Mechanism for Quality Control of Pesticides
• Annual Action Plan is prepared to control the distribution
of sub-standard pesticides in the market.
• Month-wise target is fixed for pesticides sampling.
• Notified Inspectors visit premises of Manufacturer/
Dealer/ Retailer and carry out inspection.
• Samples are taken or suspected pesticides are seized,
Records/Registers are checked under provision of
Insecticide Act 1968.
• Samples are sent to the Government Analyst for
Analysis by the District Plant Protection Officer .

• Analysis report is received from Government Analyst.
• Based on Analytical report , action is taken as per the
provision of the Insecticide ACT 1968.
• If the sample is found misbranded then Show cause
notice is given to the Manufacturer/ Dealer/Retailer to
reply within 28 days to Insecticide Inspector or Court.
• With the permission of District Magistrate, Case is
referred for Prosecution.

Facilities for Quality Control of

341 Insecticide Inspectors & 4 Insecticides Analyst
are notified.
There are 4 State Pesticides Testing Laboratories
(SPTLs) with an annual capacity of analysis of 7000
samples for monitoring the quality status.
1 Regional Pesticide Testing Laboratory(RPTL) has
been set up at Kanpur under the Directorate of Plant
Protection, Quarantine & Storage, Faridabad.
There are 76 licencing officer in the state who shall
conduct inspection of infrastructure , premises, stock
and records atleast once every two year under the
Insecticides(Amendment) Rules, 2015.
Inspection of Manufacturing units is also conducted

twice in a year by District/Regional officers.

• Total no. of sale points of pesticides are 26975.
• 146 licenses have been issued

9 Govt.IPM Labs.are well equipped with infrastructure
for the bio-pesticides production.

Awareness Programe about Quality Control
• Published “Major uses of Pesticides registered under
the Insecticides Act, 1968” for officers to help the
farmers in controlling insect-pest, diseases & weeds.
• Farmers are educated about the importance of quality
pesticides through print media, AIR, goshties, kisan
mela and Training programs.

Seasonal Effort of Quality Control
• Special raids are being organized during Kharif and
Rabi seasons.
• District Administration is involved to conduct the raids.
•There is one day program all over state.
•It is kept highly confidential.

Special Drive against the spurious pesticide
• Receive feed back and complaints regarding spurious
pesticides through DBT Cell( No- 08189000635,
36,37,38, 39,40,41 & 42), SMS, Whatsapp. Department
has publisized CUG mobile no. of all the Officers.
• District Plant Protection Officer takes immediate action
to investigate the suspect, including locating source of
pesticides.Assistance of police is also taken.
• Enforcement action taken including seizure of stock,
publicize event, lodge FIR etc.
• 15 culprits have been nabbed for selling spurious

pesticides in different District.

Request to GOI
• Department of Agriculture has sent a proposal for
revalidation of Rs. 26.10 lakh under "Strengthening
of Plant Protection & Plant Quarantine Sub Mission "
regarding establishment of one Bio-pesticide testing
laboratory in Moradabad.

Raid was conducted in the premises of Sri Sunil kumar
singh . During raid Dozens of bogus rapper
making/packing machine were captured against which
the FIR has been lodged.

Sri Gajram. During raid Huge quantity of forged
hologram, empty bottles & pesticides filled bottles of
M/S Dupont were trapped against which the FIR has
been lodged.

Sciences were nabbed against which the FIR has been
lodged.
