TITLE: INDUSTRY INTELLIGENCE RESEARCH ANALYST

PROGRAM
The Office of the Chief Information Officer (OCIO), part of the Ministry of Technology, Innovation and Citizens Services, is
an enterprise organization for the B.C. government which leads the strategy, policy and standards for
telecommunications, information technology, IT security and the management of the IM/IT investment portfolio for the
Province.
Within the OCIO, the Strategic Planning and Policy Branch is executing on a 3-year strategic plan that will drive value for
government and create a more collaborative, positive work experience for our staff and our stakeholders. The branch
works collaboratively across the OCIO and with its partners, to enhance the OCIO’s overall strategic planning capabilities,
and works directly with the OCIO executive to align decisions to strategic direction.
Increasing the OCIO’s effective and strategic use of industry intelligence to inform planning and decision making is a
priority. This is an exciting time to work with our team as we continue to evolve our industry intelligence program for the
OCIO.
JOB OVERVIEW
To conduct research and analysis of issues to support policy analysis, policy advisory services and evaluation of issues
impacting the ministry’s business.
ACCOUNTABILITIES
Required:
Provides research, statistical and analytical services by estimating timelines, selecting research
methodology, determining resource requirements, providing advice, preparing reports and forwarding
results to the manager for review.
Conducts research using established methodologies and techniques such as surveys, data reduction,
scaling and literature reviews.
Identifies and collects qualitative and quantitative data from established information sources such as
BC Stats or pursues new information sources relating to relevant issues.
Reviews and verifies the value and accuracy of information, and defines relationships, differences and
anomalies in information sources.
Conducts information analysis involving demographic, economic, social, political, and risk related
factors and identifies emerging issues, trends and/or implications.
Reviews and interprets research studies in order to produce summary reports and conclusions.
Coordinates, collects, stores and maintains electronic data using statistical and database software
packages.
Contributes content to the development of strategic plans, meeting backgrounders, notes for the
Minister, and Cabinet submissions.

Develops descriptive reports and presents diverse issues using statistical summaries, fact sheets,
discussion papers and briefing notes that are subject to review by the manager.
Participates in joint projects with stakeholders, inter-ministry partners, and consultants by attending
planning meetings, documenting project plans, gathering information and preparing summary reports.
Prepares follow up information in response to inquiries and requests for information requiring detailed
research, analysis and interpretation of program/ministry issues.
Collaborate with OCIO staff to effectively engage industry analysts to broaden and deepen internal
knowledge on specific technology-related issues
Co-ordinates events for staff focused on themes aligned to the OCIO strategy
Produce quarterly Industry Analysis status reports which track analysis activities linked to business
objectives
Act as a center of excellence for Analyst Relationship best practices and partner with key stakeholders
to educate and ensure that industry intelligence is being utilized effectively
JOB REQUIREMENTS
Diploma in a discipline related to the field of research or the business area, or equivalent (ie. 2 years
research experience).
Experience conducting research and analysis of issues to support the development of policy or the
evaluation of programs.
Experience working with various senior level staff and executive leadership
Preference may be given to applicants with experience in Information Management and Information
Technology trends.
Preference may be given to applicants familiar with integrating industry intelligence for business
planning purposes.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of research methodologies and techniques.
Intermediate to Advanced familiarity with Microsoft Office
Strong written and verbal communication skills
Ability to consolidate and present findings to relevant parties and senior management
Proven ability to conduct research, synthesize finds and formulate conclusions

and identifying key or underlying complex issues. It implies the ability to systematically organize and
compare the various aspects of a problem or situation, and determine cause-and-effect relationships
("if...then…") to resolve problems in a sound, decisive manner. Checks to ensure the validity or
accuracy of all information.
