Call for Workshop Proposals
Besides six high-level Plenaries, the IACC features between 50-60 thought-provoking workshops
related to and inspired by the umbrella Conference theme Time for Justice: Equity, Security,
Trust, and the five Agenda Tracks.
Time frame
Workshop proposals are welcome from 11th May until 30th June 2016.
How to Submit
Step 1: Read the 17th IACC theme “Time for Justice: Equity, Security, Trust” and take a look at
the agenda tracks (please see below) to get inspiration and see where your workshop
idea would fit.
Step 2: Talk to your colleagues, peers and other experts in your field to build a strong panel with
regional, sectoral and gender diversity.
Step 3: Submit your proposal via the online form at the bottom of this page. Proposals are to be
submitted online only, proposals received via email will not be accepted.
Who can submit?
Anyone interested in joining the anti-corruption movement can propose and run a workshop at the
IACC. Of all the proposals received, the most thought-provoking and thematically relevant 50–60 will
be selected to hold a workshop at the conference. We welcome workshop proposals from any
organisation or individual, and encourage collaboration across organisations and regions. Panels
with diversity in terms of gender, geography and organisational expertise are preferred.
Goal
Through a series of open and frank debates, the IACC’s goal is to support, empower and engage
people from all sectors and countries to stand up against corruption.
Objectives
To do so the IACC objectives are:

Workshop Formats
Each workshop at the 17th IACC will last 120 minutes and should leave time at the end for questions
from the audience. The thematic agenda for the 17th IACC workshops is framed in two different
formats for you to choose from. We will do our best to accommodate your choice:
 Interactive Circle
This is a fishbowl-style, interactive set up. Conversation and debate with the audience is
encouraged; lengthy presentations and PowerPoints are discouraged.
 Panel Debate
This is a traditional panel set up, with a table at the front of the room facing the audience.
Fewer presentations and more discussion ideal.

17th IACC Theme
Time for Justice: Equity, Security, Trust.
At the 16th IACC in Malaysia, the global anti-corruption community and friends of the IACC
committed to working together to stop the spread of grand corruption and to hold the perpetrators
to account. Over a thousand practitioners, experts and activists from all over the world declared: We
will have ‘zero tolerance of impunity for corruption’.
Over time, the anti-corruption movement has succeeded in raising universal awareness that
progress and development depend on equity, security and trust. Leaders from the public and private
sectors have increasingly recognised this need, resulting in the creation of a wide array of
institutions and platforms accompanied by commitments from a local to a global scale.
The UNCAC, the OECD and many other regional and sub-regional conventions, the G7 and G20 anticorruption agendas, the growth of the Open Government Partnership and notably the adoption of
Goal 16 of the UN Sustainable Development Goals, are examples of the progress at an institutional
level and they have the potential to make a difference in real time if political will translates into
action.
Yet the Arab Spring, recent political crisis in Brazil, Ukraine, Guatemala, Malaysia and
the momentous and continuous revelations about secrecy in the global financial
system demonstrate that there is no time to waste, secrecy in the global financial system fuels ever
growing global threats ranging from all kinds of trafficking, terrorism, illicit financial flows and
environmental crimes that affect humanity today. Tackling these global threats demand immediate
cross border collective action against corruption.
In order to achieve justice, equity, and security and to restore trust in public and private institutions
promises and long term action plans are not enough. Today we face the dramatic increase of
insecurity and inequality as well as the intensification of actions to silence activists causing
unprecedented damage to civic space and the erosion of the rule of law. The risks and challenges
for civil society, journalists, and vulnerable groups and for all those who fight against injustice are
greater than ever. It’s time for justice, equity, security and to build trust together by taking action
to change the rules of the game.
With the priorities agreed in the Putrajaya Declaration, the 17th IACC to be held in Panama from
December 1st to the 4th will engage upwards of 1,500 experts, practitioners and members from
international organisations, government and the private sector from all around the world in open
and frank conversations and turn the pledge of zero tolerance for grand corruption into concrete
actions, and to support all those who take a stand against the corrupt.

IACC Agenda Tracks
Track I: Time for Justice
All around the world people are standing up against corruption. The force of civic action has
succeeded to apply public pressure and in many cases the corrupt have felt the consequences. But
despite positive progress corruption continues and the guilty enjoy from impunity. How can the
global community work together to fight grand corruption and ultimately sanction the corrupt?
Track II: Time for Equity
Corruption is prevalent all over the world and continues to increase in complexity. Poor countries
lose 1 trillion US dollars a year due to corruption widening the gap between rich and poor and
importantly denying equity, safety and fairness to millions around the world. How can we ensure
that political will translates into concrete, immediate and visible actions?
Track III: Time for Security
Governments, activists, ordinary citizens and journalists too often live under danger caused by
terrorism, trafficking, organised crime and state repression. These threats are weakening civic space
at an unprecedented pace. Increasingly, civil liberties such as freedom of speech, association or
assembly have been closed under the guise of national, regional or even global security. How can
governments and society work together to fight organised crime, trafficking, terrorism and state
capture alike while upholding the civic space?
Track IV: Time for Trust
Despite the ethical and legal obligations of the financial system and the private sector their moral
compass has now been challenged beyond the point of denial. Efforts to rebuild public trust has
been severely undermined by recent scandals and momentous revelations about the financial world.
There are now urgent yet game changing opportunities for all actors to work together and clamp
down on corruption in the financial system, the enablers as well as companies. How to build trust?
Track V: Game Changers for Transparency: Time for Action
The purpose of this working track is to:
 Mobilise new actors, local and global, who can change the rules of the game.
 Support existing game changers with new solutions, tools and technologies.
 Connect game changers around the world to share their experiences and create
partnerships.
Under the motto ‘Mobile, Support, Connect’, people participating in the ‘Game Changers for
Transparency’ sessions are invited showcase new initiatives that have a positive impact on fighting
corruption, and to become part of a peer-to-peer learning exchange network to convene at each
IACC and share stories of change between conferences. All tactics, efforts and projects under this
track will be featured and shared on http://gamechangers.16iacc.org/. How are you changing the
