No. 11 A JOINT RESOLUTION 1 Proposing a constitutional amendment to allow the Citizens of Texas to crate voter 2 initiatives which shall be called propositions. 3 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE TEXAS: 4 SECTION 1. Article XVIII, Texas Constitution, is amended by adding Section 17 5 6 7 8 9 10 11 12 13 14 to read as follows: Sec. 1 (a). Creating Article 17 in Section 16 allowing for voter initiatives for the people on any issue. Sec. 1(b). The requirement for a proposition that adds or removes statutes requires 30% of the registered voters of the state of Texas. Sec. 1.(c). The requirement for a proposition that amends the Texas Constitution shall require 60% of the signatures of the registered Voters of Texas. Sec. 2. The signature will be verified by the appropriate offices as determined by the state legislature as outlined in statute. Sec. 3. After appropriate signatures have been gathered and verified. The 15 proposition to amend state statute or the state constitution shall be placed on the next 16 general election. 17 Sec. 4.(a). The proposed propositions must pass by 51% if it amends any statute. 18 Sec. 4.(b) The proposed proposition that amends that amends the Texas 19 20 constitution must pass by 60% Sec. 5. The required reporting as required by the Texas constitution and statutes. 21 22 SECTION 6. This proposed constitutional amendment shall be submitted to the 23 voters at an election to be held November 8, 2011. The ballot shall be printed to provide 24 for voting for or against the following proposition: “The constitutional amendment to 25 grant the voters the right to recall all elected officials from office.”
