NATO Support Agency Redeployment Support Capabilities
NSPA has been providing operational logistic
support to NATO, ISAF and nations during the whole
period of the ISAF mission. As a result, NSPA has
a very experienced in-place management team
with an unrivalled understanding of ISAF and TCN
requirements, as well as an extensive network of
contractors in theatre and beyond.
NSPA has now established a suite of capabilities
to assist ISAF Troop Contributing Nations (TCN) in
redeployment from Afghanistan. We can consolidate
similar requirements allowing TCNs the opportunity
to achieve economies of scale. Alternatively we can
design nation-specific redeployment solutions.
The following range of redeployment capabilities is now
in place:
Movement and
Transportation Services
NSPA’s contractors will provide and assume
responsibility for movement and transportation services
by road, air, rail and sea from pick-up locations in
Afghanistan to the TCN home bases:
Road-Air-Sea, either via Dubai (United Arab
Emirates) or Aqaba (Jordan), includes the precarriage from the pick-up location to a designated
Air Port of Embarkation (APOE), either directly
or through staging areas, airlift from APOE to a
designated Sea Port of Embarkation (SPOE),
sealift from SPOE to a designated Sea Port
of Debarkation (SPOD), and eventually the
delivery from SPOD to the home base.

■■ Provision of manpower for container
stuffing/un-stuffing and palletisation
■■ Provision of packing, labelling and
certification of dangerous goods
■■ Provision of cargo washing
■■ Provision of 20’ and 40’ liner owned containers
■■Road-Sea, via Karachi (Pakistan), includes the
pre-carriage from the pick-up location to Karachi
SPOE, either directly or through staging areas,
the sealift from SPOE to a designated SPOD,
and delivery from SPOD to the home base.
■■Rail, NSPA’s contractor will provide and assume
responsibility for rail transport, including multimodal pre- and post-carriage, if and where
required, for the movement of cargo in both
directions between Europe and Afghanistan.
■■In-theatre road. NSPA has a well-
established on-demand theatre-wide
trucking contract available to meet most
in-theatre transportation requirements.
■■Strategic Airlift Interim Solution
(SALIS). The SALIS partnership provides
assured access for member nations to
AN 124 and other cargo aircraft.
■■Air Charter Broker. The Air Charter Broker
capability allows quick access to a range
of aircraft to support TCN requirements.
Other Movement Services
■■Container refurbishment and
re-certification. NSPA has developed
theatre-wide contracted capabilities to
support TCN requirements to inspect, recertify and refurbish shipping containers.
■■Materiel Handling Equipment (MHE).
NSPA has established contracted
capabilities to provide MHE theatre-wide.
■■Movement support. NSPA’s contractors
can also provide the personnel, supervision,
equipment, airport and seaport ground
handling, flight clearances, landing and
parking permits as well as customs clearance
required for the effective performance of
the contracted transportation services.
Demilitarization, Dismantling
and Disposal (D3) Services
NSPA has established options to provide D3
support to TCNs:
■■Mobile D3 teams. NSPA’s contractors will carry out
D3 activities on-site at KAF, KAIA, Herat and MeS as
well as bases within a 50km radius of those locations.
■■Defense Logistics Agency (DLA). NSPA has an
agreement in place allowing it to act as a single
POC for TCNs to access DLA D3 capabilities
at Leatherneck, Bagram, MeS (Marmal) and
Kandahar. In addition, the DLA has 8 mobile teams
in place and 7 scrap dealer contracts available.
■■Hazardous Material (HAZMAT) disposal. NSPA
has also established a theatre-wide capability to
deal with HAZMAT in accordance with applicable
international standards. This allows TCNs to drop off
their HAZMAT at KAF, KAIA or MeS. Alternatively, our
contractor can pick up HAZMAT from your location.
Infrastructure and Base
Remediation Services
NSPA has a very experienced in-place infrastructure
project team capable of supporting the full range of
infrastructure requirements. Of particular note for
redeployment is the capability to support:
■■Environmental aspects. NSPA’s contractors
can provide environmental assessments
and carry out any required remediation.
■■Physical Remediation.
NSPA contractors can
support any required physical remediation whether to
a single building, a particular area or a whole base.
■■Demining.
NSPA contracts can provide
theatre-wide demining services.
■■Minor Works Projects. NSPA has in place a contract
which can provide all civil engineering services:
from planning to execution to quality assurance/
control. These services are available theatre-wide.
