GREATER MANCHESTER JUNIOR COUNTY CLUB LEAGUE RULES AND REGULATIONS 2016/17 1. ORGANISATIONS AND ADMINISTRATION 1.1 The Greater Manchester Junior County Club League (GMJCCL) shall be governed and managed by the Greater Manchester County Netball Association (GMCNA) Committee and the Greater Manchester Junior League (GMJL) Committee. 1.2 The decisions of these Committees, or its nominees, in respect of these rules and regulations and on any other matter related to the GMJCCL which is not provided for below, shall be considered final and binding on all parties (subject to the right of appeal which is specifically provided for under England Netball’s updated competitions format.). 1.3 These rules and regulations are in accordance with England Netball Playing Regulations. A Competitions Referee will be available on each fixture date. Any further complaints or appeals will be dealt with by the committees. 1.4 It is the responsibility of Club Personnel – Team Managers, Coaches and Captains to ensure that all players are conversant with the following rules and regulations. 2. FEES 2.1 The Committees will determine the Entry fee (non- refundable) and Court fees to the GMJCCL. 2.2 All Court fees must be paid by 31st January 2017. Any Club failing to pay their Court fees by the due date will forfeit 6 points per fixture until fees are paid. 2.3 If a team withdraws from the GMJCCNL they will be liable for all their own and their opponents remaining court fees. 3. PLAYING QUALIFICATIONS AND ELIGIBILITY 3.1 Application for entry to the GMJCCL shall be open to any club or team, which is affiliated to England Netball., which has paid its subscription by 30th September 2016. 3.2 A club or team may only enter the GMJCCL by entering the annual GMJCCL seeding tournament held in September 3.3 Entry to the GMJCCL will be determined by the GMCNA and GMJL Committees. 3.4 In order to qualify a team to participate in the GMJCCL, Clubs shall either be accredited under England Netball’s CAPS scheme or working towards the same. GMJCCL 2016/17 3.5 By entering a team in the GMJCCL, clubs/teams agree that: They will abide by these rules and regulations. They must fulfil their commitments of participation in the GMJCCL against ALL teams. An additional fee of £50 will be enforced at the discretion of the GMJCCL plus costs to other teams. (see 6.4) 3.6 In order to qualify to participate in the GMJCCL, a player shall be in membership of England Netball as a Registered Participant with an individual membership number 3.7 All players must be in Y6 at midnight on 1st September to qualify for U11’s with the exception of two players from Y5 who must be 10 by 1st January 2017 All players must be over 10 at midnight on 31st August/1st September to qualify for U12’s. All players must be over 11 at midnight on 31st August/1st September to qualify for U13’s All players must be over 12 at midnight on 31st August/1st September to qualify for U14’s. All players must be over 13 at midnight on 31st August/1st September to qualify for U15’s All players must be over 14 at midnight on 31st August/1st September to qualify for U16’s. prior to the commencement of the GMJCCL. Random checks may be made. All players who have been granted age banding permission must carry with them their age banding reference number. The form can be found on the England website. 3.8 If a player transfers clubs, both clubs must notify the GMJCCL Competition Officer of the transfer. 4. REGISTRATION OF SQUAD MEMBERS 4.1 Player Registration sheets for each participating team must be completed fully for each player and lodged with the GMJCCL Competition Officer at least 7 days before the first fixture of the commencement of GMJCCL. 4.2 Teams may only use those players whose names appear on their Player Registration Sheet held by the GMJCCL Competition Officer. Any player may only be borrowed once from a team within the same club and age group or lower. All matches can only have a maximum of one borrowed player. 4.3 Players may be registered for two age groups within the same club as per age banding. Players can only play a maximum of 6 quarters on any one day. 4.4 Any additions, after the first fixture, to the Player Registration sheets must be lodged with the GMJCCL Competition Officer at least 72 (seventy-two) hours (3 days) prior to playing the fixture. 4.5 Player Re-registration (transfer of players) will not be accepted after February 2017. 4.6 Each team may declare up to twelve (12) players prior to the start of each match by completing the result cards. All players named must take the court for at least one quarter of the match. 4.7 If the above Rules 4.1 to 4.5 are not adhered to the offending team(s) will forfeit all points related to that fixture. GMJCCL 2016/17 5. STRUCTURE OF THE LEAGUE 5.1 Each team in the GMJCCL will play the others at least once at a central venue. 5.2 Teams will be awarded league points as follows: 5 points for a win 4 points for a draw 3 point for within 5 goals (50 – 46 = 3pts. 50 – 45 = 2pts.) 2 point for more than 50% of winners score 1 point for a loss 5.3 A GMJCCL table will be compiled on the basis of the points awarded to each team. Where two teams are level on points: Goal difference shall be used to determine their relative positions, i.e. precedence shall be given to the team with the greater difference between goals scored and goals conceded. In the event that goal difference does not differentiate between the teams, then the team with the greatest number of goals scored shall take precedence. In the event that neither goal difference nor goals scored can differentiate between the teams, they will be declared in joint position. 5.4 The top Greater Manchester teams in the U13 & U15 GMJCCL will be part of the NW Regional League Competition the following season dependent on the make-up of the Regional League. 6. FIXTURE ARRANGEMENTS 6.1 Matches will be played on an indoor court at Wright Robinson Sports College. Abbey Hey Lane. Gorton.M18 8RL 6.2 The GMJCCL Competition Officer will arrange the venue, match time and day, schedule the fixtures and notify all teams accordingly. 6.3 Teams can not rearrange fixtures. If a team cannot fulfil their fixture they must notify the GMJCCL Competition Officer, the opposing team and officials for that fixture. Fixtures, which are cancelled/postponed by the Committee due to extreme and unforeseen circumstances, e.g. flash flood, heavy snowfall, closure of venue, may be re-scheduled by the GMJCCL Competition Officer. 6.4 If a team cannot fulfil their fixture: The non-offending team will be awarded five (5) league points for the match, and the team which cancels will have two (2) league points deducted from their total. The team that cancels will be liable to pay the match costs that the non-offending team and match officials have incurred. Please see rule 2.3 for fine incurred. 6.5 In the event that a match is abandoned for any reason, e.g. because of serious injury, this must be noted on the Results Card and the GMJCCL Committees will decide on the procedure to be followed. 7. MATCH REGULATIONS 7.1 All matches shall be played to the IFNA Rules of the Game currently in force in England at the time, except where specific regulations may apply. GMJCCL 2016/17 7.2 All fixtures except U11’s shall be of one and half hours (1 ½ hours) duration including all stoppages. The match start time will be after the 15 minutes warm up 15 minutes warm-up 4 quarters of 15 minutes 2 minutes at ¼ time 5 minutes at ½ time The remaining time is allotted for cool-down and injury time. Official England Netball rules for injuries. U11’s shall be of 1 hour duration including all stoppages. Official England Netball rules for injuries. 7.3 Clubs must ensure umpires and time keepers are aware of the timings. 7.4 In the event that 5 players are not on court at the match start time the points will be awarded to the non-offending team. 7.5 On Court 1 and 2, spectators are not allowed courtside and must watch the match from the viewing galleries. On Court 3, due to the lack of viewing galleries, spectators will be allowed courtside but must remain apart from the team bench and be mindful of the umpires and players movements and safety. . 8. MATCH OFFICIALS 8.1 Each team must provide one ‘C’ or above award umpire for every fixture. Matches in the U11’s and U12’s age groups only, may be umpired by someone who has attended a ‘C’ course and has approval from the County Umpiring Secretary – Lesley Smith ([email protected]) Please also inform the GMJCCL Competition Officer. All umpires must have attended a new rules forum and hold an orange card. Umpires may only umpire three matches per day in this league and only two consecutively. Where possible umpires will be neutral. 8.2 If the above Rule 8.1 is not adhered to the offending team(s) will forfeit all points for that fixture. 8.3 Each team must provide a competent scorer for each match played who will be required to call out the score after each goal. It is the responsibility of both Scorers to ensure their scores are the same and sit together at the far end of the court for the duration of the match. (so spectators can see the scores) 8.4 Each team must provide a Timekeeper. It is the responsibility of the Timekeeper to signal time to the Umpires at the end of each quarter and give the Umpires and the Teams a 30 second warning prior to the start of each quarter. 8.5 Umpires, scorers and timekeepers are match officials and must remain impartial throughout the match. 8.6 The Team Bench will be positioned behind the defensive circle in the first quarter and will remain there for the duration of the match. GMJCCL 2016/17 9. REGISTRATION OF RESULTS 9.1 Both teams are required to complete official result cards, including printing the full names of each player before the match. The match cards should be given to the Scorers for the duration of the match. It is the Scorers responsibility to complete who plays, the scores for the teams and details of any disciplinary actions. Umpires will record why discipline action was necessary on the reverse of the match cards.. 9.2 After the match the two official result cards must be checked and completed in BLOCK CAPITALS by the scorers both teams captains both umpires The match card must be posted to the GMJCCL Competition Officer within 48 hours of the match If this rule is not adhered to the offending team(s) will forfeit all points for that match. 9.3 Results must also be emailed to the GMJCCL Competitions Officer [email protected] by midnight on the following Monday. TEXTS ARE UNACCEPTABLE. 10. QUERIES, COMPLAINTS & APPEALS 10.1 Any queries or complaints regarding the playing of a match and/or its result must be submitted in writing/email from a team official to the GMJCCL Competitions Officer within three (3) working days. 10.2 All queries, complaints and disputes regarding the playing of a match and/or its result to be lodged within 7 days of the fixture and will be determined in the first instance by the GMJCCL Secretary. In the event of an appeal of the decision the GMJCCL Competition Officer will call a GMJCCL Sub-committee meeting who will make their decision on the appeal within 14 days. 10.3 Any disciplinary issues will be dealt with by the GMJCCL Sub-committee in accordance with the disciplinary procedure laid down in England Netball’s Disciplinary Regulations. 10.4 Regular monitoring of the league will be carried out by the committee. 11. MISCELLANEOUS PROVISOS 11.1 All clubs will be held responsible for the behaviour of their players, officials and spectators. 11.2 It is the responsibility of each team to provide adequate first aid cover for its players and officials, which shall also be made available including le to the match officials on request. 11.3 GMJCCL adheres to England Netball’s domestic rules guidance – 2016 https://www.englandnetball.co.uk/make-the-game/officiating/rules-updates-3/en-full-domesticrules-guidance-2016/ 11.4 Pregnant players may not take part in GMJCCL matches. 11.5 Clubs must follow England Netball guidelines regarding safeguarding including social networking. The GMJCCL expect GMJCCL 2016/17 all officials, parents, carers and all players to respect a clubs wishes regarding taking photographs of players. GMJCCL 2016/17
