Job Description JOB TITLE: Preparation Manager REPORTS TO: Head of Performance (HoP) RESPONSIBLE FOR: Management of pre-Games Preparation Core Team TYPE OF CONTRACT: Fixed term through to 31 October 2020 SALARY BAND: C HOURS OF WORK: Such hours as are necessary to fulfil the duties. This will involve a minimum of 35 hours per week, and include work in evenings and weekends as required. LOCATION: BPA Head Office, 60 Charlotte Street, London W1T 2NU with the potential also to be mobile based – exact split to be determined by mutual agreement with post-holder. This role involves significant field based activity and travel, including attendance at domestic and overseas events at any chosen preparation bases for Summer and Winter Paralympic Games. JOB PURPOSE: Demonstrating the British Paralympic Association’s (BPA) core values at all times, the Preparation Manager has responsibility for the design and delivery of key elements of the BPA’s Performance Strategy whose outcomes will contribute positively to the fulfilment of the BPA’s vision, mission and objectives through: 1. Exemplary leadership of identified elements of the BPA’s Performance Strategy and associated programmes, people and partnerships 2. Excellence in the management and delivery of all elements of the BPA’s preGames Preparation Strategy 3. Provision of world class advice and support to all Paralympic sports which contributes positively to a best prepared team at each Paralympic Games 4. Provision of other input and support as a member of the ParalympicsGB core team in the creation and delivery of optimal pre-Games and Games-time environments Page 1 Version F: 14/06/17 GAMES-TIME ROLE: Due to the event-delivery nature of the organisation, all Games-time roles at the BPA will be discussed and agreed for each Paralympic Games. It is likely but not confirmed therefore that the Preparation Manager will fulfil Games-time roles as follows: 2018 Winter Paralympic Games: Pyeongchang or London to be determined based on team requirements (post selection of the ParalympicsGB team) 2020 Summer Paralympic Games: Pre-Games Japan Preparation Manager based in KEY RESPONSIBILITIES IN DETAIL: Tokyo 2020 Pre-Games Preparation Strategy In conjunction with the HoP, responsible for the design and delivery of the BPA’s preGames preparation strategy for each summer and Winter Paralympic Games including: Pre-Games preparation project leadership, management and reporting including day to day management of the cross directorate pre-Games operational project group and budget responsibility Development of key partnerships specifically with Team Leaders, other National Governing Bodies (NGB) staff and wider stakeholders Recruitment and development of the pre-Games core support team (excluding Sports Science and Sports Medicine) Identification, creation and delivery of the BPA’s pre-Games Preparation environment, including responsibility for the engagement of and negotiation with in country delivery partners Planning and delivery of 2018-2020 ‘system testing’ and multi-sport preparation opportunities Support for single sport training and competition activities in-environment on an agreed basis Support for the ongoing development of the Paralympic Preparation Profiling Tool and responsibility for its delivery, management and reporting Development of accommodation and transport plans, ensuring accessibility requirements are considered at every stage of planning and delivery Identification of sports’ technical procurement and freight requirements 2020 Games-time Delivery Responsible for the leadership and management of the pre-Games preparation environment for ParalympicsGB including: Overseeing all aspects of the environment ensuring it meets NGB requirements Leadership and management of the pre-Games preparation team Leadership and implementation of pre-Games preparation Incident Management Planning Page 2 Management of stakeholder engagement in-environment Leadership and management of all evaluation / debrief processes, reporting and budget reconciliation. Ensuring smooth transition from pre-Games preparation environment into Village through good relationships and communication with the core Village team leads. Beijing 2022 Initiate pre-Games preparation planning for Beijing 2022 including collaboration with the BOA Support for the ongoing development of the Paralympic Preparation Profiling Tool and responsibility for its delivery, management and reporting Sport Directorate To support the development and on-going management of a cohesive and collaborative Sport Team environment which proactively embraces cross directorate / partnership working, additionally to: Deputise for the HoP in his absence and at key meetings / activities on an agreed basis Advise and provide support to the HoP in delivering identified BPA and Sport Team organisational objectives Deliver identified elements of the Sport Directorate Programme Plan, manage budgets and produce reports as required Proactively identify and develop key performance partnerships both within the UK and overseas to support delivery of organisational and system objectives MISCELLANEOUS: To liaise closely with Paralympic sports, UK Sport, Home Country Sports Institutes (HCSIs), British Olympic Association and other partners to ensure coherence in positioning, approach and impact of the Performance Strategy and Games-specific services and support To ensure processes of monitoring, evaluation and quality control, and the observation of key performance indicators across all responsibility areas To support and/or mentor colleagues, within the BPA / ParalympicsGB, as reasonably required by the Director of Sport To attend all meetings, workshops and seminars, whether internal or external, regional, national or overseas, which are reasonably deemed to be relevant to the fulfilment of the demands and responsibilities of the role To fulfil any other agreed duties as required by the Director of Sport Page 3 PERSON SPECIFICATION QUALIFICATIONS Essential First degree or similar-level qualification in a sport related area Desirable Project management qualification ROLE REQUIREMENTS Due to its engagement with the ParalympicsGB teams at both the Summer and Winter Games, an assessment process may be undertaken to determine whether the post-holder requires a DBS Disclosure and Barred (DBS) List check. KNOWLEDGE AND SKILLS Essential Significant involvement at Paralympic Games and / Olympic Games / other major multi-sport event as an athlete, coach, core or support staff member Strong existing relationships across UK Sporting agencies including UK Sport and the HCSIs Demonstrable knowledge of the specific performance preparation needs of elite athletes Leadership, management and development of inter disciplinary support teams with a track record of performance impact / performance solutions Applied technical knowledge in elite sport specifically multi-sport preparation and the implementation of effective athlete support Excellence in complex performance project management (including budget planning and reporting) Ability to adapt and deliver excellence within culturally different environments Experience of engaging and negotiating with delivery partners, including the successful resolution of partner contractual agreements.
