The SFMTA’s CCO office is responsible for enforcing and monitoring the contract
compliance of our funding Agencies. SFMTA’s program for federally-funded projects is the
SBE Program. For the locally-funded projects SFMTA enforces the City’s 14B-LBE
Ordinance.
2016-09 is federally funded and it is being set-aside for bidding only by Certified firms. To
be eligible for award a bidder must be certified under one or more of the following
governmental agencies and meet the economic threshold requirements of the SBE
program. A prime bidder MUST submit the required SBE forms with the proposal at due
date (See SBE Insert). Certification Agencies:

2016-10 is locally funded. The RFP has a 30% LBE goal requirement. A prime must meet
the 30% LBE goal and meet the Good Faith Efforts Requirement. Only firms certified
under the Contract Monitoring Division (City Program) at proposal due date are accepted to
be listed to meet the sub goal. Find more information here: http://www.sfgov.org/cmd or
under the City Program above. A prime proposer must submit the required form with the
proposal. (See CMD Attachment 2)

A 30% LBE goal is to be met listing CMD LBE Certified firms. In addition the
proposer must meet the good faith efforts (GFE) requirements or sub out a total
of 40.5% of the goods and services to be provided. If prime is an LBE their
participation counts towards meeting the 35% over the LBE goal GFE
exemption. LBE Prime proposers receive a 10% rating bonus at every stage of
