Therefore, it is important that it is completed as fully and as comprehensively as possible. Applicants who wish to be considered for more than one post, must complete a separate application form in respect of each post. Where a post is available in more than one school, you must indicate which school you wish to be considered for on the front of the application form. Our service encompasses Second Level Schools, Further Education Colleges, Adult and Community Education, Literacy Support, Youth Support Services, Training and Apprenticeship Services. Post Information The Board intends to interview for the advertised teaching post from which vacancies that may arise in the particular subject in the identified school or college will be filled for the duration of the 2014/2015 academic year. All appointments are to Cork ETB in the first instance; however, the initial placement will be to the College identified for the post to which you were interviewed. It must be noted that subsequent placements will be subject to the needs of the service and the teacher allocation as dictated by the Department of Education and Skills. POST PRIMARY SECTOR Cork ETB has a long history in the promotion of second level education Cork. The provision of 27 post primary colleges, with links to our Youthreach services and our Further Education Colleges is indicative of the inclusive approach that is taken by the ETB post primary sector in promoting education and training appropriate to the learning capacity and readiness of all students in its care. Cork ETB pioneered the development of the Designated Community College model in partnership with the Diocese of Cork and Ross and the Diocese of Cloyne. The designated community colleges provide a model of second level education that is inclusive and learner centred, in order to foster and develop the academic, personal, social and spiritual development of the students attending. The co-trustees are committed to the partnership model set out in the Model Agreements governing the operations of the Designated Community Colleges, and to supporting these colleges in meeting the needs of the communities in which they are located. Within the provision for Post-Primary students, Junior Certificate and Junior Certificate Schools Programme are offered, while Leaving Certificate, Leaving Certificate Vocational and Leaving Certificate Applied Programmes are available at Senior Cycle. Transition year is an option in some second level schools. Cork ETB Page | 3 and the post primary schools are committed to supporting young people in their social and academic development so that each student can reach their full potential. Cork ETB post primary colleges have been drivers of innovation in building an environment to nurture children who have been socially excluded or disadvantaged with the provision of Behavioural Support Units and an Autistic Spectrum Disorder Service. Further Education & Training (FET) Sector Cork ETB has been at the fore-front in the design and delivery of Further Education Programmes over the past twenty years. Each Further Education College delivers a wide range of course/programmes, some of which offer progression routes to third level institutions is indicative of the ETB’s commitment to the promotion of further education. The challenge to the staff and Colleges, is to build on what has already been achieved and to continue to be pro-active into the future. The Cork Training Centre (former FAS Training Centre) is a recent addition to Cork ETB and delivers targeted courses designed to meet the needs of identified industries with a view to meeting the demands of the national skills strategy. The FET sector is one of evolving change, particularly as the design and delivery of new programmes to provide education and training in developing skills areas is challenging. Responding to changing requirements is a focus for all Cork ETB Colleges/Centres as they strive to maintain and develop their reputation for innovation in this regard. The courses provided in Cork ETB Colleges/Centres are continuously updated and modified to meet the changing conditions of industry and thereby provide the optimum opportunity of securing employment for students. The majority of these courses are linked with established national professional institutes and students take exams set by the Further Education and Training Awards Council (FETAC) and a number of Professional Institutes. Students are also provided with opportunities to progress to Higher Education. The ETB has developed strong links with CIT and UCC for this purpose. Youthreach Services Eleven Youthreach Centers operate under the aegis of Cork ETB, each catering for approximately 25 students. The Youthreach Centres are located across the City and County with programmes operating five days per week throughout the academic year. A Summer Programme is also provided focusing on the personal and social development of the student. Youthreach programmes cater for 15-20 year old early school leavers, with little or no qualifications and for priority target groups as set down by the Department of Education and Science. The course subjects are learner-centered and experimental Page | 4 with a strong emphasis on achievement and on developing the capacities of the participants. Programmes seek to promote the participants sense of self-worth and identity as well as a pride in their abilities and work. The programmes on offer include: Basic Literacy and Numeracy FETAC, Levels 1 to 5 Junior Certificate Leaving Certificate Applied ECDL Back to Education Initiative,(BTEI) Fastrack Information Technology,(FIT) Personal and Social Development Summer Programmes Advocacy, Support and Guidance A Training Allowance is paid to those attending. Cork City Learning Support Service The Cork ETB assumed responsibility for the operation of Cork City Learning Support Services (formerly St. Francis Training Centre) on 1st April 2000. The Department Of Education and Science approval for this changeover was given on the basis that the Centre will assist in ensuring an integrated area based response to the needs of early school leavers in the area, and that the Centre is networked nationally with Youthreach education provision as appropriate, for purposes of sharing of good practice, participation in in-service training and the implementation of appropriate national certification procedures. Current Department of Education and Science sanction provides for a 60-70 place Centre. Prison Education Service Education Service Cork Prison Cork ETB began providing an education service to Cork Prison in 1978 on a parttime basis initially and has expanded to keep pace with the increase in prisoner population. A purpose built education unit was constructed in 1983, with specialist art, woodwork, and home economics classrooms. The student population is an exclusively male one, the vast majority of which would have left the formal education setting with no accreditation, and would have had problematic and difficult lives. Education opportunities are made available to all prisoners on their entry to the prison; uptake is variable, with continuity a particular problem due to the transient and variable nature of the prison population. Page | 5 The Education Unit is charged with delivering an education service to the prisoners. There is a staff compliment of 19.1 whole time equivalents. The Education Service operates a standard school year, plus optional summer provision for June and July. The following Programmes are offered and delivered within the Prison Education Service: Junior Certificate Leaving Certificate FETAC Open University A post-release programme operates in conjunction with the Probation Service for offenders on their release from prison. It offers opportunities under both FETAC and BTEI programmes. An Educational programme for the female relatives of prisoners is also offered. Page | 6 Section 3: Terms and Conditions The following are the general terms and conditions that apply to the post. In the event of an offer of appointment being made you will be advised of the specific Terms and Conditions which apply in your case. 3.1 CONDITIONS OF APPOINTMENT TO TEACHING POSTS 3.1.1 Qualifications Each candidate for appointment to a teaching post shall be registered with the Teaching Council in accordance with section 31 of the Teaching Council Act and have qualifications, including teacher education, suited to the purpose of the post for which s/he is proposed. Qualifications for the post are set out in the job specification document. Any offer of employment is conditional on the production of a current Registration Certificate or confirmation of registration from the Teaching Council of Ireland. Candidates must provide proof of current Registration with the Teaching Council (proof of application for newly qualified teachers) with the completed application form. 3.1.2 Birth Certificate The person appointed to the post shall furnish to the Board, at his/her own expense, a certified extract from a Public Register of Births as evidence of age for pension purposes. 3.1.3 Health Certificate The person appointed to the post must complete a medical assessment in respect of his/her fitness to teach. A pre-employment medical questionnaire must be completed and returned to the nominated Occupational Health Service for consideration, this may involve a medical examination and specialist advice if necessary. Any offer of employment is subject to the person being assessed as fit to undertake the teaching post. A person who holds or who held a teaching post under another Education and Training Board will be required to undergo the medical assessment. 3.1.4 References Please give the names and addresses of two work referees from whom Cork Education and Training Board can request references on your behalf. You are advised to inform your nominated referees that they may be contacted. 3.1.5 Garda Vetting In accordance with Department of Education and Skills Circular Letter 0063/2010 a registered teacher must be vetted prior to commencing employment unless they have been vetted during the same or previous calendar year. The requirement for vetting applies in respect of all types of appointment of any duration including full-time, part-time and substitute positions. The requirement applies at the time a teacher is commencing employment of any duration and includes teachers who are changing employments. All new appointments and/or offers of appointment to Teaching posts with Cork Education and Training Board are subject to the receipt of satisfactory Teaching Council Garda Vetting. Proof of current Garda Vetting must be provided with the completed application form. NOTE: Any offer of appointment is provisional and will only be confirmed once the above conditions have been met in full by the candidate. Failure to meet any of the above conditions will result in any offer being withdrawn and/or termination of the contract if duty is taken up prior to the above processes being completed. Page | 8 3.2 Fixed Term/Purpose Pro Rata Part Time Teacher - Sample Contract of Employment The template below is for guidance purposes only. In the event of an offer of appointment being made, the successful candidate will be issued with Contracts appropriate to the post they are being appointed to. Nature of Position: The purpose of the contract is to teach the assigned number of hours each week [ ] at ( ) over the course of the full school year. The contract commences on ( ) and will end on ( ). The contract is renewable subject to satisfactory service and where the service is required on a part-time basis by the employer for a further fixed period. The appointment is terminable by one months notice in writing from either side subject to statutory provisions and relevant collective agreements. The Unfair Dismissals Acts, 1977 to 1993, shall not apply to a dismissal consisting only of the expiring of the fixed term of this contract without its being renewed. 4. Probationary Period The first year of this contract will be regarded as the probationary period in accordance with the arrangements for permanent wholetime teachers. At the end of the probationary period the appointee may be confirmed in his/her appointment as a pro-rata part-time teacher or the contract may be terminated. A probationary period may not be extended beyond a period of twelve months. The appointee will be advised on his/her performance during the probationary period and will be given not less than one months notice of any extension or termination. Page | 9 5. Duties To carry out the professional duties appropriate to a permanent wholetime teacher in so far as they relate to the contracted teaching and non-teaching duties. 6. In-service training The arrangements for training and professional development will be on the same basis as for permanent wholetime teachers. 7. Travel and Subsistence Allowances Travelling and subsistence allowance will be paid in respect of necessary journeys authorised by school management in accordance with the conditions laid down and at rates agreed for permanent teachers for permanent teachers from time to time by the Minister for Education and Skills. 8. Extern Work The employer must be notified of all external work. Any external work engaged in by the appointee must not be such as to interfere with the fulfilling of the appointee’s duties and responsibilities to the school. The contract may also be terminated in the event that the teacher’s work, when calculated in the aggregate, exceeds the limit of 48 hours for the previous relevant period as set out in Section 15 of the Organisation of Working Time Act, 1997. Any such decision to terminate the contract will be taken in accordance with appropriate procedures. 9. Annual Leave Annual leave arrangements may be granted in accordance with the conditions laid down by the Minister for Education and Skills from time to time for permanent wholetime teachers. 10. Maternity/Adoptive/Carers /Parental/Force Majeure Leave Maternity/Adoptive/Carers/Parental Leave will be granted to the appointee in accordance with the arrangements authorised by the Minister for Education and Skills. The provisions of the Parental Leave Act 1998 and any subsequent Acts replacing or amending that Act will apply to Force Majeure leave. 11. Sick leave Certified and uncertified sick leave may be granted in accordance with the conditions laid down for permanent teachers by the Minister for Education and Skills from time to time. Page | 10 12. Remuneration The salary scale attaching to the position is the teachers’ common basic scale together with appropriate allowances. Payment will be on a pro-rata basis and will be paid in arrears by direct transfer to a bank account nominated by you on a fortnightly/monthly basis. Hours worked over and above the contracted hours will be paid in accordance with rates agreed from time to time by the Minister for Education and Skills. The total number of hours for which a part-time teacher may be timetabled will not exceed 22 hours in any one week. 13. Collective Agreements These arrangements are subject to collective agreements arrived at from time to time between the teacher unions, managerial authorities of schools and the Minister for Education and Skills. 14. Your normal timetable for the period will be __ hours per week at ___, but may be less in some weeks due to factors such as mid-term breaks, holidays, etc. Your rate of pay will be in accordance with the Department of Education & Science rate for Non-Casual part-time teachers. (This is an hourly rate inclusive of 56% holiday pay.) The contract is renewable subject to satisfactory service and where the service is required on a part-time basis by the employer for a further fixed period. The appointment is terminable by one months’ notice in writing from either side subject to statutory provisions and relevant collective agreements.
