DEPARTMENT OF THE ARMY JOINT BASE MYER – HENDERSON HALL 204 LEE AVENUE FORT MYER, VIRGINIA 22211-1199 IMNE-MHH-MWR March 15, 2017 MEMORANDUM FOR: Players and Coaches SUBJECT: 2017 Joint Base Myer-Henderson Hall Intramural Level Softball League and/or Command Play-off’s 1. Reference: a. AR 215-1, Morale, Welfare and Recreation Activities, dated 24 September 2010. b. 2017/18 ASA Softball Rules. e. 2017 JBM-HH Softball MOI. 2. Purpose: This MOI prescribes the procedures for the conduct of the Joint Base MyerHenderson Hall 2017 Intramural Softball League and Command Play-off’s. 3 May 2017 Registration/Roster Deadline www.quickscores.com/jbmhh Rosters must be turned in prior to first game of the season. If roster is not turned in prior to first game, team will forfeit first game. 8 May 2017 Season Begins JBM-HH Sports Complex 3. Participation: Each unit/company may enter one or more teams. All team members are subject to the player eligibility rules as outlined in the Joint Base Myer-Henderson Hall MOI. All team members must have their Military/DOD identification card with them at all times, in the event any questions regarding player eligibility. 4. Eligibility for Combining of Companies: Eligibility limited to military personnel assigned or attached to the participating companies. Companies with fewer than 150 military personnel may enter combined teams as long as their combined strength does not exceed 150 personnel. All individuals within these companies must play with the same team throughout the season. Request to combine companies must include the signed concurrence of all Commanders, OIC and/or NCOIC involved and the justification for this action. The JBM-HH (Joint Base MyerHenderson Hall) Sports Office will review the case by case requests to combine for approval prior to the ROSTER SUBMISSION DATE. 5. Formulation of Teams within Joint Base Myer-Henderson Hall: Any company or department that is assigned to JBM-HH can enter a team as long as the following stipulations apply: The section or department that is formulating a team can recruit players from other sections or departments within the organization they are assigned or attached. CIVILIAN PARTICIPATION: DOD Civilians assigned to JBM-HH and family members are authorized to participate in the intramural softball league with the following guidelines: a. Spouses may participate only with their sponsor’s unit and they must provide a valid ID card. b. Family members other than spouses can participate in the intramural softball league and command play-offs with the following guidelines and they must also provide a valid ID card: 1) Must have graduated from high school. 2) Must not be eligible for CYSS programs. 3) Must be 18 years of age or older. c. Teams failing to meet eligibility criteria will lose the game or match in question, by forfeit and the ineligible player will remain ineligible for the remainder of the season. 7. Team Structure: Each team that is entered into the JBM-HH Intramural Softball league can have the following number of participants: 15 individuals (14 players + 1 non-playing coach) for any game. 8. Game Format: a. Playing time will be limited to fifty-five (55) minutes. b. A team may start the game with eight (8) or nine (9) players (league only); the ninth or tenth player is an automatic out when their turn in the lineup arrives. When he or she arrives they can enter the game at the bottom of the lineup. However, in the Command Play-off’s the game must start with the regulation number of 10 players each side. c. Mercy Rule: 20 Runs after 3 innings, 15 runs after 4 innings, 10 runs after 5 innings. d. Base Stealing: is not authorized in this league. e. Ball and Strike Count: Batters will start their turn at bat with a 1-Ball and 1-Strike Count. No courtesy foul allowed. f. Home Team: 1. During regular season the Home Team is listed first on schedule. 2. Command Play-offs the home team will be determined by a coin toss. g. League Format: Regular season will be in round robin format, i.e., 1, 2 or 3 times playing each team in league or division. 2 IMNE-MHH-MWR SUBJECT: Memorandum of Instruction (MOI) for the 2017 JBM-HH Intramural Softball Program h. Play-offs: The top three teams from each division or if only one division, up to six teams maximum, will advance to the Command Play-offs. i. Shoes: Participants may not wear screw-in, screw-on, metal cleats or metal track shoes. Molded rubber-cleated shoes are the only authorized type that will be legal in the League. j. Jewelry: For safety reason, all jewelry, rings, hairpins and earrings must be removed, if anyone declines to remove these items they cannot participate in the game. k. Injured Player with Blood: A player, coach or umpire who is bleeding or who has blood on his uniform shall be prohibited from participating further in the game until appropriate treatment can be administered. If medical care or treatment is administered in a reasonable length of time the individual will not have to leave the game. The length of time considered reasonable is left to the umpire’s judgment. Uniform rule violations will not be enforced if a uniform change is required. The home plate umpire will: Stop the game and allow treatment if the injured person would affect the continuation of the game. Immediately call a coach, trainer or authorized person to injured player. Apply the rules of the game regarding substitutions, re-entry and short-handed player if necessary. 9. CONDUCT: a. Acts such as verbal abuse, profanity, taunting, threats and fighting have no place in any JBM-HH Sports Program. b. Any coach or player ejected or asked to leave the playing area; must leave area, out of sight and sound, within one (1) minute. Failure to comply will result in a forfeit for that game only. c. Players or Coaches ejected from any game lose the right to participate in the current game and the following game. 10. Administration of League and Command Play-off: a. Forfeits: Game time is forfeit time. Grace period of ten (10) minutes is in effect for the first game of the day during the league only: This grace period is for bonafide military requirements of the company, vehicle failure or inclement weather. To receive this grace period the Sports Office must be informed as soon as the incident arises. However this section will not apply to the Command Play-off s. When teams forfeit two (2) games during the season, that team will be dropped from the league, and they will not be allowed to participate in the Intramural Command Play-off. When a team forfeits out of the league, their remaining games will be forfeited wins for their opponents. . b. Tie Breaker: When teams are tied at the end of regulation the International Tie Breaker (ITB) procedures will be followed according to ASA rules. 11. Protests: a. Any protest based solely on the judgment of the official will not be accepted. c. When verbal protest is lodged by the coach of a team and not satisfactorily explained by an official, coach will notify the official he is playing this game under protest conditions. The official will stop the game and record that the game is being played under protest in the scorebook. Once this has been done the game will resume. Following information will be provided to the scorekeeper; time, date and what is being protested by the head referee. d. A formal written protest must be filed by the offended Coach within 24-hours of said protest and contain the following information: 1) Date and time of game. 2) Name of game official. 3) Rule and section in ASA Rule Book or by this Memorandum of Instruction the protest is based on. 4) Regarding player eligibility the following must also be included in the protest; the player's name and number. e. The JBM-HH Program Administrator will decide all protest rulings. 12. AWARDS: The following awards will be presented for this program. League(s): 1st Place Team Award (for each League) Play Off: 1st, and 2nd Place Team Awards 1st Place Individual Awards (NTE 15 per team) 13.
