Foreword
Dear Principals, Supervisors, Teachers and Educarers,
In this issue, we have made available updates to the Prospectus to
support you in the planning of professional development in the fourth
quarter of this year.
To ensure that our professional development opportunities address the
learning needs unique to the different groups of EC educators, each
planned course is catered to one of the three broad groups of EC
educators: the Centre Leaders, Teachers and Educarers.
The prospectus provides information on Continuing Professional
Development (CPD) courses available from September 2015. All courses
offered in this prospectus are designed to include assignments and
reflection that support participants’ application of learning in their
classroom teaching.
We hope you will find the prospectus a useful resource and guide for your
professional development.

Information on Continuing Professional Development
(CPD) Courses
Please note the following:

Only ECDA-certified educators are eligible to apply for the courses
listed in this prospectus.

ECDA strongly recommends that all EC educators undertake at least
20 hours of CPD per year. Apart from undertaking courses, these 20
CPD hours can include other modes of PD, such as e-learning and
sharing sessions amongst peers that are either centre-based or
between centres.

All courses are highly subsidised and as such, withdrawals will not be
allowed once selection is confirmed. Hence, any participant who is
unable to attend the course after receiving the confirmation will need
to provide a replacement who is ECDA-certified.

In the event that a participant does not turn up for a course and does
not provide a valid reason, the centre will be charged the full fee of
the course at the non-subsidised rate. For a participant with a valid
reason, documentary proof (e.g. medical certificate) must be
submitted in order for fee waiver consideration.

In the event that the minimum class size is not met, the class will not
commence and applicants will be informed of the next available
date(s).

Modes of Professional Development
Professional Development (PD) should be planned to optimise learning
and it can take a variety of forms. EC educators can adopt any of the
modes stated below as part of their professional development:
 Conferences, seminars, courses, workshops (including
centre-based PD activities)
 Peer sharing
 Structured on-the-job training, e.g. mentoring, observations
 Work attachments
 Study trips, learning journeys
 Induction programmes
 E-learning/web-based learning
 Professional readings
 Networked learning communities
 Practitioner inquiry
Note: The above list is not exhaustive
As a guide, a full-day course is equivalent to seven training hours and a
half-day course is equivalent to three-and-a-half training hours.
You are encouraged to conduct an individual learning needs analysis
to identify your level of competency in specific learning areas, using the
CPD planner in the CPD Framework (CPDF) for Early Childhood Educators

You would also need to ensure that the identified individual learning
needs are aligned to your centre’s priorities and goals. You can then
draw up a learning plan that would help you address skills which you can
hone or improve. You can track your progress by using the Individual
Learning Roadmap, which is found in Annex A.

Funding Models for CPD Courses
Funding for the CPD courses in this Prospectus falls into one of the
categories below:
1. Fully subsidised by ECDA
2. ECDA subsidy of 80% of course fee
3. Funding from Singapore Workforce Development Agency (WDA).
Please refer to Annex B for more information on Funding from WDA.
Centres may also be eligible for the Productivity and Innovation Credit
(PIC) Scheme by the Inland Revenue Authority of Singapore (IRAS).
Please refer to Annex C for more information on Credit/Tax Rebate from
IRAS.

Framework Training
The courses in this prospectus focus on deepening knowledge and
honing teaching skills and are aligned to the knowledge domains in the
Early Years Development Framework (EYDF), the Nurturing Early Learners
(NEL) Framework, the Continuing Professional Development Framework
(CPDF) and the NEL Framework for Mother Tongue Languages.

About the trainer:
Dr Melinda Eng is an education consultant and a music educator. Currently the
Managing Director of Ed. D. Consultancy Pte. Ltd., Melinda provides professional advice
and services related to curriculum development for pre-schools and content
development for professional development courses in early childhood care and
education. She was the Curriculum Consultant for Pre-school Education Branch (PEB),
Ministry of Education, Singapore, from January 2012 to August 2014.

About the trainer:
Ms Puspa d/o Namasivayam, has more than 32 years of experience in early childhood
training, administration and working with parents, infants, preschoolers and children with
special needs, in Singapore, Malaysia, Indonesia and the region. She holds a BSc in Child
Development and Master of Education in Special Education. She has attended
specialised courses with the ‘Pikler Institute’ and Magda Gerber-Resources for Infant
Educarers, and is an ‘Infant and Toddler Development’ Specialist. Ms Puspa also serves as
a consultant to World Bank, UNICEF and Childcare organizations and is a frequent speaker
at Early Childhood Professional Conferences/Seminars and Parent Education Seminars.

About the trainers:
Dr Karuppiah Nirmala is a Lecturer at the Early Childhood and Special Education division
of the National Institute of Education. She has served many years in the field of early
childhood education, holding various positions including lecturer, practicum supervisor,
curriculum consultant, training co-ordinator and researcher/research advisor. She has
conducted talks for parents and workshops for teachers both in and outside Singapore.
Mrs Joanna Tay-Lim is a lecturer with the Early Childhood and Special Needs Education
Academic Group in NIE (NTU). She holds a MEd (Early Childhood) from the same
institution, and is currently pursuing her PhD (Education) studies. Joanna has taught in
mainstream schools and early childhood settings, and has been a teacher-trainer for
early childhood courses before she assumed her present position.
Ms Seah Ping Ping is a Quality Assurance consultant for the Singapore Pre-School
Accreditation Framework at the Early Childhood Development Agency. She has more
than 20 years of experience in the field of Early Childhood Education. She has set up
preschools locally and internationally.

About the trainer:
Ms Sim Ker Ling has pursued her passion and worked in a Kindergarten for 7 years; during
which she gained several recognitions. She held a Senior Teacher role in Soka
Kindergarten, presented her student research at MOE Kindergarten Seminar 2007,
completed her Diploma in Teaching and Leadership (DPTL) and Bachelor of Arts
(Childhood & Family Education) and was awarded the Best Academic Achiever by
Advent Links – SAUC. In 2010, she joined BearyFun Gym as a co-partner. Being sporty
since young, she believes in an all-rounded development in young children. She
obtained her coaching qualification (SPORT Singapore & Singapore Gymnastics) and
has been conducting workshops for teachers, principals and parents for the past 5 years.

About the trainers:
Ms Mona TAN, Senior Lecturer, has over 15 years of experience working in the Early
Childhood education sector. She graduated with a Bachelor in Early Childhood
Education from the University of South Australia with a first class honours and was
conferred the Dean’s List for academic excellence. In 2009, Mona graduated with a
Master’s in Education from the University of South Australia.
She specialises in Sports and Fitness for Young Children, Discovery of the World,
Mathematics for Young Children and Curriculum for Early Childhood Care and
Education. She also teaches undergraduate courses, including Current Issues in
Curriculum Development and Implementation.
Ms Juliana Ng-Furtado, is a Senior Lecturer with 19 years of early childhood experience
prior to her employment with SEED Institute. Juliana teaches the Diploma courses at
SEED Institute and Ngee Ann Polytechnic to both in-service and pre-service teachers.
She specialises in Human Growth and Development, Play and the Young Child, Social
and Emotional Development and field practicum. At UniSIM, Juliana teaches Child
Growth and Development.
Ms Rajalachime Gunathilakan obtained both her Bachelor of Education and Master of
Education from the University of South Australia. Currently a lecturer, she has more than
20 years of experience in the early childhood field as a Kindergarten Teacher and
Principal. Rajalachime specialises in early childhood topics such as Curriculum for Early
Childhood Care and Education, Play and the Young Child and Mathematics for the
Young Child. She supervises student teachers in their field practicum. She has
undertaken research projects and presented research papers, both at local and
international conferences.

About the trainers:
Ms Jenny Ng is an Occupational Therapist. She graduated from Trinity College, Dublin
with a BSc (Hons) in Occupational Therapy and has been practicing as a therapist for
2 years. Her experience in Paediatrics includes working in a special school to ensure
that the special needs children are able to perform optimally in their school-setting and
providing individual therapy to mainstream and special needs children in a clinic.
Ms Mao Shiyun is a Speech & Language Therapist with a range of experience across
paediatrics and adult speech, language and feeding difficulties, including special
needs and school-aged language and literacy difficulties. She is currently supporting
children in mainstream childcare centres and kindergartens, by providing assessment
and therapy intervention with Development Support Programme (DSP) in SPD Jurong.
Ms Tanya Tan is an Occupational Therapist who graduated with first class honours in
BSc in Occupational Therapy from Coventry University in 2013. She has worked with
mainstream and special needs children with autism and attention deficit hyperactive
disorder in the occupational therapy clinic. Her role in the Developmental Support
Programme is to provide intervention to children who have a delay or experience
difficulties within the fine and gross motor domains.
As a Learning Support Facilitator, Ms Seng Gek Tyng works with pre-schoolers with mild
behavioural issues. Ms Seng had the privilege of working with students with a range of
difficulties including literacy, comprehension, language, attention deficit disorder,
working memory and developmental delay while she was an Allied Educator with an
MOE primary school for the past 4 years. Ms Seng is also trained in Orton Gillingham
Approach for children with Dyslexia.
Ms. Priyanka Shailat, currently working as a Speech-Language Pathologist at SPD, is a
Master in Speech-Language Pathology (distinction holder), and graduate in SpeechLanguage Pathology and Audiology. She has served a wide variety of communication
disorders across ages, such as Specific Language Impairment, Autism Spectrum
Disorders, Intellectual Disability, Dyslexia, Global Developmental Delay, Hearing
Impairment, Cerebral Palsy, Speech sound disorders, and multiple disabilities.
Ms Agnella Maria Wencina Clement has a Master’s degree in Psychology. She started
her career as a counsellor and has lectured in Psychology at a pre-university college
and a School of Nursing. Before joining SPD as a psychologist for Early Intervention
Programme for Infants and Children (EIPIC), she worked for two years as a psychologist

at another EIPIC centre in Singapore. She is a life member of the Indian Academy of
Applied Psychology and a full member of the Singapore Psychological Society.
Ms Lim Li Hong is an Educational Psychologist. She has been working with pre-schoolers
for at least 5 years in various settings (e.g. Early Intervention Programme for Infants and
Children (EIPIC) centres, Mainstream Childcare centres, special need classrooms). She
has conducted psychological assessments with mainstream children, written
individualised plans and progress reports, and carried out long term interventions for
special needs children.
As a Learning Support Facilitator in the Development Support Programme, Ms Clara
Kow provides comprehensive educational and learning support services to identify
children with developmental concerns mainly in attention and literacy. She develops
a conducive learning environment appropriate for the child in order to integrate
successfully into the school environment.

About the trainers:
Dr Karuppiah Nirmala is a Lecturer at the Early Childhood and Special Education Division
of the National Institute of Education. She has served many years in the field of early
childhood education, holding various positions including lecturer, practicum supervisor,
curriculum consultant, training co-ordinator and researcher/research advisor. She has
conducted talks for parents and workshops for teachers both in and outside Singapore.
Dr. Hanin Hussain is a lecturer at the Early Childhood and Special Needs Education
Academic Group at the National Institute of Education. She teaches pre-service, inservice and postgraduate courses. She has taught in the primary school setting in
Singapore and in early childhood settings in New Zealand, and worked in professional
leadership in early childhood education. Her areas of research interests include
complexity thinking in education, curriculum and curriculum development, physically
active play, teachers’ workplace professional learning and practice-based research.
Mrs Mercy Karuniah Michael is a lecturer with the Early Childhood and Special Needs
Academic Group in NIE (NTU). She holds a MEd (ECE) from NIE and is now pursuing her
PhD with the same institution. She is a trained teacher, specializing in General Paper at
JC level as well as History and Social Studies in the Gifted Education Programme, before
she joined NIE. In her current portfolio, she teaches Educational Psychology courses to
student teachers and conducts various pedagogy related courses for in-service
teachers, coming from both mainstream schools and preschools.
Mrs Joanna Tay-Lim is a lecturer with the Early Childhood and Special Needs Education
Academic Group in NIE (NTU). She holds a MEd (Early Childhood) from the same
institution, and is currently pursuing her PhD (Education) studies. Joanna has taught in

mainstream schools and early childhood settings, and has been a teacher-trainer for
early childhood courses before she assumed her present position.
Ms Seah Ping Ping is a Quality Assurance consultant for the Singapore Pre-School
Accreditation Framework at the Early Childhood Development Agency. She has more
than 20 years of experience in the field of Early Childhood Education. She has set up
preschools locally and internationally.
Ms Joy Marie Anand is presently a PhD candidate at NIE, NTU. She has been an early
childhood educator since 1982, holding various positions such as teacher, lecturer,
principal, and cluster principal. As an early childhood educator, she has been actively
involved in sharing her knowledge and skills with pre-service and in-service teachers,
families and communities. She has also presented at several local conferences and

Childhood Education sector, Ms Delphine Teo is a trainer and course developer with
the PACE Academy at Singapore Polytechnic. She is currently an Executive Principal
at the PAP Community Foundation (HQ) and oversees a cluster of 16 kindergartens
and childcare centre principals.

Funding from WDA
WDA SkillsConnect system
Centres must have a SkillsConnect account to apply for course fees’ subsidies
and absentee payroll. For more information of SkillsConnect, please click here.
Funding Eligibility
Singaporeans and Permanent Residents are eligible for WDA funding. For more
details on WDA’s funding under certifiable skills training, please click here.
There is an additional funding for participants who are under the Workfare
Training Support (WTS) Scheme. Participants who are under the WTS scheme
can receive WDA’s funding at 95% of the course fees and absentee payroll at
95% of the hourly basic salary (for both SMEs and non-SMEs). SkillsConnect will
auto-calculate the participants’ eligibility (Singaporeans aged 35 years and
above AND earning $1,900 and below) when the employers input the
employees’ information in the training grant application via SkillsConnect.
Employers will need to keep any one of the following supporting documents
for audit purpose:
 WTS notification letter
 Workfare Income Supplement (WIS) payout notification letter
 Inland Revenue Authority of Singapore (IRAS) tax notification letter
 SingPost receipt for CPF income declaration
 Any 1 of the last 3 months’ payslips
 Employment letter / contract dated not more than 3 months before
course registration

Annex C
Productivity and Innovation Credit (PIC) Scheme
PIC was introduced in Budget 2010 to encourage businesses to engage in
productivity and innovation activities in Singapore.
Enrolling staff for training allows businesses (i.e. companies, sole-proprietorships,
partnerships) to enjoy the following benefits when they enrol staff for training:
a) 400% tax deduction up to $400,000 in expenditure per year; and/or
b) 60% cash payout up to $100,000 in expenditure per year
To qualify for cash payout, your business must:
 have employed at least 3 local employees (Singapore citizens or
Singapore permanent residents with CPF contributions) excluding soleproprietors, partners under contract for service and shareholders who
are directors of the company. A business is considered to have met the
3-local-employees condition if it contributes CPF on the payroll of at least
3 local employees in the relevant month(s); and
 carry on active business operations in Singapore.
Note: Please deduct any government grant or subsidy given on your
investment and claim PIC benefits only on the net spending.
