operational Plan.

Work closely with TV on technical programs and initiatives including:
o
Accreditation courses
o
Assessment practices and development opportunities
o
Updates and forums
o
Attraction and retention initiatives
o
Pathway and advancement opportunities

Undertake Senior Technical Team (STT) allocations:
o
Facilitate local race allocations
o
Assist TA in nationally allocated events held in Victoria
o
Facilitate liaison between event organisers and local STT’s

Monitor and facilitate race sanctioning:
o
Assist in allocating local races to sanctioning officers (TV) and allocating
local, nationally rated races to sanctioning officers (TA)

Centrally communicate with TO’s including:
o
Contribute to TV communications – website and e-news
o
Facilitate liaison between STT and local Technical Officials (TO’s)

Rules and regulation monitoring
o
Observe and endorse where necessary changes in rules and regulations
governing the sport from such organisations as the International Triathlon
Union. World Triathlon Corporation, National Official Accreditation Scheme
and the like.
o
Contribute to national rule discussions where applicable
5.
EXPECTATIONS
Members of the committee, and the committee’s proceedings, are bound by the Triathlon
Victoria constitution. This includes matter pertaining to conflict of interest, discipline,
dispute resolution, etc.
The committee will meet at least six (6) times per year, with a quorum comprising a majority
(greater than 50%) of Committee members.
Committee members are expected to attend at least 75% of meetings per year.
6.
TERM
The TVTC is a board appointed sub–committee. The operation and composition of which will
be reviewed at the first board meeting following the Annual General Meeting each year.
7.
ENDORSEMENT
This document has been endorsed by the Triathlon Victoria Board on 28 October 2014 and
will be reviewed prior to December 2017.
