Shadow Health and Social Care Joint Board arrangements and Third Sector Interface (TSI) contact details (as at October 2014) Introduction This document was started by the ALLIANCE to help inform third sector organisations about the ongoing process of health and social care integration locally. It contains details about the key people and partnership structures developing in each local authority area of Scotland. CCPS has begun to add further information that may be useful to CCPS members and others about the relevant contacts and key people within the TSIs in each area. It is very much a work in progress that we intend to update regularly and welcome any suggestions you may have regarding amendments, updates or additions. Each area is currently deciding its approach to integration. The Scottish Government has produced a timeline setting out the principle milestones between now and April 2016. More information about the implementation of the Public Bodies (Joint Working) (Scotland) Act 2014 can be found on the Scottish Government’s designated webpage. The first set of affirmative regulations were laid in Parliament on Friday 3 October 2014. They include the prescribed content of the integration scheme; functions that must be delegated by local authorities; functions that must and may be delegated by health boards; and the national health and wellbeing outcomes. There is also a supporting note with further explanation of the delegated functions. These regulations are expected to take effect in December 2014. In addition, each new partnership is expected to have agreed an integrated care fund plan by 12 December 2014. This involves the spending of a proportion of the £100M allocated by the Scottish Government to each area to support delivery of integration, including the shift towards prevention. The Scottish Government integrated care fund guidance builds on the experience of the Reshaping Care of Older People, including requiring sign-off by third sector representatives. Work is ongoing among CCPS and its third sector partners to support engagement with this process locally. 1 Aberdeen City Aberdeen has adopted the body corporate model of integration. A Transitional Leadership Group has been set up comprising of membership from elected members of the Council, non-Executive Directors of NHS Grampian alongside clinical and professional leads as well as representation from stakeholders across the third and independent sectors. This is split as follows:        6 elected members of Aberdeen City Council; 6 non-executive board members of NHS Grampian; Director of Social Care and Wellbeing (Chief Social Work Officer), Aberdeen City Council; General Manager, Aberdeen CHP; 1 clinical lead NHS Grampian; The Third Sector, represented by Aberdeen Council of Voluntary organisations, on behalf of people who use support and services and citizens; and 2 Trade Union representatives. In December 2010, the Council and the Health Board began a 15 month process which would lead to the integration of Adult Community Care Services and Children’s Services across the Highland Council area. Essentially this means that a lead agency is responsible for the delivery of a service and management of staff and budgets. In this instance, adult social care is delegated to the Health Board and children’s community health services are delegated to the Local Authority. Both 14 organisations retain accountability, supporting committee structures need to exercise scrutiny and reporting and performance measures must be based on agreed outcomes. In practice, this means that the Chief Executive of the Health Board is accountable to the Council and Health Board for delivery of adult services and the Chief Executive of the Local Authority is accountable for delivery of children’s services. The model adopted in Highland places responsibility for delivery in the hands of the Lead Agency and this allows for that flexible use of resource focussed on the outcomes. The agreed performance management framework and performance indicators ensure that both organisations can be held to account and evidenced through the outcomes achieved. Staffing implications This decision had the following staffing implications:  The transfer of approximately 1,500 Social Care Staff and around £90million to NHS Highland to support the redesign of adult care  In Children’s services around 250 staff and £8million would transfer to Highland Council to enable redesign across Social Care, Education and Health The ethos The ethos of the integrated system is to achieve the best possible outcomes through a person centred and enabling approach that anticipates and prevents need as well as reacting to it. “We will improve the quality and reduce the cost of services through the creation of new, simpler, organisational arrangements designed to maximise outcomes and the streamlining of service delivery.” Key appointments In March 2013, Highland Council announced the appointment of:   Sheena MacLeod (Head of Health) Fiona Palin (Head of Social Care). The model 20 The full range of social services previously provided by Orkney Islands Council, and a number of services previously provided by NHS Orkney are now under the joint management of a single director, the Chief Executive of NHS Orkney, accountable to the Council and NHS Orkney through the Board of Orkney Health and Care. Orkney Health and Care is not responsible for acute hospital services including acute medical and surgical services. The Partnership works very closely with these services to avoid delayed discharges, reduce unplanned admissions and to promote a joined up approach to health and care. Orkney Health and Care Partnership Board consists of:   four elected Councillors four NHS Board members Their role is to oversee and scrutinise the work and on-going development of the Partnership, including performance management and consideration of policy and strategy. The Orkney Health and Care Committee Its members include all of the professions covered by Orkney Health and Care, clinical input from acute services, child health and mental health, a carer representative and a representative from the public partnership forum to ensure that its advice is grounded in practice. The Committee is chaired by an elected member of the Council and meets to secure involvement of staff, service users and carers in governance and decision making for Orkney Health and Care. The Committee has responsibilities to advise on areas such as service redesign, planning, prioritisation and performance, operating alongside a range of planning and working groups. The Public Partnership Forum also meets regularly and provides a formal focus for third sector and community engagement. The Public Partnership Forum provides an advisory role which is complemented by specific broader consultation and engagement processes on any service or policy changes.
