Invitation to the Chairman Roundtable of International Associations and Proposal of Signing
“Joint Action Plan for Enhanced Cooperation on International Infrastructure Construction” at
the 6th IIICF
Dear Mr. Fiszelson Roger
Thank you for accepting my invitation to the 6th International Infrastructure Investment and
Construction Forum (IIICF) in Macao, China June 4-5.
As in the past 5 years, many Associations are leading delegation to participate in this world-class
event of the infrastructure industry. During the industry’s big get-together, a Chairman Roundtable of
International Associations will be held by the IIICF organization committee at 14:00-16:00 on the
afternoon of June 5th. The Chairman Roundtable is a closed-door meeting, with only representatives
of the Associations’ management or board being invited. In this two hour discussion, topics of
common concerns will be discussed.
During the 2nd IIICF, CHINCA and 5 other contractors associations initiated a “Joint Action Plan for
Enhanced Cooperation on International Infrastructure Construction” (as attached) to enhance our
mutual cooperation and achieve common development in respective countries. To date, 18
associations joined the Action Plan.
On behalf of CHINCA, I’m hereby writing to ask for your participation to the roundtable and the Joint
Action Plan, and I believe that our joint efforts will be meaningful for the global infrastructure
development. You will find the proposed Joint Action Plan and the reply sheet with some notes
attached in the next page.

Joint Action Plan
for Enhanced Cooperation on International Infrastructure Construction
Through wide and in-depth communication, the associations unanimously agree that in
post-financial-crisis era, contractors/builders associations from different countries should enhance
mutual cooperation and join hands to progress infrastructure investment and economic recovery in
respective countries. Against this background, all the signatory associations agree to take the
following actions:
1. Exchange among signatory parties information of construction market trend, project planning,
government policies and performance of member companies etc., and in particular information of
laws and regulations in connection with project construction and investment as well as national
policies on labor and taxation;
2. Create favorable conditions or provide facilities for member companies of signatory parties to
cooperate with each other and better utilized advantages in fund, technique, management and
personnel to jointly undertake projects for mutual benefit.
3. Support and participate in the global or regional industrial conferences and events hosted by
either signatory party, and organize personnel visits on an irregular basis to discuss on the hot
topics of the international construction industry;
4. Strengthen research on engineering technical standards, actively avail respective platforms to
publicize mutually applicable standards, and influence the making of international technical rules
for common interests of contractors from different countries;
5. Regulate the conduct of member companies, advocate fair competition and faithful operation,
boycott unfair competition and conduct against business ethics;
6. Instruct member companies to fulfill corporate social responsibility by providing high-quality and
safe construction products and service, addressing importance to energy-saving and green
construction, protecting employees’ and partners’ rights, and contributing to local community
development so as to improve the sustainable development of economy and society of host
countries.
7. Publicize this Joint Action Plan on the website and publication of signatory parties, and bring in
more contractors/builders associations to participate in this Joint Action Plan. Any forthcoming
signatory party enjoys the same rights and obligations as the primary contracting parties.
During the previous three forums, 18 associations as follows signed the Joint Action Plan:
