PURPOSE: This MOI prescribes the procedures for conduct of the 2014 JBMHH Intramural Flag Football League and Championships:

3.
Applicability: Content of this MOI applies to active duty members assigned or attached
to JBMHH on permanent or temporary orders for the duration of this sports program.
4.
Eligibility for Combining of Companies: Eligibility limited to military personnel assigned to or attached to the participating companies. Companies with fewer than 150 military
personnel may enter combined teams as long as their combined strength does not exceed 150
with the following stipulations apply for all companies outside of the Joint Base:
a.
The receiving company cannot have a combined strength greater than 150 military
individuals (soldiers). All individuals within these companies must play on the same team. Part
of the company cannot play for one (1) company and rest the play for a completely different
company.
b.
Request to combine companies must include the signed concurrence of all Commanders, OICs and NCOICs involved and the justification for this action. The MWR Sports
Office will review the request to combine for approval prior to the Roster Submission Date.

5.
Formulation of Teams within Joint Base Myer-Henderson Hall: Any company or
department that is assigned to JBMHH, Pentagon and immediate area can enter a team as long as
the following stipulations apply: The section or department that is formulating a team can recruit
players from other sections or departments within the organization they are assigned or attached.
If players are from different sections or departments, a letter of release and letter of acceptance
from gaining section must be obtained from the Fort Myer MWR Sports Office.
a.
Teams or individuals failing to meet eligibility criteria will lose the game or
match in question by forfeit; this applies to sections 4 and 5 of this MOI.
6.
Team Structure: Each team that is entered into JBMHH Flag Football Program can have
the following number of participants: 14 players, 1 Non-playing Coach for a total of 15 individuals for any single game. However; if the 1 non-playing persons wanted to participate, the
player numbers would decrease by 1 person.
7.
Administration of League and Command Play-Off:
a.
Forfeits: Game time is forfeit time. Grace period of ten (10) minutes is in
effect for the first game of the day: This grace period is given for a bonefide military requirement
or emergency, which affects the company. To receive this grace period the Sports Office
must be informed as soon as the incident arises. Teams that forfeit two (2) games during the
season will be dropped from the league; they will not be allowed to participate in Command
Play-Offs. Players from teams that have been dropped from the league are not authorized to
participate with any other team in the league. When a team forfeits out of the league, their remaining games will be forfeited wins for their opponents.
b.
Postponements: Postponements of league games are made for known nonavailability dates regarding company military requirements; these dates must be annotated on
their team registration form before season commencing.
c.
League and Command Play-Off: to be be conducted in accordance with 2013 2014 NIRSA Flag Football Rules and modified rules, supplemented and clarified by this MOI as
follows:
1)
In the event that officials are late or do not arrive (must have 3 officials), teams
are required to stay 10 minutes after the official starting time. Otherwise, team(s) leaving before
the specified time will receive forfeits. The Sports Office will reschedule matches/games if the
officials do not arrive. A team can start a game with five (5) players to stop the game from being forfeited, when the players arrive they can come into the game without being penalized
(THIS RULE ONLY APPLIES IN LEAGUE GAMES). When participating in the JBMHH

Command Play-Off, a team must start all games with seven (7) players.
3) Whose Home Team: During the regular season the Home Team is listed
on left side of the schedule, for the Play-Off s the Home Team will be determined by a coin flip.
4) League Format: Regular season will be in round robin format, i.e., 1, 2 or 3
times playing each team in league or division.
5) JBMHH Command Play-Off: The number of teams to advance from each
division is 3 teams. The number teams from a single league is up to seven teams maximum
will advance to the Playoffs.
6) Shoes: Players may not wear screw–in, screw-on, metal cleats or metal
track shoes. Molded rubber-cleated shoes are the only authorized types.
7) Braces: Braces may be worn, but all exposed metal must be covered with
foam rubber and taped prior to participating in the game.
8) Legal Blocking: The only blocking allowed will be in the interior line
and it must be with open hands and between the shoulders and waist. Absolutely no down
field blocking, no chucking the wide outs at the line or down field.
9) Starting first & third period: When starting the first and third quarter there
will be no kickoff, instead the ball will be placed on the 14-yard line.
10) The Game: Games will be played in 2 twenty minute halves; with a running
clock first 19 minutes when regulation clock will be in effect. During the running clock phase of
the game of the game, the clock will only stop for a team time-out, or official's time. During the
last one minute of each half the clock will stop for all dead ball situation (i.e.: incomplete pass,
ball out of bounds, first downs, a score, a penalty or team/officials time-out). Each team will
have three time-outs per half that cannot be carried over. Time-outs will be one-minute in
duration with a five –minute half time. In case of overtime period and additional time-out will
be granted for each team.

11) Tie Game: A coin toss will be done to determine who will have choice of
the ball once that’s been done - each team will receive 4 downs to score a touchdown and extra
point (1,2 or 3 points); team A scores and tries 1-point and makes it then team B will have 4
downs. Team A switch’s to defense and team B goes from defense to offense and they will have
4 downs to score a touchdown and extra point (1,2 or 3 points), team B also scores and tries 1point and makes it - - we will repeat the before mentioned procedures.
a)
However; when they repeat the procedures above the following is a potential
outcome: team A scores and tries for 1-point and makes it (6+1 = 7) <> but when team B tries
they also score and tries for 2-points and makes it (6+2=8) <> THE GAME WILL BE
STOPPED - (BECAUSE TEAM B SCORED MORE POINTS THAN TEAM A).
12) When ball is snapped: There will be no direct snaps between the center and
the quarterback, the distance between the center and quarterback needs to be at least 2-yards or
6 feet when receiving the snap.

14) Awards: Each league will receive 1st place team awards. Joint Base MyerHenderson Hall Championships will receive 1st, 2nd and 3rd place team, 1st and 2nd place individual awards (total of fifteen each place).
8.
Protest:
a.
Only the following matters are protest able: Player eligibility on participating
team. Any protest based solely on the judgment of the official will not be accepted as a Valid
Protest. The decision of protest panel is final concerning all protests submitted.
9.
Protest during Championships Game: When protest is lodged during a Command PlayOff games, the game will be stopped at the point of protest and a decision will be made.
Once the decision has been made the game will resume at the point it was stopped.

10.
Conduct and Participation:
a.
Any individual that is removed from a game by an official for conduct, that individual will be ejected from the contest Sight and Sound and will have one (1) minute to leave
complex area. If the individual fails to do so, then his or her team will forfeit that game. A
player or coach who is ejected from a contest is suspended for that game and their next game . If
a player or coach is ejected from a game during the playoffs, he or she will be prohibited from
participating in remainder of tournament.
b.
Flagrant Misconduct: Any player, coach or spectator who is ejected from the
playing area for flagrant misconduct, e.g., Fighting, Threatening an Official or Intentionally
Trying to Hurt Someone; That Individual or Group of Individuals is Prohibited from Participating in the Joint Base Myer-Henderson Hall Sports Program for the remainder of the program
or possibly Indefinitely (depending on the severity of conduct).
11.
Regular Season Ties: If two (2) teams tie for the same position in the final season standing, the following criteria will be used to break the tie:
a.
Head to Head competition - the regular season results of games won and lost
between tied teams will be used to break the tie. If still tied then total points scored will be compared to points allowed in order breaking the tie.
12. Any situation not covered by this MOI will be brought to the attention of the Joint Base
Myer-Henderson Hall Sports Office; decisions rendered are final.
