Purpose of this document
In the framework of CW1 (Portal interoperability and content management), Finsiel has
been requested to add user-oriented sw functions to the Portal, in order to support both
the external contributors to provide content and the EC CHM managers to validate such
content.
This document reports the guidelines to contribute and manage the content of the EC
CHM Portal, with reference to the Zope version developed in 2001 and describe the sw
functions currently available.


how the EC CHM managers approve the content provided by external contributors;

how the EC CHM can interact with other sites, exchanging information and

to collaborate in the creation and management of dynamic

The extranet tool developed under the IDA Programme and
which constitutes the kernel of the EIONET system; CIRCLE

1 EC CHM portal – structure and content
1.1
General view
The European Community (EC) is committed to facilitate public access to information
relevant to biodiversity conservation. The EC CHM is a one-stop-shop for such information. For example, it provides access to information on policies, legislation, funding
opportunities, databases, and sources of expertise held by the European Community
institutions. It provides links to other institutions and organizations (governments, private and NGOs) keeping useful information elsewhere in Europe and around the world.
It also links to web sites of global organizations such as the Secretariat of the Convention on Biological Diversity. The EC CHM portal is therefore a key tool for anyone who
wants to know more about biodiversity.
It provides tools (such as search facilities) to find information from various perspectives
to meet the needs of different users. The EC CHM allows you to find out what information is available and to access it. Data and information available through the EC
CHM is however kept and maintained by the holders of the original sources of information.
The structure of the web site guides the user in the search for information. This structure largely follows the four strategic goals of the CBD’s Clearing-House Mechanism:

The structure
The EC CHM focuses on meta-information and as such the web site is developed according to the principle of a standard EIONET portal. ‘Portal’ is generally synonymous
with gateway, for a web site that is a major starting site for users when they get connected to the Web or that users tend to visit as an anchor site. There are general or
horizontal portals and specialized or vertical portals. The EC CHM falls in the latter category and is specialized in biodiversity information in the EC.
It was ported by Finsiel and Finsiel Romania from a flat structure (HTML and JSP pages) to a dynamic portal architecture, using the Internet and application server Zope and
the common tools an EIONET-compliant website is accustomed with (PTK, YihawDirectory product, etc.). An “EC Directory of information sources” (Roadmap) database built
using MySQL RDBMS stores the data about the information sources relevant for the
EC CHM. Trough JSP pages powered by the Java engine, specially designed Zope
products dynamically build HTML pages with the content of the Roadmap database.
1.2.1
The front page
The front page is the central point of access to the EC CHM, leading to the four strategic goals and the supporting facilities (Figure 1).
First page structure:

A search bar containing all various possibilities:
o
advanced options for searching information sources on biodiversity-related matters, as stored in a metadatabase, the EC CHM
directory of information sources;
o
the second search (powered by Atomz) is set up to find free text
in the EC CHM web site (all HTML and PDF files) using various
advanced parameters;
o
the third option (using Netscape Compass Server) provides free
text search in a number of selected web sites relating to biodiversity and the EC CHM;

A left-hand side (LHS) navigation panel, with blue background, containing
buttons for the portal channels and other sites and services (Frequently
asked questions, feedback, user registration);

The main categories are organized in tabs and constitute the center of the
page, with the listing of the principal interest points for every one of them.
Every tab also displays a biodiversity-related piece of information, in the
form of a short story;

News and events considered of major interest at the time are published
on the right side of the page, with links to the “News center” and “Events
center” for further information (archive of items previously published on

The generic page
According to a true portal approach, the generic EC CHM page structure is consistent
through all the other pages of the site. It contains a few unchanged elements:

a standard header (containing EC CHM, CBD and European Commission
logos, CHM banner etc) at the top of page;

a left-hand side navigation panel, described above;

a location bar, the “breadcrumb trail” showing the current location and
how deep into one category the user has gone. It's purpose is not only to
allow the user to bail out of a page, it also gives them a sense of context
so they don't get lost;

a standard footer, at the bottom of pages that specifies the source of information, the last modification date, copyright information and a link to
the feedback form;
and the variable content specific to each page (Figure 2).

Convention and policy
This is the starting point if you wish to find out more about the background of the CBD
and EC Biodiversity Strategy or if you look for formal documents. It gives easy access
to this information for various geographical levels (global, pan-European, EC, national)
and it provides access to other biodiversity-related conventions. For example, it holds
the full text of the EC Biodiversity Strategy and the First Report on the implementation
of the CBD by the EC.

Interesting pieces of biodiversity information are published on the front page of the portal on regular basis. These usually contain a picture a short story. Such kinds of items
that have been published on one of the main category’s tabs are stored in an archive
for further consulting.

2 How to contribute to the EC CHM
2.1
The process
For a better compression of the aspects presented below, we are going to emphasize
how the contribution process develops in the EC CHM system:
The contribution:
1) the user finds a piece of biodiversity information that he/she would like to see published on this portal;
2) a click on the “Submissions” button from the left-navigation panel reveals a web
page containing the list of possible contributions;
3) the user identifies the corresponding type of information (news, event, meeting,
general question, etc.) from the list (Figure 7);
Note: Should the user have received any privileges from the EC CHM managers
(an username and a password), he/she should authenticate first using the “Members login” button from the left navigation panel to take advantage of those privileges. After the authentication, the list increases (Figure 8);
4) depending of the type of contribution chosen, a specialized form describing the
item to be submitted has to be filled;
a. If the user were not authenticated, he/she would have to provide some
contact data in order to allow the contributed information to be verified or
clarified by the EC CHM managers (see the paragraph Authentications in
the EC CHM);
b. If the user is already authenticated, no further data is required. Moreover,
no fields for the username or personal data will be visible;
5) The user submits the contribution; an e-mail notification will arrive from the EC
CHM administrators about how the matter was handled. The submitted items are
not published on the portal until specifically empowered managers review and approve them.
The approval/rejection of the content:
1) an EC CHM team of managers checks on regular basis specialized web pages
called “Basket of approvals” containing lists of categorized pending items;
2) after reviewing and verifications, the managers approve (this leads to the publishing on the portal) or delete the items.

Authentications in the EC CHM
There are several levels of Zope authorization for the contributors of the EC CHM portal:

Anonymous – no authentication in the system;

Contributor – authenticated user with different contribution permissions;

Manager – user with full contribution and administration permissions.
Based on the role (authentication level) the user has, the list of possible contributions
changes.
Due to the fact that the contact data for the external contributor (“Anonymous”) are not
registered in the system, he/she has to fill a form with such kind of information at the
first contribution. The form also requires a nickname, unique in the system, that will be
mailed to him/her after the registration (Figure 9).

Feedback
The feedback user-oriented form is accessible from:

Link to related site
The links to external pages from related sites are organized in a repository in the portal
for easier management. The objects the end user sees as links are, in fact, instances
(references) to the specific link. Because a link can be meaningful on several portal
pages, this technique prevents updates of URL or description of a particular link on one
page and remaining of un-updated information of the same link on another page.
This explains the reasons for this user-oriented form: When adding a link to a related
site on a page, you can choose to add:

An instance (reference) to an existing URL

An instance (reference) to a fresh URL
The first choice would imply just specifying the existing URL you want to add a reference to, meanwhile the second choice would mean the creation of the base link in the
portal’s repository and the reference to it in the corresponding page.
The first part of the form – “Choose an existing link” fields:

Title – a combo box containing the listing of the links in the portal’s repository;

URL – for every choice from the first field, this one fills with the URL address of the link.
After the choice of the link, the user has to press the Add link button, which will create
an instance of the chosen link on the current page. The user will be redirected on that
portal’s page. The approval of the object and, therefore, its publication, depend of the
type of permissions the user has been granted with for this operation.
The second part of the form – “Create and add a new link” – fields:

Title – a short, meaningful phase of the link;

URL – the address of the page;

Description – that will appear next to the object in the portal’s page.
After filling the fields, the user has to press the Add new link button, which will create
the link and an instance to it on the current page. The user will be redirected on that
portal’s page. The approval of the object and, therefore, its publication, depend of the
type of permissions the user has been granted with for this operation.

HTML document
The form fields:

a Title that must be short and meaningful for the content;

the Details which constitute the source of the HTML page itself. Note that
the source may contain only an HTML fragment, an entire HTML page or
just parts of one.
An internal parser will individuate the actual body of the document and
display it among the portal’s elements: the header, the left-side navigation
panel and the footer.
This way, the page you are going to add will have the look and feel of the
every one of the other portal page.
After filling the fields, the user has to press the Submit button, which will create the
HTML document on the current page. The user will be redirected on that portal’s page.
The approval of the object and, therefore, its publication, depend of the type of permissions the user has been granted with for this operation.

Change explanatory text for the portal’s sections
Most objects in the portal have a title and a description. The title compares first in the
listing of every folder as a link to the object’s content, followed by its description as a
text. In the case of portal’s sections, the description – explanatory text – appears next
to the title when entering in the section’s content.
This can be a simple paragraphed text or HTML fragment – containing text, links, images, etc.

Content maintenance tools
As explained above, all the remote links in the EC CHM portal are internally organized
in a special repository, fact that does not affect the end-user’s visibility of the pages or
objects. The links that are listed in the various portal pages are in fact references (objects of type Yihaw Pointer) that point to the specific object from the repository – the
Yihaw URLs.
An important operation that has to be performed on regular basis by the persons in
charge with the maintenance of the portal’s content is checking if these links are still
active – if they point toward an active page. Another operation will be to see if the links
are directed toward the correct source of information (remote page on another website).
We provide specialized tools that make both these activities easier.
2.5.1
Update the remote links – URL and description
The form lists all the remote links in the repository. For every one of them, the user can
see and modify the URL and the description of the link and visualize a list of appearances of that particular URL in the portal.
After modifying any number of fields, the user has to press the Update button, which
will execute the desired modifications. The page will reload with the updated properties.
The updates of these objects do not need approval and, therefore, the modifications
are immediately published on the portal. The form is accessible only to the appropriate
authenticated users.
This form can be reached by clicking on the Services link from every pages footer.

Check the remote links
The form checks all the remote links in the repository – five at the time. It is meant to
individuate those broken links that point to a non-existing webpage or to a server that
has been moved or is, for some reason, temporary unavailable.
The results of such check can be:

OK, which means that a page (regardless of it’s content) is at the indicated URL.

Possibly broken, which means that a manual check must be done in order
to ensure if the link is indeed broken. The URL of that particular page can
be correct, but there can be some problems such as a slow server response or special server requirement that leads to such result.

Server error, that indicates that the server of the specified webpage is, at
least temporary, unavailable. It generally means that the server has been
moved to another address.
After viewing the results of a group of links, the user has to click on the Next link in order to have the list of results of the next five links. Because every one of the corresponding webpages is contacted before the page displays something, the loading of
such page can take a while. Should some page return a non-satisfactory result – anything other than OK – the Update link will appear on that row. It leads to the form of
updating remote links presented in the previous paragraph, right to the corresponding
URL.
These operations do not need approval and, therefore, the modifications are immediately published on the portal. The form is accessible only to the appropriate authenticated users.

In this chapter, we will discuss about user-oriented forms accessible only on a Manager-level of authentication.
3.1
Delete news items
It can be reached from the News centre which is linked from the first page of the portal
by clicking on the Delete news items link from the top of the page.
It contains a list of all the news items published or not in the news archive, for every
one of them making the following information visible:

an checkbox that should be selected only if the corresponding item must
be deleted

the title of the news which links to its content

the original source of information of the item

its status – approved or pending  published or not in the archive
After reviewing the content of the items, the user should select the ones that him or her
finds obsolete and, therefore, not suitable to remain in the archive and press the Delete
selected items button from the bottom of the page.
The page will execute the deletions and redirect in the news archive.

As explained above, the contribution/reviewing process requires the Managers of the
EC CHM portal to check the basket of approvals on regular basis, in order to decide
what action should be performed about the latest pending uploads.
The site managers can reach it by clicking on the Basket of approvals links from the

Basically, all these form are similar as concept: they consist of pages that list all the
pending items of the corresponding type. For every item, the following information is
displayed:

The release date of the object – the date it was submitted by its contributor

The title which links to the content of the item – from there the managers
can modify it in order to make the item suitable for publishing, if necessary.
Note: The update of the content is not implemented for the objects from
the main categories

The location of the item in the portal – not available for the news and
events items, since they are all located in a single repository

The contributor’s name, which links to a page containing the full personal
data – the contact information

A checkbox that should be selected in the case the manager decides to
approve the item which leads to its publication on the portal so that any
end user will be able to see it

A checkbox that should be selected in the case the manager decides to
reject and, therefore, permanently remove the item from the portal.
Note: In the case of an error – an accidental deletion of items – the managers have always the possibility of contacting the webmaster of the portal who will make use of the Zope’s Undo mechanism in order to bring
back the appropriate objects. However, this action must be performed as
soon as possible, since the webmaster executes on regular basis purge
operations.
