Local Rules:
These rules, where applicable, supersede the Local Rules on the back of the scorecard
(from 11th march 2010)
1)
Out of Bounds: Rule 27-1
All boundaries of the course as indicated by White Stakes and defined by a line/rut.
The areas defined by the putting green, the practice area, the clubhouse & car park.
2)
Water Hazards: Rule 26
Where stakes and lines indicate hazards, then the stakes indicate the hazards and the
lines define the margins of the hazards. The lateral hazard along the Liffey, 4th, 5th, 6th
& 7th holes, is considered infinite in depth.
Water Hazards are indicated by Yellow Stakes.
Lateral Water Hazards are indicated by Red Stakes.
A ball last entering the lateral (red) water hazard on the 4th Hole may be played from
the dropping zone behind the green.
A ball last entering the lateral (red) part of the water hazard on the 17th Hole may be
played from the dropping zone to the right of the hazard
3)
Immovable Obstructions: Rule 24
1. All Paths
2. Telegraph Poles & Guide Wires
3. Sprinkler System
4. Distance Marker Discs on Fairways, Course Furniture, Litter Bins, Permanent
Signage,
5. Greens - a ball lying on a putting green other than the one being played must be
dropped in accordance with Rule 24.2b
6. Steps to teeing ground..
7. Teeing ground & Tee-boxes - a ball lying on a teeing ground (including the tee-box
slopes ) other than the one being played must be dropped in accordance with Rule
24.2b.

In addition to the above, if a ball lies within two club-lengths of an immovable
obstruction that lies within two club-lengths of the putting green and is in the line of
play to the hole, then relief may be taken as follows: The ball must be lifted and
dropped at the nearest point to where the ball lay that
a) is not nearer the hole,
b) avoids intervention and
c) is not in a hazard or on the putting green.
The ball may be cleaned. Such relief is also allowed if the ball is lying on the green,
but without the restriction of not being allowed to drop on the green and that it is to be
placed.

Blue Staked Spinneys:
All environmentally sensitive Blue Staked Spinneys are declared to be Lateral Water
Hazards (Red Staked) with the following provisions:
1. If a ball is in or there is reasonable evidence that it is lost in a Blue staked spinney,
then the player must, under penalty of one stroke, proceed under Rule 26-1. The
ruts marking the boundary of these areas are deemed to be part of these areas.
Note: If a ball, dropped in accordance with Rule 26 rolls into a position where this
area interferes with the player’s stance or the area of the intended swing, the player
must take relief as provided in Clauses 2 & 3 of this Local Rule.
2. Interference with Stance or Area of Intended Swing
If a ball is lying outside of the Blue spinney but there is interference from the Blue
spinney with the player’s stance or the area of the intended swing, then the player
must take relief by dropping the ball, within a club length from the point on the
course that is the nearest point of relief to where the ball lies that is:
(a) not nearer the hole
(b) Avoids interference by the spinney.
(c) Is not in a hazard or on a putting green.
The ball may be cleaned when lifted under this clause
3. .Exception: A player may not obtain relief under clause 3 of this Local Rule if
(a) it is clearly unreasonable for him to make a stroke because of interference by
anything other than a condition covered by this Local Rule or
(b) interference by the condition would occur only through use of an unnecessarily
abnormal stance, swing or direction of play.

Overhead Wires / Telegraph Poles – Rule 20-5

If a ball strikes overhead power lines, telegraph poles or guide wires, the player must
dis-regard that stroke, abandon the ball (if necessary), drop and play another ball as
near as possible from the spot from which the original ball was played.
Poles & Guide Wires are immovable obstructions – Rule 24.2b may be applied

Ground Under Repair: Rule 25
1. Areas marked by White lines and a GUR sign.
2. All broken ground due to course maintenance, tractor & machine tyre marks.

Distance-Measuring Devices:
Local Rule: effective date August 12th, 2011
For all play at this course, a player may obtain distance information by using a device
that measures distance only.
If, during a stipulated round, a player uses a distance-measuring device that is
designed to gauge or measure other conditions that might affect his play (e.g.,
gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for
which the penalty is disqualification, regardless of whether any such additional
function is actually used.
10) Bunker damage caused by running water:
Relief from damage caused by running water, such as exposed stones, hollows or
furrows, is ground under repair.
Rule 25-1 applies.
Penalty: Match play- loss of hole; stroke play –two strokes.
11) Embedded ball
Through the green, a ball that is embedded in its own pitch-mark in the ground may be
lifted, without penalty, cleaned and dropped as near as possible to where it lay but not
nearer the hole. The ball when dropped must first strike a part of the course through
the green.
Exceptions:
● A player may not take relief under this Local Rule if the ball is embedded in
sand in an area that is not closely mown.
● A player may not take relief under this Local Rule if interference by anything
other than the condition covered by this Local Rule makes the stroke clearly
impracticable.

12) Practicing on the course
While practicing, a player may not have more than 2 balls in play at any one time.
PENALTY FOR BREACH OF A LOCAL RULE:
Unless stated elsewhere;
Match play – Loss of hole;
Stroke play – Two strokes.
Note: In the case of a serious breach of any Local Rule, the Committee may impose a penalty
of disqualification.”
Millicent Golf Course is a Non-Metal Spike Golf Course.

Temporary Local Rules:
Note:
Effective: when posted on local rules board
1. “Closely-mown area” means any area of the course, including paths through the
rough, cut to fairway height or less.
2. If the player fails to mark the position of the ball before lifting it or moves the ball in
any other manner, such as rolling it with a club, he incurs a penalty of one stroke.
1. Placing
A ball lying on any part of the course but not in a hazard or on a putting surface through
the green may be lifted, without penalty, and cleaned. Before lifting the ball the player
must mark its position. Having lifted the ball, it must be placed on a spot within 1
Millicent scorecard of and not nearer the hole than where it originally lay.
A player may place his ball only once, and it is in play when it has been placed (Rule 204). If the ball fails to come to rest on the spot on which it is placed, Rule 20-3d applies.
If the ball when placed comes to rest on the spot on which it is placed and it
subsequently moves, there is no penalty and the ball must be played as it lies, unless the
provisions of any other Rule apply.
2. Lifting, raking and placing in bunkers
During non-qualifying competitions at Millicent G&CC a ball lying in a bunker may be
marked, lifted, cleaned, the bunker raked and the ball replaced.
a) The ball can be replaced only once.
b) The ball must be replaced within 1 Millicent scorecard length of its original
position.
c) If the position of the ball is accidentally lost whilst raking, a general consensus of
the playing group must be obtained before repositioning the ball.
d) The sides of the bunker adjacent to the position of the ball position may be used
when marking the ball.
e) If the ball fails to come to rest on the spot on which it is placed, Rule 20-3d
applies. If the ball when placed comes to rest on the spot on which it is placed
and it subsequently moves, there is no penalty and the ball must be played as it
lies, unless the provisions of any other Rule apply.
f) If the player fails to mark the position of the ball before lifting it or moves the
ball in any other manner, such as rolling it with a club, he incurs a penalty of one
stroke.
