Job Description Job Title: Transport Projects Officer Post Number(s): 185672 Grade: S02 - PO2 (Career graded) Department: Regeneration, Economic Development and Environment Section: Traffic & Transport Reports to: Team Leader – Capital Projects & Network Management PURPOSE OF ROLE: To assist with (and manage as appropriate) the development, implementation and evaluation of traffic & transport schemes Responsible for: Supervision of contractors/temporary staff as and when required. KEY ACCOUNTABILITIES Corporate 1. To work effectively as part of the Council’s Regeneration, Economic Development and Environment team, delivering corporate objectives through the work of the department. 2. To work as part of multi-disciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects. 3. To work with the Assistant Director of Community Safety, Environment and Regulatory Services to ensure services are integrated at the point of delivery and at the strategic planning level. 4. To promote a philosophy of putting service user needs first at every opportunity and to put in place management arrangements that work to action this. 5. To work with key stakeholders in improving service quality and promoting creative and innovative ways of tackling local problems, ensuring services are developed which meet the needs of our community and are accessible to all users. 6. Functional All Grades 1. To lead on the delivery of traffic and transport projects as delegated to the postholder by the Team Leader. Such projects would be of limited complexity, defined indicatively as having a value of c£30,000, involve a low number of stakeholders, require officer level approval at Head of Service level only and have limited risk to council reputation. It would be expected that such projects be executed with minimal supervision. The total portfolio of projects, depending on resource requirements, could be anticipated to be in the region of c£200,000/yr. 2. To lead on undertaking all necessary administration (record keeping and stakeholder communications), reporting (oral and written to internal and external stakeholders), monitoring & evaluation (including data analysis and presentation) of the projects allocated to the post holder. To maintain at all times accurate project management and financial records required by the Council and other funding bodies (e.g. TfL, EU funding bodies etc) for audit purposes. To comply with the council’s financial standing orders and tenders and procurement regulations and facilitate all necessary internal and external approvals necessary to deliver the allocated projects. To support the Team Leader as required in presenting such projects to Council committees. 3. To assist with and build and maintain good working relationships with other relevant council departments and officers, TfL, Local Strategic Partnership, schools, employers, faith groups, and other community groups and to raise the profile of transport locally. This will include working effectively internally across council departments, and externally in partnerships, to identify opportunities for joint initiatives and new sources of funding. 4. To actively indentify internal and external opportunities for resourcing (e.g. external grants from TfL/DfT/EU etc) interventions that support achievement of the aims and objectives of the Local Implementation Plan for Transport, for consideration by Team Leader. To lead on further development and submission of such proposals up to the value of £30,000 with minimal supervision. 5. To represent the council as required on appropriate working groups and pan-London, UK and EU initiatives. 6. To attend seminars, conferences and to actively seek out other continuing professional development opportunities as are required to ensure that the postholder is up to date with best practice and statutory requirements relating to delivery of projects allocated to them. 2/8 7. To undertake any other duties and responsibilities which may from time to time arise which are within the capabilities of the post holder and commensurate with the grade of the post. Functional PO1 As above, and additionally: 1. To lead on delivery of traffic & transport projects of moderate complexity (defined indicatively as having a value of up to £100,000/yr, within a total portfolio of projects of c£350,000/yr, requiring effective liaison with a range of stakeholders both internal and external, require some internal approvals, likely to be at the delegated chief officer level and carry a moderate level of risk to council’s reputation) with minimal managerial oversight. 2. To draft formal council reports and present to members and senior decision makers as required, with Principal Transport Planner/Team Leader support. 3. To lead on development and submission of funding applications of up to £100,000 with minimal managerial oversight. Functional PO2 As above, and additionally: 1. To lead on delivery of traffic & transport projects of significant complexity (indicatively defined as having a value of up to £250,000/yr with a total portfolio of projects of c£500,000/yr involving multiple internal and external stakeholders with internal approvals likely required at committee or cabinet levels and carry higher risk to council’s reputation) with minimal management oversight. To personally represent the section and present projects for decision at appropriate committee/forum with minimal managerial supervision 2. To lead on development and submission of funding applications of up to £250,000 with minimal managerial oversight 3. To deputise for Team Leader as required 4.
