Background




Before1993 the Air-Navigation Services in Germany were
performed by the federal agency BFS.
ANS was and is a sovereign task following the German
constitutional law (GG Art. 87d)
The personnel were civil servants
(ATCO, ATSEP and Administration)
Training and permissions of ATCO and ATSEP were ruled in
detail by Federal Civil Servants Law, complying with
international (ICAO etc.) and national recommendations

Corporatisation




In 1993 the German Constitution was changed:
“The form of organization, be it under public or private
law, is ruled by Federal Law.“
So in 1993 the „DFS Deutsche Flugsicherung GmbH“ was
founded
DFS is owned 100% by state, but privately organized
(=corporatised)
To furthermore ensure due standards and quality of training
and permissions for ATCO and ATSEP, the Aviation Law
was changed und a decree was released by MoT:

This decree defines:

the requirements on qualification, ability and eligibility of
ATS/CNS personnel requiring a licence (ATCO and ATSEP
as laid down in Aviation law)


technical qualifications, types and scope of licences.
also provides the procedures for the acquisition of licences
and ratings and their revocation or limitation.


Basic knowledge of Air Navigation Services and the consequences of their
actions on the overall System of ANS and Aviation (Awareness)

proof of competence for their very special tasks

continual proof of proficiency

regular proof of personal eligibility

regular police examination

regular proof of medical fitness

Initial Training of ATSEP shall be structure:

Based on Eurocontrol CCC (Common Core Contend)
Now applies the new Implementation Rule IR 2017/1377
All the possible qualification streams are grouped into

Groups of ratings (EBG)
In DFS ATSEP-ratings shall be grouped (=EGB), so that it can
be:
“achieved and holded by an average ATSEP”
After many approaches, DFS together with its Works Council
found an agreement on this term:
The maximum qualification time – excluding Basic and
Qualification training – shall be 340 days.
Every ATSEP has to prove its Competence:
- Theoretical test every year
- Prove of minimum 100 days of operational service per
2 years
- If insufficient, retraining is agreed
