INTRODUCTION
It is with much pleasure that I introduce the 2016 version of the Australian Canoeing (AC) Team Managers
Manual. This manual has been designed to assist you as Team Manager to plan for the successful participation
of AC teams in International Competitions.
The Team Managers Manual comprises various key documents for you, team officials and athletes. It also gives
an indication of the assistance available from AC Staff.
I hope you will find this manual useful and that you will use it to ensure the highest possible level of support for
athletes under you direct responsibility.

1. HISTORY
The Australian Canoe Federation (ACF) was formed on 10 September 1949 at a meeting held in New South
Wales. South Australia, Victoria and New South Wales were represented. Affiliation with the International Canoe
Federation quickly followed.
During these early stages Sprint Racing and Marathon were the main disciplines within the federation. The first
Australian Sprint Titles were held in 1951. Sprint was also included in the 1956 Melbourne Olympic Games, in
which Australia won a bronze medal in the now discontinued 10,000 metre event.
During the sixties, the arrival of commercially available glass fibre made it possible to construct canoes and
kayaks more easily. As a result the sixties were a boom period for the sport. Slalom competition became
increasingly popular. However, the seventies were probably the biggest boom period. Whitewater canoeing
developed extensively as boat designs improved. Touring rivers became very popular and a need for better skills
and knowledge to Increase safety was recognised.
In January 1973 the Nepean Canoe Club announced a Safety Award Scheme. A member of the club who had
been involved in canoeing in Britain helped develop the programme, based on the British Canoe Union scheme.
The scheme Included awards for Sea Canoeing and Inland Waters. The South Australian Canoeing Association
also had an award scheme based on the BCU model at this time. An ACF annual report later that year identified
a need for grading paddlers in some way. A safety committee was formed and later became the Australian Board
of Canoe Education, adopting the Nepean Canoe Club's Scheme for national use.
At its peak, the Australian Canoe Federation had 115 affiliated clubs coming from every state. Competition began
to mature throughout the eighties and results at Olympic level Included a silver medal at the Moscow Olympics
(John Sumegi), a bronze at the Los Angeles Olympics (Grant Kenny and Barry Kelly in K2), and a silver medal in
Seoul (Grant Davies). In Marathon, Australia became a dominant force with numerous medals. John Jacoby made
history by winning the World K1 Marathon titles four times.
As a result of these and other successes at international level, canoeing became recognised as one of Australia's
best performing sports and eligible for additional funding from the Australian Sports Commission as it entered
the nineties. An Australian Institute of Sport satellite unit for Sprint created in the late eighties on the Gold Coast
and as a result of Inclusion of slalom in the Barcelona Olympics a small unit was established for slalom in
Tasmania in 1990. The Barcelona Olympics were the second to Include slalom, the first being the Munich
Olympics in 1972. The Barcelona Olympics bore a gold medal in sprint (Clint Robinson), a bronze medal to the
Australian Men's K4 and a silver medal in slalom (Danielle Woodward).
After the 2008 Olympics, Australia's Olympic medal tally is 17 in Sprint (2 Gold, 5 Silver and 10 Bronze) and 3 in
Slalom (2 Silver and 1 Bronze).
In the 2012 London Olympics, Australia's Olympic medal tally is 1 in Sprint (1 Gold in the Men’s K4 1000m) and
1 in Slalom (1 Silver in the Women’s K1).
AC’s non-Olympic disciplines Include Canoe Polo, Wildwater Canoeing, Ocean Racing and Canoe Freestyle, all
which have had and continue to see growing success internationally.
On 9th July, 2015, Australian Canoeing changed from an incorporated association to a company limited by
guarantee – Australian Canoeing Limited.

2. AUSTRALIAN CANOEING MISSION AND OBJECTIVES
2.1. MISSION
AC is the national body responsible for the management, coordination, development and promotion of
canoeing in Australia. It represents the interests of its members to government, the public and the
International Canoe Federation.
2.2. CORPORATE VALUES
AC is committed to the provision of a high standard of competition, safety, and opportunity for participation
in Canoeing in Australia. It aims to provide all members with fair competition, access to high standard
facilities and equity in participation at all levels.
3. STRUCTURE
3.1. BOARD OF DIRECTORS
AC is governed by a Board of Directors, which is elected at the Annual General Meeting (AGM). The AGM is
attended by an individual appointed by each of the six (6) State Member Associations (MA’s), members of
AC, the Chair of each AC Committee, and the Incumbent members of the Board.

3.4. TEAM MANAGEMENT STRUCTURE
OVERVIEW
Below is a summary of the responsibilities of various AC Staff and Team Officials.
When Coaches and other officials have been appointed, the Team Manager should form a close association
with them to enable preparations and arrangements to be carried out as smoothly as possible. In
consultation with the CEO and the Chairman of the relevant technical committee, an agreement should be
reached on the division of responsibility amongst all officials. Where necessary, the Team Manager should
delegate certain duties to individuals and the responsibilities of each official should be conveyed to team
members.
The Team Manager remains accountable to the Australian Canoeing CEO for the Australian Team.
The Team Manager should keep the CEO, the relevant Technical Committee Chairman and other
stakeholders informed of the progress of tour arrangements and of any changes which may occur.
SUMMARY OF RESPONSIBILITIES

The delegation of responsibility to various staff as is deemed appropriate.
TEAM MANAGER
The Team Manager is responsible for:

Working closely with AC to define clearly the duties and responsibilities of all team officials, and in
particular with the CEO and relevant Technical Committee Chairperson regarding all aspects of the
team/tour;
To supervise the coordination of clothing, equipment, finances, transportation and accommodation;
To coordinate all efforts to meet the needs of athletes, coaches, officials and to minimise problems
before tour and on tour;
To ensure there is regular communication and updates with athletes, coaches, and officials on tour
planning, dates and arrangements, Including travel and accommodation, boats and paddles, and costs;
To liaise between event organising committees, the coach and the team;
To liaise with the media before and throughout the tour;
To lead the AC delegation and meet all protocol responsibilities while on tour; and
Ensuring all team officials complete the current child protection requirements a stipulated in the Ac
member Protection Policy.

TEAM HEAD COACHES
The Team Head Coach is responsible for the coordination and conducts of coaching activities at training
camps and on tour and will ensure that all team members receive appropriate coaching between selection
and the commencement of the tour. In particular the Team Head Coach will:

Assist the Team Manager in the planning of the training camps and tours, particularly the planning of
competition, training and travel schedules to best meet the needs of the athletes;
Coordinate the preparation and implementation of team training and coaching programs;
Liaise with the Team Manager to ensure adequate support, facilities and equipment are available for
team staff and athletes;
Provide technical coaching support to other National Team Coaches where required or requested;
Assist other National Team Coaches to maintain athlete welfare during training camps, the tour and at
regattas;
Liaise with athletes personal coach to ensure optimal preparation; and
Assist the Team Manager where required in the representation of AC at official functions and in the
maintenance of good relations with other touring teams.
4. FINANCIAL MANAGEMENT
4.1. GENERAL
The Team Manager is accountable to AC for managing the team budget, and has an obligation for ensuring
that all monies are efficiently and effectively committed. Team Managers have authority to spend in line
with their budgets. Expenditure beyond these limits requires a budget revision, which must be approved by
the Team Services Administrator and Business Manager. It shall then be forwarded to the Board for approval.
ALL finances must pass through AC bank accounts and are subject to an audit by the official AC Auditor as
part of each annual audit.
Team Managers should contact the AC Business Manager as soon as possible following their appointment to
discuss the financial aspects of the tour.
AC Staff will maintain team accounting records. Team Managers, however, need to maintain close contact
with the AC Business Manager and maintain records of their own.
4.2. ATHLETE LEVY
AC charges a team levy each year (currently $200) for each individual athlete on a National team. AC Incurs
a number of expenses due to administering the National teams each year, such as bank fees, additional
accounting and audit fees, allocation of staff resources and travel insurance. The team levy only raises a small
percentage of the costs involved in managing the national teams this year.
The number of AC members participating in national teams each year is a small percentage of the total
membership base, and it is deemed unfair on the membership as a whole to apportion the national team
administrative expenses on to the rest of the membership base who are not participating in national team

activities. Many athletes incorrectly assume that the AC team levy is an ‘insurance’ levy. This is not correct.
Insurance is just one of the costs involved in administering the national Teams.
Please note: if an athlete takes out their own travel insurance, they will still pay the team levy in full. Failure
to pay the team levy (or any other invoiced amount) will result in the athlete not being entered in their
respective international events.
4.3. TEAM BUDGET
Budgets for all AC programs, including the operations of the Australian Team Tours must be approved by the
Board of Directors and, where appropriate, the relevant technical committee chairperson. Team Managers
are required to prepare team budgets and must not commit to expenditure that has not been provided for
in the budget.
To enable approval by the Audit & Risk Committee, the Board and incorporation in to the overall AC budget,
Team budgets need to be prepared by the Team Manager in consultation with the Business Manager and
relevant Committee chairperson as early as possible. These budgets form the budget outline for the year and
are shown on all AC budget vs. actual reports.
The team budget should be split into specific revenue and expense line items. The completed budget should
then be set out as a cash flow to show expected transactions each month. Revenue and expense include such
things as sponsorship, income, accommodation, telephone etc. A budget pro-forma spreadsheet is available
to assist in the preparation of the budget.
When allocating revenue and expense budgets into individual months you should employ a fairly
straightforward approach. Record revenue in the month in which it is expected to be invoiced by AC (or
received by AC where no invoice is issued), and the expense in the month in which you expect to be invoiced
for it.
Where you don’t want to immediately allocate all of the funds you have to spend (i.e. you want a visible
contingency reserve within your budget) then the budget for this reserve should be allocated to the expense
code Program Contingency. Actual expense cannot be charged against this during the year but can be
transferred to other expense areas upon request.
Each tour will be given a “Job Number” which should be quoted on all requests for payment or deposit of
funds into the tour account, this will be discussed with the Business Manager.
You may ask why we have these procedures? Detailed reporting of team budgets vs. actuals is needed by AC
for monitoring and management of its overall financial position. Significant variances (< or > 5%) will require
program explanations.
4.4. GST
Team Managers are reminded that AC cannot claim input tax credits for any GST paid on Team Tours and
hence there will be a charge against team budgets for GST. Therefore the GST component should be Included
in the budget figures.

4.5. ORDER AUTHORISATION
Any expenditure over $1,000 must be approved by the AC Business Manager and must fall within the
approved team budget. A Purchase Order will be prepared on behalf of the team manager for any
expenditure in excess of $1,000, signed by the relevant Team Manager and approved by the AC Business
Manager.
Any expenditure under $1,000 may be approved by the relevant Team Manager but must fall within the
approved Annual Budget.
All creditor invoices must be approved and signed by the relevant Team Manager prior to processing for
payment, with the Purchase Order attached.
4.6. PAYMENTS
Creditors may be paid by cheque, Electronic Funds Transfer, or American Express International Payments
Online. All payments made by credit card will not incur a 3% surcharge.
PAYMENT OF EXPENSES (PRE-TOUR)
An Expenditure Voucher (refer to copy provided) is to be completed for all expenses, with details provided
on the form as follows:

A full description of the expense and why the expense was Incurred;
Amount in Australian Dollars;
Supporting documentation (receipts, dockets, invoices to be attached)
Signature where indicated.
The expenditure voucher should be forwarded to the AC Office for authorisation by the Team Services
Administrator and subsequent payment.
PAYMENT OF EXPENSES (ON-TOUR)
Team managers are required to consult with the AC office well in advance of the team departure date to
coordinate the most effective means of arranging on-tour expenses. Please discuss with the your AC staff
liaison.
4.7. RECEIPT OF INCOME
To be discussed on an individual basis with Team Managers.
4.8. AGREEMENTS/CONTRACTS
A contract is a legally binding agreement between two parties, in this case, AC being one party to the
agreement, and a person or persons or an entity (i.e., company or another institution) which has the legal

capacity to enter into a contract being the other. The CEO should be advised in the event of a contract being
required for any purpose.
SIGNATORIES FOR CONTRACTS OR AGREEMENTS
Where a contract or agreement requires the AC seal to be affixed, the authority to affix the seal must be
approved by the Board and CEO. The affixing of the seal is attested by the signatories of the CEO.
In other cases requiring a single signatory, it is important to ensure that the signatory has corporate
responsibility and is authorised to sign on behalf of AC.
Even where the signatory has delegated authority to sign on behalf of AC, the terms of the contract must be
checked by the CEO.
5. TEAM UNIFORM

6. COMPETITION INFORMATION
Information received by the AC office regarding competitions will be forwarded immediately to the relevant
Technical Committee and, if appointed, the relevant Team Manager.
Managers should note that due to other Federations sending mail via mail, AC often receives information after
or very close to the close of entries. It is recommended that once appointed, the Team Manager contacts
organisers directly.
6.1. COMPETITION ENTRIES
The CEO may be required to endorse entries to competitions.
Team Managers may only submit entries for individuals and/or teams that are members that have been
selected to the official Australian Teams.
6.2. MEMBERSHIP
All athletes and team officials (management and coaches) MUST be current financial members for the
whole tour of AC.
Athletes have to be aware that the membership season is 1st July to 30th June the following year, except for
Western Australia where the membership year is the 1st October to 30th September the following year.
If athletes or team officials are not current financial members before they leave for their trip, they WILL
NOT be covered for insurance and WILL NOT be allowed to compete.

All athletes and team officials will be bound by the AC Constitution, bylaws, policies and procedures
including but not limited to; the Member Protection Policy Bylaw which includes dispute resolution and
child protection obligations.
7. TRAVEL
7.1. TRAVEL AGENT
AC has a newly developed partnership with Concierge Business Travel. The partnership will give AC greater
support with domestic and international travel bookings. To make group bookings, please fill out the
required information in Annexure 14. Once completed please forward the information to one of our travel

8. MARKETING AND SPONSORSHIP
The CEO is responsible for all marketing and sponsorship programs of AC. Team Managers MUST discuss all
sponsorship approaches. with the CEO prior to any proposals being distributed.
All team documentation must acknowledge the support of the Australian Sports Commission (ASC) and all of AC
sponsors as outlined in the AC Uniform Policy.
Please ensure that you and your team are aware and understand the implications of all AC sponsorship
requirements. If you have any questions or concerns, please contact the AC office.
9. TOUR BEHAVIOUR
9.1. BEHAVIOUR PROTOCOL
OVERVIEW
All members of the AC Team are obliged, amongst other things, to behave in a proper manner and to the
absolute satisfaction of AC, and in particular the Team Manager.
The standard of behaviour of each team member will be assessed not only in terms of their obligations under
the Team Membership Agreement, but also in light of the following values developed by the Australian
Olympic Committees Athlete's Commission. For each team member, these values are:
ATHLETES CODE OF ETHICS
As a participant in any activity held by or under the auspices of AC, an athlete must meet the following
requirements in regard to their conduct during any such activity or event

Respect the rights, dignity and worth of fellow canoeists, coaches, officials and spectators.
Refrain from conduct, which could be regarded as sexual or other harassment towards fellow canoeists
and coaches.
Respect the talent, potential and development of fellow squad members and competitors.
Care and respect the equipment provided to you as part of your program.
Be frank and honest with your coach concerning illness and injury and your ability to train fully within
the program requirements.
Conduct yourself in a professional manner relating to language, temper and punctuality.
Maintain high personal behaviour standards at all times.
Abide by the rules and respect the decision of the adjudicator, making all appeals through the formal
process and respecting the final decision.
Be honest in your attitude and preparation to training. Work equally hard for yourself and your
team/crew.
Cooperate with coaches and staff in development of programs to adequately prepare you for
competition at the highest level.

TEAM MANAGERS & BEHAVIOUR PROCESS.
Team Managers are responsible for the behaviour of the athletes and officials within their team. This
responsibility commences as soon as athletes and officials are selected to the team. Team Managers are
expected to promptly advise each of their team members of the standards of behaviour required and to
ensure that there are no misunderstandings as to AC’s expectations in this regard. Team Managers will
remain responsible for each team member until they conclude their involvement in the team.
During team tours/camps, and as appropriate according to their competition schedule, Team Managers will:

Schedule a daily meeting (at least) of their team;
Ensure they know the whereabouts of their team members at all times;
Arrange social occasions for the team; and
Monitor the behaviour of team members, especially in the team accommodation to ensure that no
disturbance is created for other team members.
Team Managers must promptly report to the CEO all incidences of failure to observe the required standards
of behaviour. Failure to do so is unacceptable.
Each Team Manager is authorised to act in accordance with the Team Members Bylaw in determining the
sanction to be applied to any team member who breaches the required standard of behaviour whilst part of
a National Team. Where a Team Manager believes that a team member ought to be expelled from the team
then the matter should be referred to the CEO.
If complaints are received about a Team Manager’s behaviour, the complaint shall be referred to the CEO.
EXAMPLES OF REQUIRED STANDARDS OF BEHAVIOUR
TEAM ACCOMMODATION
All team members will respect the privacy and comfort of their fellow team members and other residents,
in particular those team members and residents still involved in competition.
They must comply with the directions of their Team Manager and other team management.
VENUES
Team members will respect the authority of officials from the Australian Team and the ICF and must behave
with decorum and dignity.
ALCOHOL
As a requirement of the Team Member Bylaw, team members under the age of 18 years are not permitted
to consume alcohol whilst on a Team Tour.
The primary role of team members is to perform to the best of their ability at the event for which they were
selected. Consumption of alcohol must not detract from this performance. Therefore, Team Managers may
determine a policy to apply to their team or individual team members in this regard. If in doubt as to what
your policy should be, please contact AC office for advice.

Whilst acknowledging that Team members will want to celebrate after completing their competition(s), team
members must not allow their behaviour to be adversely affected by alcohol or become unruly or cause
offence to others.
All team members are expected to counsel and assist their fellow team members to prevent inappropriate
behaviour before it happens.
PUBLIC BEHAVIOUR
When in public whilst a member of a National Team, especially when dressed in elements of the team
uniform, team members should display politeness and general courtesy to all members of the public.
Team members should be accommodating within reason for all requests for autographs and must be
especially attentive to and supportive of requests from children.
MEDIA CONFERENCES/INTERVIEWS
When being interviewed by the media, team members are expected to be polite, punctual and courteous.
Team members should be honest in their answers and appreciate that they are representing Australia.
UNIFORMS
At team functions, team members are to wear team uniform, unless otherwise advised.
In giving pre-arranged interviews with television media, team members are required to wear formal team
uniform, team tracksuit, or the "formal" polo shirt.
DAMAGE TO PROPERTY
Any team member who damages or contributes to damage to property in a competition venue must report
this to his or her Team Manager.
Team members will be responsible for the cost of repairing damage they have caused.
Team members are reminded that any damage to property, either in or outside competition venues may be
the subject of litigation or criminal prosecution. Team members are personally responsible for any damage
to property they may cause.
POLICE
If an incident involving the Police occurs, team members must advise their Team Manager. As soon as a Team
Manager is aware of such an incident, they must advise the CEO immediately and provide a report in writing
as soon as possible.

9.2. ATHLETE DECLARATION
To be eligible for an Australian Team, athletes must sign or agree online to the declaration on the Nomination
Form. The following is a copy of that declaration. It should be noted that the acknowledgement is a legal
document and affects the Athletes rights.
Team Managers are responsible for reporting any breaches of the declaration to the CEO so that appropriate
action can be determined.
The acknowledgement is:
1. I have read and understood the Team Members By Law and acknowledge the terms and obligations
contained in the By Law, which are imposed upon me as a result of my selection to a Team and
subsequent signing of this acknowledgement;
2. I have been provided with a copy of the Australian Canoeing Selection Procedures Bylaw and the
Australian Team Selection Criteria Supplement for the Australian Team to compete in the events. I
agree to abide by the terms and conditions of these Selection Policies;
3. There will be some personal expense involved in attending the Selection Events, camps, events and
tours as outlined in the Selection documents and I accept full responsibility for my expenses. I
understand that I will not be eligible to travel with the team nor compete in events if I have any of
these monies outstanding on the date of departure of the team;
4. I understand that the information that I have provided herein will be Included in an Australian
Canoeing database and may be disclosed on occasions to the Australian Sports Commission, Including
the Australian Institute of Sport, State Institutes and Academies of Sport, the International Canoe
Federation, Event Organisers and the Australian Sports Drug Agency or otherwise in accordance with
the Australian Canoeing Privacy Bylaw. I also understand that information of a biographical nature
Including my name, date of birth, home state, results, career highlights and interests may be released
to the media in response to general requests;
5. I am subject to drug testing by the Australian Sports Drug Agency and/or ICF, and will comply with
both Australian Canoeing’s and the International Canoe Federations Anti-Doping By-Law and the
Australian Olympic Committee's where I am selected to an Olympic Team and Australian Sports
Commissions By Law; and
6. I will maintain a designated level of fitness as determined by Australian Canoeing, and a standard of
competitiveness prior to the relevant event for which I have been selected.

10.3
PARENTS & SUPPORTERS ON TOUR
Any parents or supporters coming on the tour must sign an agreement that the Team Manager is responsible
for the tour and for the athletes on the tour. The agreement outlines the benefits of a parent/support
adhering to the terms of the agreement and the sanctions if they do not.
In consultation with AC a Team Manager may make changes to the benefits section of the agreement to suit
the tour.
The Team Manger should keep a copy of all signed agreements and send a copy to the AC Office. See the
appendices for the agreements.
10.4
INSURANCE
MEMBER INSURANCE
The insurance program for AC covers all affiliated members, officials, registered coaches, registered
instructors, registered guides, committee members, employees including voluntary workers, work
experience students and declared event directors and events promoters (for liability insurance only). This
cover applies when members and other insured persons/entities are involved in activities that are sanctioned
by AC. These activities include races, training, meetings, and fundraising activities and travel to and from
these activities in Australia.

GROUP TRAVEL INSURANCE:
AC members may request group travel insurance through the AC insurance program provided by VInsurance. AC has organised this group travel insurance, particularly to benefit self-funded tours as the cover
is more comprehensive and more economic than that often quoted. In order to access this insurance you
must notify the AC Office of your travel plans.
Insurance is available for any member travelling abroad with a touring team. Athletes that want to stay for
an extended time after the official tour must let AC know - how long they will be away for and the countries
they are intending on visiting, so that the extra cover is arranged.

STAYING ON PASSED THE OFFICAL TOUR DATES:
Athletes are allowed to stay on past the official tour dates on the following conditions:
• Athletes are aware what is and is not covered under the terms of the insurance coverage.

RISK MANAGEMENT
The Team Manager, together with Team Coaches shall prepare a risk assessment of the tour before leaving
Australia. The assessment should identify potential risks to the team and the tour, an assessment of their
likelihood of happening and appropriate mitigation strategies.
The following points should be considered:

Language differences;
Water quality;
Venue conditions; and
Pre-tour competition arrangements.
The completed risk assessment must be approved by the Chairperson of the Technical Committee before
travelling.

MEDIA & PROMOTIONS
12.1
MEDIA RELEASES
The AC office will assist with the distribution of media releases to Australian Media agencies.
Media releases should be emailed or faxed to AC for distribution, as soon as possible at the conclusion of
the day’s events. Results sent several days after the event are unlikely to be used.
USEFUL TIPS FOR MEDIA RELEASES
Accompanying the results can be a brief description of the conditions, opponents and interesting bits of
information that can fill out a story.

Quotes from the athletes concerned are always great, for team sports a comment from the team captain or
the match’s best player could be Included.
Media releases before the event will alert the media and can be just as useful as those issued after the event.
Whilst we are all interested in the Australian results, it is best to provide, where possible, the full results for
at least the top three placing’s for each event. These should include the athlete’s name(s), country and
time/goals.
12.2
SOCIAL MEDIA
AC can give Team Managers access to the AC Facebook page to add “status” updates and photos of how the
tour going and results at the events. Please contact David Winkle (IT Coordinator) [email protected]
to arrange.
12.3
NEWS ITEMS FOR THE WEBSITE
The AC community wants to hear about how the tour is going, therefore we ask that you send in either an
article or dot points that can be written into an article about what is happening and preferably a photo to go
with it. The article/dot points can be written by the team manager, coach or even one of the athletes. Please
send this at least once a week to [email protected].

TOUR JOURNAL
Another way to keep the AC community, family and friends involved in your tour is by keeping a journal of
the tour. Whether is it a coach or team manager that writes something every day or athletes rotate writing
entries.

REPORTS
13.1
PRE-TOUR/COMPETITION REPORTS
Team Managers should prepare a regular team newsletter which should be distributed to all Team Members, members
of the relevant Committees and the CEO.
13.2
DURING TOUR/COMPETITION
Team Managers should send regular reports and media releases back to the AC Office. It is suggested that a media release
be prepared prior to each competition and following each day of competition.
Team Managers should also immediately report any situation to the CEO that:

may result in media attention;
involved the hospitalisation of any team member;
has resulted in the Team Manager terminating the membership of any team member from the team, or sending
any team member home.
13.3
POST TOUR/COMPETITION
As soon as practical after a team has completed its involvement in international competition the following people should
prepare reports:
•

The Team Manager; and
The Head Coach.
The Report should contain the following:
• the results achieved by the team at each competition;
• the morale of the team;
• the performances of all persons who were members of the team;
• the financial accounts of the team, which will be required to be audited by the AC Business Manager;
• any changes/recommendations which the writer of the report thinks desirable in the selection, management or
coaching of future teams;
• Any other person who was a member of the team may prepare a written report if they so desire; and
• All reports relating to the team should be compiled by the team manager.
A copy of the report must be forwarded to the CEO, who shall refer the report to the Board of Directors and the
Chairperson of the relevant Technical Committee.
The Board of Directors may do one of the following:
•

request any person to give to the Board of Directors information with respect to any matter arising out of a report;
publish any report or any information provided by any person, with or without any other information or any views
of the Board of Directors;
•
•
make such recommendation as it thinks fit to the relevant standing committee, or to standing committees generally,
with respect to any matter arising out of a report; and
take such other action with respect to any matter arising out of a report as it thinks fit.
13.4
DISCIPLINARY REPORTS
Any request for disciplinary action should not be included in the above tour report but should be contained in a separate
report and forwarded immediately on return to the CEO for action. No other copies of the report should be issued.
The CEO will then convene a disciplinary tribunal. The Chairman of the relevant Technical Committee will be informed of
the report and briefed by the CEO on the situation.

Team Managers are key personnel in AC’s Anti-Doping Education Program. Team Managers should inform their Team
Members of Anti-Doping issues for example at team camps and in team newsletters.

AUSTRALIAN CANOEING INC. UNIFORM POLICY
The purpose of the Uniform Policy for Australian Canoeing’s (AC) Development, Junior, Under 23, Senior,
Paracanoe and Masters Representative Teams is to ensure that teams for all disciplines have an easily
recognisable look on the world stage.
One of the main objectives is to introduce an ‘Australian Canoeing Corporate look’ that promotes AC, while
recognising the role of the Federal Government funding through the Australian Sports Commission (ASC)
as well as taking into account the need for recognition of Team Sponsors and Athlete’s Personal Sponsors.
By regulating the range with a consistent look, team uniforms will be more affordable and of a better
quality.AC wishes to move forward with team uniforms by creating a streamlined process for team managers

to ensure there is less work involved in this regard. If at any point clarification is needed, please contact the

1. DOMESTIC EVENTS
Athletes competing in national events in Australia must wear their club uniform. They may not wear the following:
• Olympic Team uniform
• Australian Team uniform
• State Institute uniforms (including NSWIS, SASI, WAIS, VIS, QAS and TIS)
2. INTERNATIONAL EVENTS
2.1 UNIFORM – ON WATER
On water uniform is ordered at the discretion of the Team Manager. AC has established a relationship with a supplier, Catfish.
The mock-ups created by Catfish and approved by AC can be found in Appendix M. While AC will offer contact details to Team
Managers, they will not participate in any other part of the process in regards to ordering on-water uniforms
Although it is not compulsory to use Catfish as the on-water supplier, if another supplier is to be used, Team Managers will
need to get approval from AC for any on-water uniforms. To send through mock-ups for approval, team managers should
contact [email protected].
Australian athletes will participate in international events in the clothing decided on by Team Managers, which must abide
by AC, ASC and ICF regulations.
If any items of clothing are swapped or given away at events by athletes, they will have to purchase replacements at their
own expense.
3.
OFF-WATER UNIFORMS
3.1 COMPULSORY OFF-WATER UNIFORM

Non-Compulsory items can be purchased by team members at their own discretion.

Personal sponsors ect. can be put on these pieces but must be approved by AC and must meet the guidelines set by the ICF
(TBC).
If there are pieces of uniform you would like to order for your team that are not already listed above, please contact the AC
office to begin the process of getting the item produced.

3.4 ORDERING UNIFORMS
AC will be the point of contact for team managers when ordering off-water uniforms. Team managers will collect individual
orders from athletes and provide AC with a collated order form that will then be passed onto the uniform suppliers. Please
contact AC at [email protected] for the order form.
If athletes need to be invoiced individually by AC for the costs of their off-water uniforms, team managers will also need to
supply AC with a form which details which items each athlete has purchased.
4.
AIS LOGO
The Australian Sports Commission logo will be replaced by the AIS logo on the left breast of all items of compulsory team
uniforms.
For the 2014 season, Senior Sprint (including Paracanoe) and Slalom teams will switch to the new logo. Non-Olympic and
Junior Olympic discipline teams will transition to the new logo in 2015 at the conclusion of the ‘Be the Influence’ sponsorship.
To ensure longevity, the Coat of Arms will no longer be used on AC uniforms as this requires specific dates and events to be
included in the logo, and as such cannot be worn at any other event.

All teams will abide by the ICF’s rules on the placement of stickers or logos on equipment however this is to be confirmed by
the ICF. Please contact AC to find out the status of requirements before informing athletes.

ANNEXURE 8 - ATA CARNETS
WHAT IS A CARNET?
A carnet is an internationally recognised document for the temporary importation of goods, often referred
to as a “passport for goods”. It allows for the temporary admission of goods without the payment of duties
or taxes and without the requirement, in the case of vehicles, for a Vehicle Import Approval (VIA). Normal
prohibitions and quarantine restrictions apply to carnet goods. Carnets are issued under Section 162A of the
Customs Act 1901 and according to Annex A of the Istanbul Convention on Temporary Admission. Carnets
are accepted in most World Customs Organization (WCO) member nations.
WHAT ARE CARNETS USED FOR?
Carnets can be used for a wide variety of goods, where the goods and the purpose comply with one of the
international conventions to which Australia is a signatory. Some of these conventions are:

ANNEXURE 9 – TEAM MANAGER CHECKLIST
PRE-TOUR
ACCOMMODATION
Book accommodation – when booking accommodation things that should be considered is the number
of beds to a room, kitchens available to cook your own meals, other facilities within the accommodation
and around it – how close to the competition venue.
BAGGAGE
Advise athletes what baggage limits apply for travelling, allowing for purchases that will be made on
the trip.
Research restrictions / requirements for oversized sporting equipment with your airline or transport
provider.
BEHAVIOUR
Set out clearly what you expect of the athletes in terms of behaviour. This must be adhered to at all
times so the athletes do not get confusing ideas. Code of behaviour/disputes & disciplinary procedures
Be familiar with the AC code of behaviour and ensure that the athletes are also informed.
Ensure you are familiar with the AC disputes and disciplinary procedures.
COMMUNICATION
Regular communication with the athletes on the tour as to what is going on.
Ensure that athletes are told what they are to bring with them i.e. casual clothes, competition clothes,
what they are to wear to the airport, bring their passports.
Ensure mobile phones are on international roam
COMPETITION
Find out details of when event starts including date and venue and advise athletes.
Also check out competition rules and restrictions with emphasis on areas such as athlete’s eligibility.
Submit entries for all the competitions which the team will be competing at
Submit accreditation for all the team managers and coaching staff that require it.
FINANCE
Create a budget
Money is required for entry fee, travel, accommodation and meals.
It must be immediately ascertained who is paying for what and how much.
Athletes need to be aware of their contribution and what it covers so they can also organise their
personal spending money.
It is recommended that a bond be paid by each player to ensure they are committed to the remaining
financial costs of attending the event.
Organise a visa debit card through Travelex
INSURANCE
Inform the athletes that they have travel insurance through AC.
Download a copy of all the travel insurance claim forms from the AC website.

ITINERARY
All athletes need at least one copy of the full tour itinerary Including accommodation and contact details
for each place visited.
The team manager should also know the emergency contact for each athlete.
The itinerary should include details such as organised spare time activities and free time.
An indication of what spending money may be required would also be useful.
Maps of all places to be visited.
JUNIOR ATHLETES
Athletes under 18 years must be supervised at all times. It is extremely important that all team
managers and coaching staff are aware of the policies relating to junior athletes and that they all have
met child protection policies.
LIAISON
You are an intermediary between the athletes/coaching staff and the event organisers.
Ensure you are aware of the appropriate event contacts, deadlines and other event information.
Ensure you are aware of what is expected of athletes with regards to their responsibility to AC and that
this is communicated to the athletes.
LOCAL CONSIDERATIONS
Food requirements need to be considered when traveling.
Players‟ special diet needs are important, particularly when away from home.
Travel agents can usually obtain information on meals and types of food served by different
establishments.
The availability of fresh water must be established.
Purification tablets should be carried to help overcome any potential problems.
MEALS
Teams often cook/provide some of their own meals when at a tournament. If this is the case everybody
needs to know what they are expected to bring and how they will help.
Meal times need to be set giving consideration to event times. Special diet requirements may also need
to be met.
Confirm when/where full team dinners will be held and communicate attendance expectations.
MEDIA
Discuss with AC the best way to update news articles and social media while on tour.
MEDICAL
Ensure a well-supplied first-aid kit is available
Establish what medical facilities are available at the event (e.g. first aid; physiotherapist etc.), where
the closest hospital is and the afterhour’s doctor and dentist.
All athletes to fill out a medical form with their individual medical requirements.
Know what grounds don’t have easily accessible water as you may need to take your own.
Other supplements of food/drink requirements such as oranges or fluid replacement may need to be
organised.

MEMBERSHIP
All athletes have to be current financial members for the whole tour of AC. Athletes have to be aware
that the membership season changes over 1st July to 30th June the following year, except for Western
Australian athletes’ membership is the 1st October to 30th September the following year.
RULES
Specific rules relating to the event need to be considered as these may differ from regular competition.
TEAM HANDBOOK
Ensure everyone knows what is happening on the tour and what is expected of them, through the team
handbook. An outline on what can be Included in a handbook see appendix 12.

Liaise with AC to compile a list of athletes contact details.

Organise for all the athletes and coaches to attend a meeting prior to departing the tour (if applicable)

ACCREDITATION
All participants will be required to collect their accreditation card.
CANCELLATIONS/TIME CHANGES
Know when and where cancellations will be broadcast and ensure all team members also know.
Organise a contact system for last-minute changes so everyone can be contacted quickly.
CEREMONIES
Ensure team captains arrive on time for any official duties.
Brief teams/participants on behaviour at any official function.
Ensure teams/participants dress in team uniform for any official functions and medal ceremonies.
DISPUTES & DISCIPLINARY
If players are involved in dispute or disciplinary hearings ensure they are aware of the time, date and
venue. Also establish who is able to support them at the hearing and the procedure that will be
followed.
INJURIES
Follow up any injured players to ensure they receive the correct follow-up treatment where necessary.
If they are in hospital, make sure their team-mates and coach are aware of where they are and when
they can be visited.
JUNIOR ATHLETES

RESULTS
Follow the progression table provided at each venue to ensure you know what time your event will be.

ANNEXURE 13 – PARENTS AND SUPORTERS ON TOUR
In light of recent Incidents on a number of tours, any tours that will have any parents or supporters coming on
the tour must sign an agreement that the team manager is responsible for the tour and the athletes on the tour.
The agreement outlines the benefits of a parent/support adhering to the terms of the agreement and the
sanctions if they do not.
In consultation with AC a Team Manager may make changes to the benefits section of the agreement to suit the
tour.
The Team Manager should keep a copy of all signed agreements and send a copy to the team services
administrator.
NOTE the parents on tour and the supports on tour are two separate agreements.

Many parents or guardians wish to join their children on tour and Australian Canoeing Ltd. (AC)

it is a condition of AC including you in team activities and allowing [INSERT NAME] to continue as
part of the tour that you read and accept the terms of agreement with AC that are contained in this
letter.
Background
1. As the national body responsible for the management, coordination, development and
promotion of paddle sports in Australia, AC expects high standards of behaviour from all
people involved in the sport. The purpose of this agreement is to ensure that parents or
guardians that accompany their children on tours are committed to certain behavioural
standards in exchange for inclusion by AC in tour activities.
Agreement
2. If you accept the terms and conditions set out in this agreement, please sign and date the
enclosed copy where indicated and return it to AC. Once you sign this letter, the
agreement will be in force between you and AC and you will have agreed to be bound by
the terms set out in it. If you have any doubts or queries about anything in this agreement
AC will be happy to assist in answering them.
3. In this agreement:
(a) you/your means each signatory parent/guardian named below;
(b) Team Manager means the responsible person appointed by AC to manage the
conduct of the tour and is the delegated representative of AC on the tour; and
(c) Member Protection Policy means AC's Member Protection Policy as amended by
AC from time to time. This is available for review at ACI's website, [INSERT URL].
Behavioural standards
4. You are expected to observe the following behavioural standards when accompanying your
child on tour with AC:
(a) at all times conduct yourself fairly, respectfully and in the interests of AC, the touring
party and the sport of canoeing as a whole, rather than personal or private interests;
(b) recognise and respect the authority and ultimate responsibility of the Team Manager
regarding all aspects of the conduct of the tour;
(c) abide by the conduct requirements set out in Attachment B1 to AC's Member
Protection Policy: General Code of Conduct (enclosed);
(d) abide by the parent/guardian conduct requirements set out in Attachment B6 to AC's
Member Protection Policy: Parent/Guardian Code of Conduct (enclosed);
(e) not comment publicly on AC, the touring party or any AC official without the express
permission of AC or the Team Manager;
(f) not behave in a manner which brings (or would bring) yourself, your child, AC or the
sport of canoeing into disrepute; and
(g) abide by any other directions issued from time to time by AC or the Team Manager.

5. As consideration for your commitment to the behavioural standards, you may receive the
following benefits while accompanying your child on tour with AC, at the complete
discretion of AC or the Team Manager:
(a) opportunities for you to attend competition and training venues (whether at AC, own,
or no cost);
(b) opportunities for you to interact with other parents/guardians, athletes and officials
on the touring party;
(c) opportunities for you to participate in the touring party's social activities;
(d) opportunities for you to attend individual and squad training and development
sessions;
(e) opportunities for you to observe your child in competition and practice;
(f) your child's continuing access to:
(ii) coaching;
(iii) individual and squad training and development sessions;

(iv) competitive opportunities;
(v) sports medicine;
(vi) equipment; and
(vii) the team environment; and
(g) other benefits offered to you from time to time by AC or the Team Manager.
Sanctions
6. If you breach any of the provisions set out in paragraph 4 above, or the behavioural
standards in this agreement, AC or the Team Manager may, in their absolute discretion:
(a) withdraw your entitlement to any of the benefits set out in this agreement;
(b) make a formal complaint against you to be dealt with under the terms of AC's
Member Protection Policy; and
(c) in circumstances AC and the Team Manager deem extreme or particularly serious,
deny your child the chance to participate in competition or practice whilst on tour.
7. There is no appeal from a decision of AC or the Team Manager under this agreement.
Term and termination:
8. This agreement shall commence on the date specified below of you signing this letter and,
subject to the other provisions of this letter, shall terminate on [INSERT DATE].
9. This agreement may be terminated prior to the end of the term by agreement, or by AC by
notice in writing to you if, at any time, you fail to comply with any of your obligations in this
agreement, or commit a breach of discipline.

Australian Canoeing Inc. SUPPORTERS ON TOUR AGREEMENT
Many supporters of Australian Canoeing Ltd. (AC) and its athletes wish to be involved in AC tours
and AC welcomes this involvement. Should you wish to accompany AC or an athlete on the
upcoming tour to [PLACE], it is a condition of AC including you in team activities that you read and
accept the terms of agreement with AC that are contained in this letter.
Background
1. As the national body responsible for the management, coordination, development and
promotion of paddle sports in Australia, AC expects high standards of behaviour from all
people involved in the sport. The purpose of this agreement is to ensure that supporters of
AC and its athletes are committed to certain behavioural standards in exchange for
inclusion by AC in tour activities.
Agreement
2. If you accept the terms and conditions set out in this agreement, please sign and date the
enclosed copy where indicated and return it to AC. Once you sign this agreement, the
agreement will be in force between you and AC and you will have agreed to be bound by
the terms set out in it.
3. In this agreement:
(a) you/your means each signatory supporter named below;
(b) Team Manager means the responsible person appointed by AC to manage the
conduct of the tour and is the delegated representative of AC on the tour; and
(c) Member Protection Policy means AC's Member Protection Policy as amended by
AC from time to time. This is available for review at AC's website, [INSERT URL].
Behavioural standards
4. You are expected to observe the following behavioural standards when on tour with AC:
(a) at all times conduct yourself fairly, respectfully and in the interests of AC, the touring
party and the sport of canoeing as a whole, rather than personal or private interests;
(b) recognise and respect the authority and ultimate responsibility of the Team Manager
regarding all aspects of the conduct of the tour;
(c) abide by the conduct requirements set out in Attachment B1 to AC's Member
Protection Policy: General Code of Conduct (enclosed);
(d) abide by the spectator conduct requirements set out in Attachment B8 to AC's
Member Protection Policy: Spectator Code of Conduct (enclosed);
(e) not behave in a manner which brings (or would bring) yourself, AC athletes, AC or
the sport of canoeing into disrepute; and
(f) abide by any other directions issued from time to time by AC or the Team Manager.
