KANAWHA VALLEY YOUTH FOOTBALL LEAGUE CONSTITUTION AND BYLAWS

1.0
Name, Purpose, Organization and Membership
2.0
a.
This organization shall be known as the Kanawha Valley Youth Football League,
herein referred to as the KVYFL.
b.
The objective of this League shall be to establish and operate a "League" of
franchises composed of Football and Cheerleader Franchises and teams.
c.
This League is a non-profit, non-sectarian corporation, and no part of the net
earnings, contributions, operating or capital funds, or other property shall inure to the
benefit of any member of the League. No elected officer or director of the League
shall be remunerated for his services as an officer or director.
d.
Said organization is organized exclusively for charitable, religious, educational, and
scientific purposes, including, for such purposes, the making of distributions to
organizations that qualify as exempt organizations under section 501{c) (3) of the
Internal Revenue Code, or corresponding section of any future federal tax code.
e.
Failure to have a franchise representative at the Board meeting will result in a $25.00
fine.
f.
During the business portion of the meeting the Chair will recognize only one (1)
representative from each franchise. If the franchise president is not present, it will
recognize the person answering roll call.
g.
The league shall operate with an organizational setup as specified in the by-laws.
MEMBERSHIP
a. Membership in this League shall consist of no more than 12 team franchises as who
subscribe to the objectives and basic policies of this League, subject only to compliance with
the provisions by the by-laws. Any additional members must be approved by a unanimous
vote of the Board of Presidents.
b.
A member in good standing is one who has adhered to the basic policies and By-laws and
whose dues and/or required fees have been paid to and including the current year.
c.
League annual dues shall be set by the Board of Presidents at the beginning of each
calendar year.
d. Any member whose conduct shall be detrimental to the best interest of the League, or who
shall willingly violate its By-Laws or other rules and regulations may be suspended or have
its franchise revoked by a Two-thirds (2/3) vote of the Board of Presidents of the League.
e. Membership in this League shall be available without regard to race, creed, sex or national
origin.
3.0 New Franchise Membership

a.
A team desiring to apply for a League franchise must submit its request in writing.
b.
The President, upon formal request of a new franchise, may appoint a membership
committee to investigate said request.
c.
Board of Presidents, after receiving a report from the membership committee and/or
President shall vote on the application.
d.
The Board of Presidents in attendance as set forth in the Constitution must vote on
said application as set forth in 2.a.
e.
New Franchises shall not draw participants from schools currently listed to another
franchise in franchise boundaries.
GOVERNING BODY
a.
The governing body of the League shall be the Board of Presidents which shall be
made up of the presidents of each member franchise. Each member shall have one
vote. Officers shall not be voting members. Any vote that results in a tie will result in
the failure of the motion or vote to pass.
b.
Each member shall have one vote in officer elections and all matters not pertaining to
By-law and rule changes.
c.
The officers shall be President, Football Vice-President, Cheerleader Vice-President,
and Secretary.
d.
An officer cannot be an officer of a separate Youth Football League at the same time
they are an officer for the KVYFL.
e.
The Board of Presidents shall consist of the Presidents of each franchise or their
designee.
5.0
BOARD MEETINGS
a.
The League will hold meetings as provided in the by-laws. The secretary shall make
notice as to the time and place of these meetings at least one week prior to the
meeting by email.
b.
Special meetings may be held as provided in the by-laws.
c.
A Majority of the franchises must be present in Order to have a quorum.
d.
The President will chair the meeting and appoint a member to act as Secretary if the
leagues Secretary is not present to record minutes from the meeting.
e.
All items will be brought to the floor by way of a motion. If a motion receives a second
then it will be brought on for discussion. Once the discussion is completed as decided
by the President the question will be called for a vote.
f.
Each Member shall have one vote as described in 4.0 above.
g.
If a vote would make a change in the constitution or by-laws then two-thirds of the
votes cast by the members present must be in agreement in order for the change to
occur.
h.
If a vote requested on a subject affects the playing rules then a majority of the
members present will be required to decide the issue. If a vote requested on a subject
does not affect the playing rules or by-laws then a majority of members present will
be required to decide the issue.
i.
If a motion is made to vote on a change to the constitution or by-laws then it must be
placed on the written agenda for the presidents to review prior to the scheduled
meeting. If a motion is made for the first time at a meeting to vote on a change to the
constitution or by-laws then the vote will require a second reading. A majority of the
Board of Presidents can vote to either review the matter as a second reading at the
next Board of Presidents meeting or they can vote to send the matter out via email for
a vote. If the Board of Presidents vote to send the matter out via email the Secretary
shall record the results of the vote. The results including the votes of each franchise
shall be forwarded to each Franchise President. If the motion passes, it will
immediately take effect.
j.
Roberts Rules of Order shall govern the proceedings of all meetings except where
the same conflicts with the By-Laws of the KVYFL.
6.0 DISSOLUTION
a. Upon the dissolution of the organization, assets shall be distributed for one or more
exempt purposes within the meaning of section 501{c) (3) of the Internal Revenue Code,
or corresponding section of any future federal tax code, or shall be distributed to the
federal government, or to a state or local government, for a public purpose. Any such
assets not disposed of shall be disposed of by a Court of Competent Jurisdiction of the
county in which the principal office of the organization is then located, exclusively for
such purposes or to such organization or organizations, as said Court shall determine,
which are organized and operated exclusively for such purposes.

FRANCHISE INDEPENDENCE
a. Kanawha Valley Youth Football League by-laws supersede member Franchise by-laws.

FINANCIAL POLICY, FINES AND ENFORCEMENT

Each individual League franchise is responsible for the financial policy of its own
League and under no circumstances shall the Kanawha Valley Youth Football
League enter into financial responsibility of an individual Franchise.
Annual League Dues- is that amount set forth by the Board of Presidents annually to
defray League operating costs.
FINES AND PENALTIES
a.
Fines and assessments shall be deposited in the League Treasury and shall be paid
within thirty (30) days from the date of the letter outlining fine. The Board of
Presidents shall access any penalty for failure to pay the appropriate fine.
b.
The Board of Presidents shall execute all fines.
c.
Violation of the By-Laws and Constitution fines will be set by the Board of Presidents.
ELECTION AND DUTIES OF OFFICERS
a. President
i.
Shall preside at all official League meetings.
ii.
Shall have general supervision and direction of the officers of the League
under the direction of the Board of Presidents.
iii.
Shall appoint the chairman of special committees.
iv.
Shall authenticate by his signature all acts, orders, and proceedings of the
League when necessary.
v.
Shall have such powers and perform such other duties as prescribed by these
By-Laws.
vi.
Shall be in responsible for scheduling which will be approved by the Board of
Presidents.
vii.
Shall be responsible for setting up the system for all weigh-ins which will be
approved by the Board of Presidents.
viii.
Shall appoint an individual, subject to the approval of the Board of Presidents,
to be the director of officials who shall be in charge of assigning officials for
each league Game.
ix.
Shall appoint an individual, subject to the approval of the Board of Presidents,
to be the treasurer who shall discharge the duties set forth under 11.0e.
x.
Shall appoint an individual, subject to the approval of the Board of Presidents,
to be the vice president of cheeleading who shall discharge the duties set forth
under 11.0c.
xi.
The director of Officials shall be in charge of reporting any problems that are
related to the Officials or their duties to the President.
b. Vice President Football
i.
Shall succeed to the Presidency in case of a vacancy in that office and perform the
duties of the President in his absence or disability.
ii.
Shall perform such other duties as may be directed by the President.
c. Vice President Cheerleading
d.
i.
Shall under the direction of the President oversee the organization of the
Cheerleading rules, regulations and competitions.
ii.
Shall perform such other duties as may be directed by the President.
Secretary
i.
Shall notify the Board of Directors of the time, date, and location of official League
meetings.
e.
ii.
Shall keep accurate record of the proceedings and business transacted at all League
meetings. Shall share these records with the Board of Presidents as requested.
iii.
Shall be the custodian of the records of the League, other than financial records.
iv.
Shall be responsible for and conduct such correspondence of the League as directed
by the officers of the League.
v.
Shall keep and accurate record of the membership of the League and the names and
addresses of the officers, Board members, and all approved coaches.
Treasurer
i.
Shall be the custodian of all funds of the League.
ii.
Shall receive all revenues of the League and shall maintain a complete and accurate
account of all funds received and disbursed.
ii.
Shall deposit all funds in the name of the League in a bank approved by the Board of
Presidents.
iv.
Shall disburse money upon the approval of the Board of Presidents.
v.
Shall render a financial statement to the secretary at each meeting of the League to
be made part of the official League minutes.
vi.
Shall, at the close of the March meeting, make the books and records available for
audit. Immediately upon a change of this office, the Treasurer shall deliver to the
elected successor all funds, records, papers, and financial documents in his/her
possession.
f. Head of Officials
i.
Shall be in charge of assigning officials for each league Game.
ii.
Shall be in charge of reporting any problems that are related to the officials or their
duties to the President.

EXECUTIVE COMMITTEE
a.
Shall be selected, approved and appointed by the Board of Presidents.
b.
Shall consist of no less than three (3) and no more than seven (7) individuals.
c.
Shall consist of individuals who do not have any current or prior affiliation with the
KVYFL or any of its franchises.
d.
Shall provide a non-bias interpretation of the KVYFL By-Laws in the matter of
grievance resolution pertaining to either football and/or cheerleading.
e.
Shall be charged with the responsibility of enforcement of the KVFYL Constitution
and By-Laws in matters which may involve football and/or cheerleading.
f.
Shall have the power of decision concerning grievances, protests, and eligibility
against participants, coaches, sponsors, fans, franchise officers, and officials.
g.
Shall have the power to levy all fines, impose penalties, and disciplinary procedures
subject to any appeal to the Board of Presidents as set forth in 10.0.
h.
Shall have the power to levy all fines, impose penalties, and disciplinary procedures
subject to any appeal to the Board of Presidents as set forth in 14.0.
i.
Shall meet with the Board of Presidents prior to each season in an effort to
understand the overall goals of the KVYFL.
j.
Shall be given a copy of the KVYFL By-Laws to review and to become familiar with.
DATES
a.
The following dates shall apply. Failure to list a date will not limit the power of the
Board to set additional events or time limitations.

Shall be held at the December Meeting. Elected positions will be for
one year.
Monthly Meetings shall be held on the 2nd Monday of each month for
January, February, March, April, May, June, July, August and
December.
Special Meetings as needed shall be called by the President for the months of
September, October, and November or any other times deemed necessary.
iv. First Practice

Shall start on the Monday of the last full week in July.
v. Grid O Rama / Kickoff Classic
1.
Shall be on the 3rd Saturday and or Sunday following the start of
Practice.
vi. First Game

Shall be on the next weekend following the Grid O Rama.
DISPUTE RESOLUTION
a.
If any Franchise requests an interpretation of the bylaws, has a dispute that needs to
be resolved or needs to raise any issue with the board prior to a regularly scheduled
meeting, then the President of said Franchise shall make a written request to the
League President. The League President shall forward the written request to the
Board of Presidents.
b.
Any player, parent, spectator, official or coach or any other individual must make a
Dispute Resolution request via a request by any Franchise President.
c.
Following the receipt of the written request or dispute and giving time for proper
response if required, the Board of Presidents will vote on the interpretation of bylaws.
Said vote may take place by phone, email or fax. The vote shall be recorded by the
League secretary and made known to all members and the Executive Committee with
individual listings of votes. A vote by a majority of the members will decide the issue.
d.
Upon review of the grievance, dispute and/or violation, the Board of Presidents may
choose to send such matter to the Executive Committee for resolution and
interpretation. The Board of Presidents will inform the Executive Committee of its
suggested punishment or resolution. The Board of Presidents will then inform the
individual(s) and/or franchise of its position and that it will be sending the issue to the
Executive Committee for a ruling.
e.
The Executive Committee will then individually review the act(s) and either agree to
its severity of the action presented by the Board of Presidents or reduce it to a lower
level of punishment. The Executive Committee will then meet as a group to discuss
and vote on the severity of the resolution to the issue in question. While this process
is in motion all participants are suspended until the ruling is finalized.

f.
The Executive Committee will then inform the KVYFL President and Vice President of
Football of the ruling. The President will then call a meeting of those individual(s)
and/or franchise involved and express the opinion of the Executive Committee.
g.
If any Franchise and/or individual(s) believe that they are aggrieved by the vote of the
Board of Presidents or the Executive Committee then they can request an appeal of
the decision to be heard by the Board of Presidents only if they will present any new
information that clearly disputes the initial claim or grievance. All appeals must be
made by said franchise and the cost based on the severity of the charge. There will
be a $500.00 charge for a lesser charge and $1000.00 for a higher charge. All appeal
charges are refundable if the appeal is successful.
h.
Any vote which will be taken on the issues presented, will be done by a call of the roll.
A majority vote will be required to decide the issue in question.
DISCIPLINARY PROCEDURES
a.
The Executive Committee shall have authority, when necessary, to execute the
appropriate disciplinary procedure upon receiving a complaint or grievance from the
Board of Presidents, no later than three (3) days from being made aware of the
incident. Any player, parent, spectator, official or coach shall be subject to the
necessary disciplinary procedures of the Executive Committee.
b.
The Executive Committee shall make whatever inquiry it believes is appropriate
regarding any potential incident and shall decide the appropriate discipline.
c.
The Executive Committee shall notify the Franchise Presidents of the Committee’s
decision. The Franchise President, of the Franchise that the disciplined individual is
affiliated with, shall notify the affected individual of the discipline. If the person is not
identified with the Franchise, then the President of the KVYFL will notify the individual
of the decision and the discipline that is being imposed.
d.
It is understood that there shall be two(2) types of infractions, Type 1 and Type 1A.
c.
i.
A Type 1 infraction is anything done unintentionally by any individual(s) or
Franchise which may violate any rule or agreement agreed upon within the
KVYFL rules and By-Laws.
ii.
A Type 1A infraction is anything done intentionally by any individual(s) or
Franchise which may violate any rule or agreement agreed upon within the
KVYFL rule and By-Laws. This infraction will be viewed as a purposeful action
of deliberately breaking the rules.
The Board of Presidents will have the authority to suspend, fine, or ban any postseason participation, or give any other punishment as it sees fit.

EJECTION
a.
Any person, including without limitation those listed below, who is ejected from a
contest will be immediately be given the following minimum penalty.
b.
Any Spectator that is ejected from the facility will be ejected for a minimum of 1
additional game.
c.
Any Coach that is ejected from a game will be suspended for a minimum of 1
additional game.
d.
Any Player ejected will be suspended for a minimum of 1 additional game. The player
must attend those games and remain in the area bench.
e.
Any Adult that has been ejected twice in one season shall be barred from
participating in or attending any future KVFYL events for the year in which the
expulsions occurred.
f.
Any Adult that has been ejected three times from any KVFYL event, during one
season or multiple seasons, shall be barred from participating in, or attending any
future KVFYL events.
g.
Nothing in the above will limit the powers of the Executive Committee or the Board of
Presidents to recommend any additional discipline that it believes is in the best
interest of the League including without limitation lifetime expulsion.
h.
The above automatic penalties are still subject to appeal so long as the aggrieved
party follows the process set forth herein.
i.
Any person who acts in violation of West Virginia Code § 61-2-15a[1] Assault, battery
on athletic officials whether convicted or not shall be barred from participating or
attending any future KVFYL events for the year in which the act occurred.
Restrictions from Coaching and or Participation.
a.

Any individual who is a Registered Sex Offender or has ever been convicted of a
felony shall not be allowed to be an officer of any Franchise or a coach or serve in
any volunteer capacity that is in association with the KVYFL.
KANAWHA YOUTH VALLEY FOOTBALL LEAGUE FOOTBALL PLAYING RULES
a. It is recognized that the main reason for being a member of the Kanawha Valley Youth
Football League is for the orderly scheduling of football games between the franchises
and the handling of post season Tournaments. The goal is to provide enjoyment and
further skill training for young men and women of each franchise, to maintain a financial
base for the various Leagues and to maintain a competitive balance between the
Leagues.
b.
All members of the KVYFL will abide by the hydration rules as governed by USA
Football and Heads Up Football.
c. All KVYFL teams will abide by a football playing Mercy Rule. This rule will have the
following stipulations:

Allows a running clock once the point spread becomes 30 points.
The “A” and “B” division team that is behind will be allowed to have one (1)
coach on the field for the main purpose of working with their players.
The “C” division team that is behind will be allowed to have two (2) coaches
on the field for the main purpose of working with their players.
When the point spread gets to be 24 points or below, those coaches
allowed to be on the field for this rule must return to the sidelines.
The clock will continue to run even after the spread falls to 24 points or
below.
Schedule
a.
The Schedule shall be set no later than May 1 of the current year. The Schedule shall
consist of the following;
20.0 Grid O Rama / Kickoff Classic
a.
The Grid O Rama shall consist of 2 scrimmage games consisting of 30 minutes each.
Each team will start on the 40 yard line going toward the goal and shall be on offense
for 15 minutes and defense for 15 minutes. When possible each team will scrimmage
against a team that they do not play during the regular season
21.0 Regular Season
a.
There will be every attempt made to provide each franchise with regular season
games that shall consist of an eight game schedule with 4 home and 4 away games.
It is understood that from season to season this exact division may not be possible
due to the number of members.
b.
There will be four Divisions consisting of A, B C and D team (as defined herein).
c.
When football teams or cheerleading squads do not show up to games, Grid O Rama
or competitions, which they are scheduled to participate, a $100 fine will be enforced
and is paid to the opposite team or host franchise for each team and/or squad that
does not show up to the game (visiting team pays the home team or the home team
pays the visiting team).

Season Ending Tournament
a.
Following the end of the Regular Season, a Tournament shall be held in each
Division.
b.
For purposes of this season ending Tournament, the teams shall be seeded based
upon their win loss record during the Regular Season.
c.
In case of a tie, head to head will be used, the second tie breaker shall be the record
against common opponents; the third tie breaker shall be flip of a coin.
d.
The top 8 teams in each division as determined by seeding will qualify for the
tournament.
e.
The Tournament format shall be single elimination.
f.
At the end of this Season Ending Tournament trophies shall be awarded for 1st and
2nd place.
g.
One Team Trophy will be awarded to the team winning the Super Bowl.
h.
The costs of the season ending tournament Trophies shall be paid by all of the
franchises on a pro rata basis.
Practice Procedure and Pre-Season Games
a.
Practice shall not begin until the Monday of the last full week in July.
b.
Practice shall not exceed four (4) times per week after the first day of school.
c.
Practice after 8:00 p.m. is prohibited when school starts.
d.
Scrimmages may only be held between teams of the same division D v. D, C v. C, B
v. B and A v. A. Teams that are scrimmaged outside of the KVYFL must agree to
meet the age and weight rules for the division participating in the scrimmage.
e.
Any Scrimmage or contact drills between different divisions is strictly prohibited
including within one’s own franchise.
24.0 Playing Rules:
a.
The National Federation of Football Rules for the current year shall govern play in the
KVYFL with the following exceptions:
b.
The home President of Each Franchise shall be the KVYFL representative at each
Football game and will make decision in the best interest of the League and its
participants. The home President will provide a digital scale and a copy of the league
by-laws to be available for challenge of player eligibility and rules.
c.
Period of play will be eight (8) minute quarters. The Clock will start on the snap of the
ball. Halftime will be (10).
d.
Game Times will be as follows:
i.
1:00 D Team
ii.
2:30 C Team
iii.
4:00 B Team
iv.
5:30 A Team
e.
Games will not start any sooner than the designated time.
f.
One (1) “C” team coach may be on the field during play. Two (2) “D” team coaches
will be permitted on the field during play. “C” and “D” Team coaches are required to
be 15 yards back behind the line of scrimmage at the snap of the ball. Coaches must
cease verbal instruction after the offense is set. Violation will result in an
unsportsmanlike conduct call after one (1) warning and a five-yard penalty with 2nd
infraction. Subsequent infractions will result in a 15 yard unsportsmanlike penalty that
will be charged to the head coach.
g.
Kickoff will not be allowed in D and C Teams. Instead the ball will be placed on the
teams own 35 yard line.
h.
Punting is allowed in D, C, B and A games. However in D, C and B games the team
has the option to physically punt the ball or to inform the referee that it wishes to punt
at which point the ball will be moved 30 yards from the line of scrimmage. No punt
that is moved by the officials shall go beyond the 10 yard line.
i.
Kickoff are allowed in B and A however an onside kick cannot be recovered as a
change of possession if the recovering team is ahead by more than 24 points.
Instead, the ball will be treated as a downed punt and be retained by the receiving
team. If the kickoff is muffed or hits the kick return team, then it will be downed at that
spot and the ball will be retained by the receiving team. Only a fumbled kickoff return
can be recovered by the kicking team.
j.
Coaches, sponsors, trainers, and medics must wear the KVYFL issued League ID.
League ID may be worn anywhere but must be visible at all times.
k.
All divisions will use the WVSSAC rules during overtime periods.
l.
KVYFL Gates prices for football and cheer will not exceed $4 for Adults and $3 for
students (ages 5 and above). Player/participant children four and under are free. The
only exception to these prices will be at Laidley UC Field, where it is customary for
Laidley UC Field to charge and additional one dollar per ticket above the stated
KVYFL.

The Home or Host team must supply the chain crew.
The following equipment is mandatory unless indicated as recommended.
i.
Head Protector

A tooth and mouth protector

Shoulder, hip, knee, butt and thigh pads

Cleats must be non metallic
vi.
The “A” Team ball shall be the Wilson TDJ or Nike Youth equivalent. The other
three Divisions (D,C and B) can use either Wilson K2 or TDJ (or Nike Youth
equivalent) as desired.The ball must be leather or composite. Rubber balls or
specialty throwing balls may not be used.
Game Officials
a.
Game Officials shall be secured by the Director of Officials for all scheduled “A”, “B”,
“C” and “D” games. These officials shall be registered. There shall be a minimum of
four (4) officials for all A/B/C and D team games.
b.
Football Officials shall be paid $30.00 per game.
Coaches and Participants
a.
When player rosters are submitted, a complete roster of coaches shall be submitted
with said rosters.
b.
There will be a limit of 7 coaching passes per a per A/B/C and D team. Only 7
coaches will be allowed to be on the sidelines. However, only 40 passes shall be
allowed per franchise.

All adults on the sideline are required to wear a team coach’s uniform of the same
coloration and marking (unless weather dictates otherwise)
Eligibility Requirements
a.
All Players and Cheerleaders must meet the participation requirements as set forth
herein.
i.
D Teams shall be 5 or 6 years of age. The participant must reach the specified
age on or before July 1st of the year that regular season is to start and must
not have attained the age of 7 prior to July 1st of the year that regular season
is to start. Any child who turns 5 during the school year and attends school
may participate as well.
ii.
C Teams shall be 7 or 8 years of age. The participant must reach the specified
age on or before July 1st of the year that regular season is to start and must
not have attained the age of 9 prior to July 1st of the year that regular season
is to start.
iii.
B Teams shall be 9 or 10 years of age. The participant must reach the
specified age on or before July 1st of the year that regular season is to start
and must not have attained the age of 11 prior to July 1st of the year that
regular season is to start.
iv.
A Teams shall be 11 or 12 years of age. The participant must reach the
specified age on or before July 1st of the year that regular season is to start
and must not have attained the age of 13 prior to July 1st of the year that
regular season is to start.
1. Any player who has ever been on a middle school roster by the first
regular season game, past or present, will not be eligible. The
President for the Franchise in question must obtain the first game
roster of the associated Middle School.
b. Copies of Birth Certificates for all players and parent participation forms shall be retained
by each League President. A League President is required to product an original birth
certificate within 2 days of said request being made.
c.
A Franchise President challenging a player’s eligibility shall submit that challenge to the
President in writing setting forth the reason for the challenge. Any dispute regarding a
player’s eligibility will be handled as set forth in the Bylaws in handling disputes. Any
Franchise President may request to see the original of any birth certificate.
29.0 Waivers
a.
Any participant who wishes to participate for a KVYFL Franchise other than the one in
which boundary area he/she resides must obtain a waiver (Appendix B). The waiver
must be signed by the releasing KVYFL franchise president and the receiving
franchise president. If both franchise presidents agree to the waiver the waiver matter
is settled.
b.
Waivers not signed by both franchise presidents will become protested waivers and
must be approved by 2/3 majority of the KVYFL President Board at the August
Meeting.

30.0 Weigh-ins and Weight Limit Policies
a.
The initial weigh-in will be held before the Grid O Rama with the dates and weigh
schedules being determined yearly by the President with the approval of the Board of
Presidents. A KVYFL designee(s) must weigh each team’s participants in order for
the players to be eligible to participate in the KVYFL. Each player will be weighed on
a device that has a digital read out. The weight on the digital read out shall be
recorded and weight must be used as the official weight. Any player who does not
meet the full participation weight even if it is by one pound shall be subject to the
rules of a player wearing a 90-99.
i.
A participant that is no more than five(5) pounds over the maximum
weight at the weigh in can request a re-weigh up through the second
regular season game. If they are still over by the second game, the
participant will then take a jersey designation of 90-99 or will wear an
acceptable marker to denote that they are ineligible to advance the ball
for the rest of the season.
ii.
A Franchise President or designee has the right to challenge the weight
of any player before, during or after any game. If the participant is over
the maximum weight, he or she will not be eligible to advance the ball
and must wear a 90-99 jersey or acceptable marker. If the participant is
challenged for a second game, and found to be over the maximum
weight, and is after the second regular season game, he or she will not
be eligible to advance the ball and must wear a 90-99 jersey or
acceptable marker, and the team in violation will have to forfeit their
game.
iii.
A player will be weighed one (1) time prior to the Grid O Rama/Kickoff
Classic. This weigh-in will be conducted during the franchise’s
scheduled time slot. Any player unable to weight at his team’s
scheduled time can come to the make-up weight-in scheduled by the
KVYFL League President at the Grid O Rama.

“A” team full participant’s weigh is 150 pounds. If the player weights over 150 pounds
the KVYFL will identify the player on the roster and the franchise must issue the player a
90-99 series jersey number. An “A” team participant who wears a number from 90 to 99
shall have the following restrictions.
i.
The player must start every play in a 3 or 4 point stance on the line of
scrimmage.
ii.
On Offense, the player cannot lineup in any position that would be eligible to
catch a pass.
iii.
On Defense, the player must be on the line of scrimmage.
iv.
The player will not be permitted to catch passes, throw passes, take hand offs,
give handoffs, advance a fumble or interception.
v.
The player cannot play on Kickoff or Kickoff returns.
“B” team full participant’s weigh is 130 pounds. If the player weights over 130 pounds
the KVYFL will identify the player on the roster and the franchise must issue the
player a 90-99 series jersey number. An “B” team participant who wears a number
from 90 to 99 shall have the following restrictions.
i.
The player must start every play in a 3 or 4 point stance on the line of
scrimmage.
ii.
On Offense, the player cannot lineup in any position that would be eligible to
catch a pass.
On Defense, the player must be on the line of scrimmage.
iii.

“C” team full participant’s weigh is 110 pounds. If the player weights over 110 pounds

player a 90-99 series jersey number. An “C” team participant who wears a number
from 90 to 99 shall have the following restrictions.
i.
The player must start every play in a 3 or 4 point stance on the line of
scrimmage.
ii.
On Offense, the player cannot lineup in any position that would be eligible to
catch a pass.
iii.
On Defense, the player must be on the line of scrimmage.
iv.
The player will not be permitted to catch passes, throw passes, take hand offs,
give handoffs, advance a fumble or interception.
v.

“D” team full participant’s weigh is 90 pounds. If the player weights over 90 pounds the
KVYFL will identify the player on the roster and the franchise must issue the player a 9099 series jersey number. An “D” team participant who wears a number from 90 to 99
shall have the following restrictions.
i.
The player must start every play in a 3 or 4 point stance on the line of
scrimmage.
ii.
On Offense, the player cannot lineup in any position that would be eligible to
catch a pass.
iii.
On Defense, the player must be on the line of scrimmage.
iv.
The player will not be permitted to catch passes, throw passes, take hand offs,
give handoffs, advance a fumble or interception.
v.
The player cannot play on Kickoff or Kickoff returns
After the 1st official weigh-in no player may be added to any franchise team roster
except for the following circumstances:
i.
Football teams with less than 18 on their roster may continue to add players
after the official weigh-in up until the 4th game of the season. After the 4th
game of the season if a roster drops to 13 players or below addition players
may be added until the roster reaches 18 again.
ii.
No participants may be added after the regular season ends and before
playoffs begin. Eligible players cannot move up from “D” to “C” or “C” to “B” or
“B” to “A” after the end of the regular season for playoff purposes. The KVYFL
Secretary is to be notified when players are added.
h.
Participants added to football rosters after Grid O Rama due to a team being under
the limit of players MUST be weighed by the League President or his designee prior
to the first game of participation.
i.
Weigh-ins will be made exclusively for football playing participants only. Cheerleaders
are not required to provide their weight for participation.
31.0 PRE-SEASON AND POST SEASON GAMES AND COMPETITIONS
a.
Grid O Rama
b.
Weigh-in and roster check for football teams. All Teams must submit a roster with
Name, Age, Date of Birth and Weight.
c.
Roster check for cheerleaders
d.
All rosters must be signed and football players weighed by make-up weigh-in or
ineligible for participation.
e.
The hosting team will receive the gate receipts and all other moneymaking projects
and concessions.
f.
Host team will pay Officials
32.0 JV Games
a. There shall be 3 JV Games that shall be played in an all-day format at the hosting
Franchises field. Teams having JV Teams shall notify the host Franchise who will set the
schedule for the games.
b. JV Games will have four (4), 8 minute quarters with an 8 minute halftime.
c. JV Games will use a running clock format.
d. JV Games shall not be scheduled on the same date as a cheerleading competition.
33.0
Playoff Games/Pre Super Bowl
a.
The hosting teams will receive the gate receipts and all other moneymaking projects
and concessions.
b.
Host team will pay Officials.
c.
Season Ending Tournament the higher seeded team shall be the home team.
d.
Home team must supply the chain crew.
34.0 Super Bowl
a.
The Host team will receive the gate (for which it must provide workers) for the Super
Bowl.
b.
The hosting team will receive all other moneymaking projects and concessions. (a
franchise could get both if it is its turn to work the gate and it is hosting). If the
Championship Game is played at a site that is not used by a franchise in the KVYFL
then the Franchise responsible for hosting will receive the gate receipts and all other
moneymaking projects and concessions.
c.
The team receiving the gate will pay Officials.

Cheerleader Championship
a.
36.0
There will be 3 mandatory competitions with cumulative scores used to crown a
season grand champion.
i.
Cheerleading competitions shall not be scheduled on the same date as a JV
Game.
ii.
KVYFL cheerleading rules will be based on the current WVSSAC rules and
regulations.
b.
Dates will be set by the KVYFL by May 1 of the current year.
c.
The hosting team will receive the gate receipts and all other moneymaking projects
and concessions.
d.
The KVYFL will secure four judges and one of the four judges must be a safety judge.
The host team will incur the cost for judges. Judges are required to be SSAC
approved. Cheer and safety cheer judges will be paid $150.00 each.
f.
Teams will abide by all KVYFL Cheer Rules.
g.
Winners will be announced at the end of each competition. Trophies will be presented
on the same day of the competition.
i.
Cheerleading grand champion trophies will be presented at the Super Bowl.
ii.
Grand champions will perform during half time at the Super Bowl game for
their appropriate Divisions.
Boundaries and Eligibility
a. Shall be made available to all franchise members.
b. A participants franchise eligibility shall be determined by the address of the participants
primary legal guardian(s). The participant shall play for the franchise in whose
boundaries the address resides. When there is any question due to dual guardianship, or
any other questions concerning address, a school report card will be used to determine
eligibility.
i.
The participant will provide their legal name, address, phone number, birth
certificate and some proof of residency which can be a drivers license and/or a
utility bill.
c. No Franchise shall actively recruit players, by having signups, distributing literature,
encouraging players to change teams, or taking any act that would be construed as an
active attempt to obtain players outside of one’s boundaries. Any announcement in a
public publication that may go outside of the area (i.e. newspaper, message boards etc.
must make it clear that you are seeking players in your area).
d. New schools or any redistricting shall be determined by the Board of Presidents. All
decisions regarding boundaries and/or eligibility will be solved by the Presidents.
e. Any team playing with illegal participants after the Grid O Rama will forfeit all games
played prior to the discovery of the illegal participant. Participants playing/cheering
illegally will be removed from the team and must return to the franchise as designated by
these rules.
f.
Player/participant who attend private schools or who are home schooled shall be
deemed to have attended a public school in the district that they live and shall play for
the franchise associated with that school.
g. Any player/participant attending Middle School who has played for a franchise shall
continue to play for that franchise regardless of which middle school he attends unless
he moves into that middle schools district.
h. Boundaries for each KVYFL Franchise shall be as follows;

Grandfathering
a. Any player/participant who has played A,B, or C for a franchise during the 2012 season and
beyond, regardless of their school district or residence, that is now out of area, shall be
“Grandfathered” and allowed to continue to play and participate for his/her present
franchise.
b. Participants who have been playing/cheering outside of their designated area in 2013 and
beyond will be removed from that franchise and must return to the franchise as designated
by these rules.
c. Any sibling(s) of a “Grandfathered” participant, who desires to play for the same franchise,
will be allowed to play for that franchise.
d. Any child of a coach, who coached in 2014, will be allowed to participate for the same
franchise in which their parent/guardian coached. Any child of a new coach in the 2015
season and beyond, shall not be exempt from the boundaries and rules set forth in the
KVYFL by-laws.
