2017 Seabreeze Tournament
Tournament Rules
1. The 20171 USA Softball Rules will be in effect unless otherwise stated below.
2. No travel ball players allowed at this tournament. Any team found to have a travel ball player (practiced or played with
a travel team after March 31, 2017) on their roster will forfeit their right to play in the tournament. NO REFUNDS
WILL BE GIVEN!
3. Official USA Softball approved softball bats must be used. Bats & Helmets may be inspected by Umpires at any time.
4. Softballs will be supplied by CSA and will be the only balls used.

8U – 10” Worth/Rawlings RIF Level 1

10U – 11” Worth/Rawlings RIF Level 10

12U & 14U – 12” Worth/Rawlings “Dream Seam”
5. Each team agrees to hold harmless any and all individuals, organizations, government bodies, the City of Carlsbad and
Carlsbad Softball Association (CSA) from any injury that may occur due to participation in the tournament.
6. No jewelry or metal clips will be allowed to be worn during games. Hard plastic visors will not be permitted.

7. Distance between all bases will be 60 feet.

9. Home Team Determination: For Pool Play a coin toss will occur 10 minutes prior to the game which will determine
the home team. A representative from each team must be present. For Bracket Play the higher seeded team shall be the
home team (for example if the no. 3 seed is playing the no. 5 seed, the no. 3 seed is home team.) If both teams have
equal seeds, a coin toss will determine home team.

CSA will provide line up sheets and an Official Score Card. The Official Score Card must be signed by both
Managers and the Umpire, and the Umpire will then give the card to the Site Coordinator within 10 minutes after the
game is completed. Once posted to bracket boards and/or www.carlsbadsoftball.org, all scores are FINAL (No
Exceptions).

Home team will keep the Official Score Book. It is recommended that each team keep their own score book and
those scorekeepers compare scores each inning so any discrepancies can be dealt with immediately. At the
completion of the game, the score of the home book will be official.

Line up cards must include the following:
 First name
 Last initial
 Uniform number

The FIRST team listed on the schedule will take the 3rd base dugout. The only exception will be for a team with
back-to-back games on the same field.

Any team not prepared to play at game time shall forfeit the game. Teams are responsible for checking bracket boards
for game times.
10. Pool Play Game Times:
a. In the 8U division, no new inning shall start after 1 hour 15 minutes.

b. In all other divisions, no new inning shall start after 1 hour 20 minutes. (Start time for a new inning begins
when last out is made of previous inning.) If home team is winning, while at bat, and time expires, score stands
– game over. Ties will stand in pool play.
11. Bracket Play
No new inning shall start after 1 hour 20 minutes. (Starting time for a new inning begins when last out is made of
previous inning.) The game is over when time expires if:
1) The Home team is winning, while at bat;
2) The visiting team is down by more than the run limit;
3) The home team is down by more than the run limit.

Bracket play games will immediately go to international tie-breaker.

Championship game for 8U and 10U will be 6 innings (proceed to International tie-breaker, if tied).

Championship games for 12U and 14U will be 7 innings (proceed to international tie-breaker if tied).
12. Courtesy runners:
Per USA Softball if batting 9 or using DP/Flex. If batting around, the courtesy runner for the last recorded
pitcher or catcher will be the last out on record. If the last out is a pitcher or catcher, then the next out will be used. Per
USA Softball rules, the same courtesy runner may not be used twice in the same inning.
13. Maximum runs per inning:

8U – 4 runs.

10U and 12U – 6 runs.

14U – No limit.

The last inning of the championship game will be open.
14. 8U MODIFICATIONS:

Must bat around. No DP/Flex. Free substitution policy.

Stealing: Stealing limited to ONE BASE PER PITCH.

Batter-Runner cannot immediately steal to Second Base if award a Base on Balls.

10 players are allowed in the field.

3 outfielders and “rover” must start 15 feet behind base path until the ball is hit, or a play is made on a runner (as a
result of a batted ball.)

No dropped third strike or infield fly rule.

Home plate is “FROZEN” and runners can only advance home on batted balls, base on balls (with the bases
loaded), or an umpire award.

Pitching distance is 30ft.
15. NO INFIELD PRACTICE WILL BE PERMITTED. All pre-game practice should be conducted on grass area
surrounding fields or in designated areas. Should a game be in progress, teams must remain outside the foul lines.
16. NO POST-GAME PITCHING CIRCLE CELEBRATIONS. This will significantly impair the field maintenance
crew’s ability to prepare the fields. Teams are requested to ‘clean-and-clear’ the dugouts, as quickly as possible, to
assist in field preparations.
17. Batting:

10U, 12U and 14U have the option of the following for Pool, Bracket or Championship play:
1. May bat around
2. Batting the starting lineup of 9 players (with substitutions).
3. Utilize the DP/FLEX player rule.
18. PROTESTS: ALL UMPIRE CALLS WILL BE FINAL. GAME PROTESTS WILL NOT BE CONSIDERED.
19. Mercy rule: Per USA Softball rules, applies in all divisions. 15 after 3, 12 after 4, and 8 after 5.
20. Restricted Activity:

At no time shall any players, coaches, managers, or spectators be allowed to drink alcoholic beverages at any
tournament park property.

Motor home (RV) parking is not allowed at any Seabreeze Tournament site.

Noise-makers (including bells, whistles, air horns, etc.) are not allowed in any park at any time.

Arguments or unruly behavior by managers, coaches or fans will result in ejection from the tournament.

There are no dogs (any size) allowed in any of the parks at any time.
Tournament Seeding Protocol
1. Keep accurate scores of all games including:
1. Wins (2 points for each win)
2. Losses (0 points)
3. Ties (1 point for a tie)
4. Runs Allowed

5. Runs Scored
2. After every team has played two games:
1. The team with the most wins is seeded first
2. If there is a tie, head to head result if applicable
3. If there is still a tie the team with the most wins and the least runs allowed is first
4. If there is still a tie the team with most wins, least runs allowed and most runs scored is first.
5. If there is still a tie the Tournament Site Coordinator will flip a coin as a tie-breaker.
3. Repeat the process for second, third, & fourth.
4. Once all teams in the division are seeded, they will be placed on the proper position on the single elimination bracket.
5. In Bracket Play, winning teams will advance to the next game, losing teams are eliminated.
