1 Scope
This document applies to all kinds of safety glass used in vehicles, buildings and
railway rolling stock, including laminated glass A/B used as windscreens in vehicles,
zone-toughened glass for windscreens, laminated glass A/B or toughened glass used
for other than windscreens of vehicles; laminated glass and toughened glass used in
buildings; laminated glass for windscreens in railway rolling stock, laminated glass,
toughened glass and insulated safety glass for other than windscreens in railway
rolling stock.
2 Certification Model
Product sampling test + initial factory inspection + follow up inspection
3 General requirements for certification
3.1 Application for certification
3.1.1 Defining application unit for certification
3.1.1.1 In principle, an application unit for certification is defined by the category,
thickness, structure and color of the products to be certified.
3.1.1.2 Automotive Safety Glass
a) Laminated glass A/B for windscreens
A unit is defined by the nominal thickness of glass product, which means that the
same nominal thickness of the laminated glass is considered as one unit. A form
attached in Table 1 of Appendix 2 shall be filled out for each unit of product.
b) Zone-toughened glass for windscreens
A unit is defined by the nominal thickness of glass product, which means that the
same nominal thickness of the zone-toughened windscreens is considered as one unit.
A form attached in Table 2 of Appendix 2 shall be filled out for each unit of product.
c) Laminated glass A/B used for other than windscreens
A unit is defined by the nominal thickness and color of glass product, which means
that the same nominal thickness and color of the laminated glass A/B is considered as
one unit. A form attached in Table 1 of Appendix 2 shall be filled out for each unit of
product.
Note: The color is divided into two ranges: one for light transmission more than or
equal to 70%, another one for light transmission less than 70%.
d) Toughened glass used for other than windscreens

A unit is defined by the nominal thickness and the color of glass product, which
means that the same nominal thickness and the color of the toughened glass is
considered as one unit. A form attached in Table 3 of Appendix 2 shall be filled out
for each unit of product.
Note: The color is divided into two ranges: one for light transmission more than or
equal to 70%, another one for light transmission less than 70%.
3.1.1.3 Architectural Safety Glass
a) A unit of laminated glass is defined by the nominal thickness, color of interlayer
and structure of glass product, which means that the same nominal thickness, color
of interlayer and structure of the laminated glass is considered as one unit. A form
attached in Table 4 of Appendix 2 shall be filled out for each unit of product.
b) A unit of toughened glass is defined by the nominal thickness of glass product,
which means that the same nominal thickness of the toughened glass is considered
as one unit. A form attached in Table 5 of Appendix 2 shall be filled out for each
unit of product.
3.1.1.4 Safety glass for railway rolling stock
a) Laminated glass for windscreens
A unit of laminated glass is defined by the nominal thickness and structure of
glass product, which means that the same nominal thickness and structure of the
laminated glass is considered as one unit. A form attached in Table 6 of Appendix 2
shall be filled out for each unit of product.
b) Laminated glass for other than windscreens
A unit of laminated glass is defined by the nominal thickness and structure of
glass product, which means that the same nominal thickness and structure of the
laminated glass is considered as one unit. A form attached in Table 7 of Appendix 2
shall be filled out for each unit of product
c) Toughened glass for other than windscreens
A unit of toughened glass is defined by the nominal thickness of glass product,
which means that the same nominal thickness of the toughened glass is considered as
one unit. A form attached in Table 8 of Appendix 2 shall be filled out for each unit of
product.
d) Insulated safety glass for other than windscreens
A unit of insulated glass is defined by the nominal thickness and structure of
glass product, which means that the same nominal thickness and structure of the
insulated glass is considered as one unit. A form attached in Table 9 of Appendix 2
shall be filled out for each unit of product.
3.1.2 Application documents

A formal application for certification shall be submitted, together with the documents
required according to Regulations for Compulsory Product Certification, and by the
certification bodies, which include:
a) brief introduction of the manufacturer;
b) quality management documentation;
c) standards or safety specifications for product
d) product test reports;
e) a list of major production facilities and test, measuring apparatus and calibration
certifications;
f) product descriptions;
g) a list of major suppliers for critical raw/auxiliary materials.
h) other necessary documents
3.2 Product sampling test
3.2.1 The applicant shall submit the samples for test to the product standards required
by certification schemes.
Note: Disposal of samples and related documents: the samples tested to conformity
and/or the related documents should be handled in appropriate ways after test.
3.2.2 Grouping of samples and test items
a) Grouping of samples and test items for automotive safety glass are referred to
requirements specified in GB9656 Safety Glazing Materials for Road Vehicles. The
quantities of samples and test items required for various automotive safety glass are
given in Appendix 3.
b) Grouping of samples and test items for architectural safety glass are referred to
requirements specified respectively in GB9962 Laminated Glass, GB9963
Toughened Glass and GB17841 Heat Strengthened and Toughened Glass for
Curtain Walls. The quantities of samples and test items required for various
architectural safety glass are given in Appendix 4.
c) Grouping of samples and test items for safety glass used in railway rolling stock are
referred to requirements specified respectively in GB18045 Safety Glass for
Railway Rolling Stock and GB14681 Electrically Heated Glazing Materials for
Locomotives and Ships. The quantities of samples and test items required for
various railway rolling stock safety glass are given in Appendix 5.
3.3 Initial inspection of the factory
3.3.1 Timing of factory inspection

Generally, the initial factory inspection should be carried out after the application
documents submitted meet the requirements.
The duration for the factory inspection is calculated based on the number of
application units for certification, taking into considerations of the scale or size of the
factory, normally 4~6 man-day for each manufacturing premise.
3.3.2 Contents of inspection
3.3.2.1 Assessment of factory quality assurance ability
The Requirements of Factory Quality Assurance Capability Assessment is of the basic
requirements for initial factory inspection covered by this rule, which may also be
carried out according to the specific requirements set by the certification body, if
necessary.
(The inspectors assigned by the certification body shall carry out the factory quality
assurance capability assessment according to the Requirements for Factory Quality
Assurance Ability).
3.3.2.2 Check of consistency of product is to:
a) verify whether or not the critical raw/auxiliary materials used for product applied
for certification are in consistency with those stated in the application documents;
b) verify whether or not the tests for product applied for certification are done in
accordance with the required frequency;
c) test the randomly selected samples at premise for verification of safety
characteristics .
3.3.2.3 All the products to be certified and the manufacturing/processing premises
shall be covered for inspection of factory quality assurance ability and of consistency
of the products
3.4 Evaluation of certification results and approval of certification
3.4.1 Evaluation of certification results
3.4.1.1 Sample Test
All the test items for safety characteristics shall comply with the requirements
specified in the relevant standards. Should any one do not comply, certification shall
be terminated. The applicant can reapply for certification after effectively taking
corrective actions.
3.4.1.2 Initial Factory Inspection

The evaluation results are classified into 3 levels:
a) if there is no nonconformity found during the whole inspection process, the
factory inspection shall be deemed as satisfactory;
b) if there are minor non-conformities found which do not adversely affect the safety
characteristics of the product, the manufacturer shall take the necessary corrective
measures in a specified interval. The factory inspection shall be deemed as
satisfactory after the evidence submitted is verified by the inspection team for its
effectiveness;
c) if there is a major nonconformity found or factory does not have the ability to
produce the products which conform to relevant standards, the factory inspection
shall be then terminated.
3.4.2 Approval of Certification
After the results of both factory inspection and sample test are evaluated to conform
to the requirements, the certification body shall issue the certificate(s). The use of
certification shall comply with the requirements specified in the Regulations for
Compulsory Product Certification.
3.4.3 Time frame
The time frame for certification means the working days from the acceptance of
application till issuance of the certificates, which includes the time of sample test,
factory inspection, evaluation on certification results and approval of certificates as
well as the preparation of the certificates.
It normally takes 30 working days for sample test, starting from the date of receiving
the samples and 5 working days for submission of factory inspection report.
It will generally not exceed 5 working days for evaluation of certification results,
approval and preparation of certificates.
3.5 Follow up inspection
3.5.1 The frequency of the follow up inspection
3.5.1.1 The follow up inspection shall normally be carried out at least once per year,
starting from 12 months of receiving certificates.
3.5.1.2 The frequency of follow-up inspection should be increased if any of the
following cases occurs:
a) when the certified product has serious quality problems or there is a customer

complaint about the quality which has been confirmed to be the certificate holder’s
responsibility;
b) when the certification body has some queries on the conformity of the certified
product against the requirements of safety standards with sufficient reasons;
c) when there is sufficient information that indicates the conformity or the
consistency of the certified product may be affected by the change of
organizational structure, production condition and/or the quality management
system of the factories/manufacturers.
3.5.2 Contents of the follow-up inspection
3.5.2.1 Model of the follow up inspection
The model of the follow-up inspection: re-assessment of factory quality assurance
ability + check of consistency of products certified + sample test.
3.5.2.2 Reassessment for the factory quality assurance ability
The reassessment for factory quality assurance ability shall be carried out according to
Requirements of Factory Quality Assurance Ability by the certification body. The
time frame for such reassessment is calculated normally on 1~4 man-day per each
manufacturing/processing premise.
The reassessment shall cover all the requirements set out in Requirements of Factory
Quality Assurance Ability within 4 years, starting from the date of obtaining the
certification. In the fifth year, an overall reassessment for the factory will be required
according to Requirements of Factory Quality Assurance Ability. The scope of
reassessment and the time frame arranged for such activity is the same as the initial
factory inspection.
The span of the overall reassessment shall be 4 years.
3.5.2.3 Check of consistency of product
As described in sub-clause 3.3.2.2
3.5.2.4 Product sampling test
Within 4 years starting from the date of obtaining the certificates, the representative
products from some of the certified units shall be selected for test for safety
performances. In the fifth years, the representative products from each unit shall be
selected for test for safety performances. The quantities and test items please refer to

Appendix 3 and 4.
The span for test of all the certified units shall be 4 years.
3.5.3 Evaluation of the follow-up inspection results
The qualification for the certification and the use of certification marks can be
retained for the positive results of the follow up inspection. Should there be any
nonconformity found, the corrective actions shall be taken within three months. The
certification will be withdrawn and the use of the certification marks be stopped if
overdue. The notification of such withdrawal will be made public.
4 Maintenance and change of the certification
4.1 The validity of the certificate
The certificates for products covered by this Rule principally have no expiry date and
their validity depends on the regular follow up inspection by the Certification Body to
maintain the validity.
4.2 Change of the certification
4.2.1 Procedure for change
When changing the certified range of the product within the same unit, the
certification holder shall first apply for such change and the Certification Body will
review the consistency of the changed product with certified product and then verify
the effectiveness of previous certification results on the changed product, to decide
the need for additional test(s) or inspection based on the differences.
After approval, either a separate certificate can be issued or the original certificate can
be replaced on the request of the certificate holder.
4.2.2 Requirements for sample
According to the procedure for change, the parameters/data for changed product are
compared with the certified to decide the need for further test of product for which the
test items are listed in Appendix 3, 4 and 5.
4.3 Suspension, cancellation and withdrawal of certification
Suspension, cancellation or withdrawal of certification shall be in accordance with the
requirements of the Regulations for Compulsory Product Certification.

5 Use of Compulsory Product Certification Mark
The certificate holder shall follow the Regulations for Compulsory Product
Certification Mark.
5.1 Use of certification mark
The products listed in the Rules shall not be allowed to use any derivation of
certification mark.
Safety glass manufacturers can apply the certification mark to the certified product
after the certification is granted by the Certification Body.
5.2 Design of the mark allowed to use
5.3 Application of mark
The application of certification mark to automotive safety glass or railway rolling
stock safety glass can be such a method as transfer printing, silk screen printing,
etching or sand blasting, as appropriate. The marking shall be permanent and legible.
The application of certification mark to architectural safety glass can be temporary or
permanent. If temporary, the marking can be removed after installation.
The mark shall be applied near the trade mark on the product, where appropriate.
6 Charge
The certification shall be charged by the certification body according to the
national statutory structural fee chart.

Appendix 1
Compulsory Product
Assurance Ability
Certification
Requirements
for Factory’s
Quality
Manufacturer shall meet the requirements for factory’s quality assurance ability
specified in this document, in order to ensure that all certified products are identical
with the sample(s) against which the type test was approved.
1. Responsibilities and Resources
1.1 Responsibility
Manufacturer shall define the responsibilities and inter-relations of all the personnel
involved in quality activities. And manufacture should appoint a management
representative for quality, who, irrespective of other responsibilities, shall be
responsible to:
a) ensuring that quality system, which meets the requirements of this document, is
established, implemented and maintained.
b) ensuring that the products with the compulsory certification mark are produced in
conformity with the standards to which they were certified.
c) establishing documented procedures to ensure that compulsory certification marks
are kept and used appropriately.
d) establishing documented procedure to ensure that the compulsory certification
mark is not affixed on any non-conforming product or changed product that was
not notified to certification body.
The management representative for quality shall be competent to perform the work.
1.2 Resources
Factory shall be equipped with necessary production facility and testing equipment in
order to consistently manufacture the products in conformity with relevant standards.
In addition, and factory shall provide relevant human resources, to ensure that
personnel performing work affecting product quality is competent, and shall establish
and maintain necessary environment suitable for manufacturing, testing and
inspection, storage etc.
2. Documents and Records
2.1 Manufacturer shall establish and maintain documented quality plan or relevant
documents for certified products, and the documents need to ensure that related
processes to product quality are operated and controlled effectively. Quality plan shall
define the objective of product design, realization process, test and related resource,
as well as the requirements for changes (i.e. specification, processing, critical
components etc.) to certified products, use and management of marks.
Standard or specification which the design is based on, as one essential part of quality
plan, shall be more strict than the requirements specified in this Rules.

2.2 Manufacturer shall establish and maintain documented procedure to control the
documents required in this document, to ensure that
a) all documents issued and changed shall be approved by authorized personnel prior
to issue and change.
b) changes and current revision status of documents are identified to prevent
unintended use of obsolete documents.
c) relevant valid versions of applicable documents are available at points of use.
2.3 Manufacturer shall establish and maintain documented procedures to define the
controls for the identification, storage, protection and disposition of records. Records
shall be legible, integral to provide evidence of product conformity to requirements.
Records shall be retained for an appropriate period.
3. Purchasing and receiving Inspection
3.1 Control of Supplier
Manufacturer shall establish the procedures that define the criteria for selection,
evaluation and routine supervision of supplier, which provide critical components and
material, to ensure the supplier has ability to provide the critical components and
material in accordance with requirements.
Records of the evaluations and routine supervision shall be maintained.
3.2 Inspection/Verification for Critical Components and Material
Factory shall establish and maintain procedures of inspection or verification for
purchased critical components and material, and procedure of periodic verification
inspection, to ensure that critical components and material meet specified certification
requirements.
Inspection for purchased critical components and material may be carried out at the
factory or supplier’s premises. Where inspection is performed at supplier’s premise,
Manufacturer shall specify the intended inspection requirements to supplier.
Manufacturer shall maintain records of inspection or verification of critical
components, verification inspection records, evidence of conformity and relevant
inspection data, etc.
4. Process Control and Inspection
4.1 Manufacturer shall identify critical production processes and arrange operators
with appropriate qualification at the processes. Where product quality can not be
guaranteed when no operating document, appropriate operating instructions shall be
prepared to make production processes under control.
4.2 Where environment condition is required, factory shall meet the requirements.
4.3 Manufacturer shall monitor and control appropriate process parameters and
product characteristics, as applicable.
4.4 Manufacturer shall establish and maintain maintenance procedure for the
manufacturing equipment.
4.5 Production shall be inspected at appropriate stages of manufacture to ensure that
products, components and parts are in accordance with the certification approved
sample.

5. Routine Tests and Verification Tests
Factory shall establish and maintain documented routine tests and verification tests
procedures to verify and demonstrate that products are in compliance with relevant
requirements. The procedures shall include test items, contents, method, acceptance
criteria etc. Test records shall be maintained. Routine tests and verification tests shall
meet the requirements specified in relevant product certification implementation rule.
Routine tests are performed on 100% of production and are normally carried out at the
final stage of production. Normally no further operations, except for labeling and
packing, may be carried out after these tests.
Verification tests are tests on samples taken randomly in order to verify and
demonstrate that products consistently meet standard requirements.
6. Inspection and Test Equipment
The equipment used for inspection and test must be regularly calibrated and checked
for correct operation, and meet inspection and test capacity requirements.
Manufacture should stipulate the operation rules of the inspection and test equipment.
Testing personnel should follow the rules and use the equipment correctly.
6.1 Calibration
Inspection and test equipment used for determining the conformity of the products
being manufactured shall be calibrated on a regular basis. All calibrations undertaken
on such equipment must be traceable to national or international standards. For
in-house calibration, the method, acceptance criteria, calibration interval etc. shall be
documented. Calibration status of the equipment shall be easily identified by operator
and personnel in-charge.
Calibration records shall be maintained appropriately.
6.2 Functional Check
The Functional check to the equipment used for routine tests and verification tests
shall be undertaken on a daily basis. When functional check is found to be not
satisfied with specified requirements, arrangements shall allow previous product to be
traced, retrieved and re-tested if necessary. Operator shall be instructed on what action
is to be taken if a functional test is found to be unsatisfactory.
The results of functional check and all subsequent corrective action taken must be
recorded.
7. Control of Non-conforming Product
Manufacturer shall establish procedure of control of non-conforming product, which
shall includes identification method, segregation, disposal, corrective action and
preventive action. Repaired and reworked product shall be re-tested. Records of
repairing for critical components and parts and disposal of non-conforming product
shall be maintained.
8. Internal Audit
Internal audit procedures shall be established and documented to ensure that quality

system is implemented effectively and certified products are complied with specific
requirements. The results of internal audit shall be maintained.
Factory shall keep records of all complaints, especially to a product’s non-compliance
with requirements of relevant standard, and make these complaints as one of input of
internal audit.
Corrective and preventive action shall be taken to non-conformities and records shall
be maintained.
9. Changes to Certified Product
Any constructional Changes from original sample for Type Testing should be
controlled so as to make certified products consistently be in conformity with relevant
standard.
Manufacturer shall establish procedures to monitor changes of the critical component,
material, construction and factors that may affect compliance with relevant standard.
The changes on certified products must be notified to the certification body for
authorization, prior to their implementation.
10. Packing, Handling and Storage
Finished products shall be packaged, stored and handled in such a way as to ensure
that they will continue to comply with the applicable standards.
