Commissioning intension
Trafford Council is looking to establish a DPS framework
(Dynamic Purchasing System)
 to meet Trafford’s statutory duty as set out by the DFE,
 suitable education provision for pupils not in a mainstream
education
 Develop a range of approaches and interventions
 The intention is to build on the foundations of the existing
good practice
 This framework is designed to reflect current and future
purchasing requirements of the LA
 The framework is designed with longevity in mind to cope
with the extreme budget pressure LA’s are experiencing

 group-based alternative curriculum options
 Creative approach in working with young people

 Staff to be professional & supported

• Consideration towards the social, environmental and
economic value of this framework for the benefit of the local
participating providers
• This focuses on recruitment for the jobs created by this
framework within the local authorities
• This also considers the spend by contracting organisation
within the local economy of Trafford.

Virtual School Head for looked after
children
The Virtual School Head role was successfully piloted by
eleven authorities for two years between 2007 and 2009.
The evaluation of the pilots found that the virtual school Head role can make
a real difference.
The post of Virtual School Head Teacher became become a statutory role in
2014.
The three key areas of responsibility of a virtual school head for which s/he
should be accountable are:
• To make sure that there is a system to track and monitor the attainment
and progress of looked after children
• To ensure that all looked after children have a robust and effective
personal education plan and access one-to-one support, including
personal tuition where appropriate
• To champion the educational needs of looked after children across the
authority and those placed out-of-authority
