Number and ages of children Housing Developments Lone parents families accessing Working Tax Credit Employment profiles and income The population of Rushmoor in 2011 is estimated to be 96,700. It is forecast to increase by 2.7% between 2011 and 2018 (Demographic facts & figures for Rushmoor, HCC) Numbers of 0-16 year olds show statistic numbers overall, with no increase in 5-15 year olds and a decrease from age 16. The 0-4 year olds currently make up almost 6.4% of the total population of 96,700 Aldershot Urban Extension – 4500 homes planned (over the next 25 years) It is anticipated that there will be circa 700 additional army families expected in Aldershot over the next years. Lone parents in Rushmoor account for 0.9% of the worklessness statistics for Hampshire, the total for HCC is 0.8% (Hampshire Labour Market Bulletin August 2014) Unemployment statistics for job seekers allowance shows the Rushmoor percentage has decreased to 1.2% of the working age population. One new home child carers opened. It is not known how many childcare places they will provide but likely to be one to two places. One preschool closed due to premises issues. All children either started school or were offered places at the owners other setting. Overall the market decreased by 44 places. Ideally we would see this happening in the child’s local setting or parents choice of setting, however where a child’s needs cannot be met by this provider we will work with the CFIT (children & Family Information Team) to support the identification of an appropriate alternative. The Inclusion Team will use a range of resources to attempt to ensure that all settings are able to provide quality care for all children. This will include the provision of additional funding through the ChIF process, direct support from the Area Inco team, Outreach support from one of the contracted expert providers, support from the Portage service, training, or support groups. ChIF is only available to settings with no financial reserves when supporting children with severe/profound support needs. Development of Childminding There are 34 childminders providing funded early years education to two year olds and 36 providing early years education to three and four year olds. Development of out of school/holiday provision There are a range of Extended School activities currently running across the council area. Some of these activities run during school lunch breaks, before and after school, during the holidays and on inset days. They include sports based activities, cooking and eating programmes, art and drama, study and homework support, literacy and numeracy programmes. Local sports centres also offer a range of activities and sporting sessions during all school holidays and after school. Parental demand There have been no unmet requests for childcare during the year. The Childcare and Family Information Team (CFIT) supported families in finding provision particularly for those children who are funded as a two year old. Grant funding There have been no grants awarded this quarter.+ Ward Postcode Type of grant Registered places Type of setting FDC/SC/OSC/CM Conclusion The “Childcare places analysis (balance sheet)” at the beginning of this report details the net loss/gain in places across the council area by quarter and showing an annual total. There has been some change in childcare places this quarter. Four childminders opened with nine closing, an overall loss of fourteen places. One preschool closed due to premises issues with a loss of 26 places. Overall the market decreased by 44 places. All children who attended the setting that closed either started school or were offered places at the owners other setting. The numbers of two year old funded places was lower than anticipated and the market met the demand for 2, 3, and 4 year old nursery education places. Proposals by the government to change the funding and criteria for two year olds has meant the local development team working with settings to develop additional places for two year olds. The local development team has been working with settings in order to build quality and capacity following the September 2013 Government launch. A large number of settings have applied to be providers to meet the demand. There are currently 38 settings and 34 childminders providing early years education to two year olds. From September 2014 the Government has extended the eligibility criteria and anticipates 40% of all 2-year-olds nationally are eligible to take up a free early years education place. Currently, 2 year old places are meeting current demand for funded provision. HCC is working with providers to participate in the “stretched offer”. This gives parents the opportunity to stretch the 15 hours a week free nursery education over a longer number of weeks than the standard 38 weeks of the year. 7 nurseries, and 2 childminders are providing this offer. Plans are in place for the Aldershot Urban Extension. Development zones have been identified, and the first 175 houses will be built in 2014/15 with approximately 250 – 275 houses annually until 2019 with continued development to 2023. The first school will open in 2016. Two nurseries and two preschools have been built into the planning and will be available as each 1000 milestone for housing is met.
