Regulatory Competence Group
 Achieved a number of harmonized standards
 Harmonize standard regulate the use of broadband wireless
access devices in Europe
 Part of the work needs to address the same for IMT-Advanced
family of systems
 To ensure balanced treatment of IMT-Advanced family
technologies, this work will be continued in a joint group

 In best day well over 100 delegated at each meeting
 Many big ETSI member companies contributing to the standard
 However, many of them also contributed to IEEE802.11
specifications
 HiperLAN2 standard included very advanced features and
superiour quality of service
 Initial IEEE802.11 specs much less ambitious
 When HiperLAN2 standard was completed, IEEE802.11 products
were already getting traction in the market
 At that point some big companies decided not to market
HiperLAN2
 Lessons:
 Superior technologies do not always win
 Window of opportunity is limited

ETSI-WiMAX Co-operation agreement
 Co-operation Agreement signed in 2005
 Joint work between ETSI Technical Committee BRAN and WiMAX Forum

 Report to both ETSI BRAN and WiMAX Forum
 Are funded equally by ETSI and WiMAX Forum

The Co-operation results
 HiperMAN and IEEE802.16-2004 harmonized
 ETSI has delivered 500+ test cases in TTCN-3, thus completing all
tests selected at the time for certification by WiMAX Forum.
 TTCN releases were made every two weeks
 Efficient integration and validation environment was set up
 Several on-line databases set up for reporting and tracking problems in
validation
 More then 2000 problems recorded, average resolution time 9 days
 Validated test cases used by WiMAX nominated certification
laboratories.
 The co-operation agreement expired and was not renewed
 WiMAX is continuing on their own

 Standardized some features that were later embraced by industry
and included in IEEE802.16 specs
 Developed test specifications that are the basis of industry
certification (controlled by WiMAX Forum)
 Lessons:
 Member companies are probably rather satisfied with what they
achieved for themselves
