Presentation of the intercluster coordination meeting v. DDRC meeting
ICC meeting on Tuesdays is for humanitarians only. DDRC is the linkage between humanitarians
and government processes. Hopefully this meeting can become more action-based. Standing
agenda to become the norm within these meetings, where cluster leads as well can bring up
intercluster issues.

Key points which were drawn from cluster documents: this is ‘best practice’ for government &
humanitarian partnering. District government expectations for full coverage is unattainable.
Inaccurate expectations. Priority of the humanitarians is to keep people alive and rehabilitated.
Recovery has to provide longer-term healing. Communities and the government will have major
involvement. The LDO reacted to the point of the customs clearance which provide a major
obstacle to the aid supply chain. ‘Building back worse’ seems a real possibility in Nepal.

Advocacy towards use of logistics
Hearsay is that the helicopters are not being fully utilized – there is spare capacity. Free of
charge covering warehousing 8km outside of Chautara.
Contingency planning
Waiting for a government DDRC on their requirements – finally that meeting was about
government resources I moving their stock. The important thing is to get agencies across
clusters to create and share their contingency planning. Communicating to the government first
and then to the partners in the case of emergency. Gorkha has already got a guidelines
document. Health and WASH are ahead of their time… But Health is contingency for outbreaks.
But the contingency planning is essentially around the movement of population. Importance to
have a telephone tree and list of prepositioned assets. Encouraging the clusters to do a capacity
mapping which permits to have a broader understanding of capacities within the district.
Central cluster leads may possibly have guidelines and templates, but encouraging all cluster
co-leads to communicate with their national leads. Coarse version can be done within a week.
To be added to DPRP as an annexe, which needs to be the starting point.
Cluster issues
Presentation of Logistics cluster of the assessment in Tatopani from 25 th of June, there had
been a lot of pressure (by the government) to investigate into Tatopani. Request by phone
doesn’t cut it, there needs to be a formal request on service request form. Three settlements
15-18km from Chautara IDP camps. Golche, Nampa, assessment 32 dead bodies aren’t buried
in a proper way – this needs to be addressed. LDO & CDO need to address this issue.
Assessment tracking is still problematic. CCCM have hired 3 new coordinators. DTM monthly,
but with a call in the 2nd week. Proposal of discussion post-DTM meeting.
Health : Hagam VDC had a landslide and was asked to investigate. Health needs to be tapped
into the displacement of populations.
AOB
Proposed landslide notification mechanism bringing together: logistics, UNDSS, UNDP & Nepal
government, with technical support from ‘Communicating with Communities’.
FSC has been asked to help with providing shelter for the harvest – shelter cluster will look into
it based on needs and capacity.
PDNA doesn’t properly address that government partners’ actions.
200 reporting partners v. 70 partners with MOUs.
