Royal Commission for Jubail & Yanbu Saudization Program for Jubail Saudization Forms Industrial Sector (New Investor) G.T/Others/20-09-1432-H Rules and Regulations for Saudization Program 1. Investor shall acknowledge that they are committed to recruit, employ, train and keep Saudi nationals as an integral part of their workforce and staff in Jubail Industrial City or Ras Al-Khair Industrial City. Investor shall provide training programs to Saudi Nationals, as potential employees, and to Saudi employees to achieve a target Saudization percentage of 15% in the first year of operation, and to increase that percentage by 5% annually. 2. Investor may be subject to penalty for violation of item 1 above in accordance with the Royal Commission rules and regulations. 3. Investors who enter into contract agreements with contractors, subcontractors, and other third party service providers shall apply the same Saudization percentages on their contractors, and subcontractors. Investors shall report Saudization information regarding their contractors, subcontractors, and third party providers to the Royal Commission. 4. A ten-year plan, as indicated in attached Form (C), shall be completed by the investor and submitted to the Royal Commission. Form (C) shall be used as a guide, or a model, to forecast Saudization percentage increase by 5% annually. RC anticipates that, for new investors, the total Saudization percentage shall reach 60% after 10 years of operation, as per From (C). 5. In the tenth month of each year, investor shall fill out and submit Form (D)to RC’s Saudization Program. Form (D) shall reflect the plan for Saudization of existing and new positions for the following year. 6. At the end of each quarter, investor shall submit to RC’s Saudization Program a report that reflects the changes in Saudis employment percentages. 7. The Royal Commission management and staff are willing to provide to the investors all the support, assistance and cooperation required to develop training programs to enable Saudis to perform assigned responsibilities, specific duties, and job functions as required by the investors and or the industries.
