ASSISTANT TO FINANCIAL MANAGER AT JOINT TECHNICAL SECRETARIAT The Joint Technical Secretariat (JTS), the public establishment, founded by the Ministry of the Interior of the Republic of Lithuania SEEKS ASSISTANT TO FINANCIAL MANAGER to work in Vilnius, Lithuania with the Latvia, Lithuania and Belarus Cross-border Cooperation Programme within the European Neighbourhood and Partnership Instrument 2007-2013. Job description: the tasks will include but not be limited to: assisting the JTS financial managers in supervising the preparation for contracting of the joint projects of the cooperating organisations from Latvia, Lithuania and Belarus, advising and consulting on the questions related to the Programme and national as well as European requirements, monitoring the implementation of projects and working with the Programme database and closure process. The working language in JTS is English. Main requirements: higher or equivalent education (accountancy, economics, or other relevant field), perfect knowledge of Latvian and good knowledge of English, knowledge of Latvian national and EU legal acts and development strategies, at least one year of professional experience (management of EU programmes or projects would be considered as strong advantage), professional computer skills. Knowledge of Russian is advantageous. This is a temporary post till the end of December 2013 with a possibility of replacement of the Financial manager during paternity leave (from 2014 till the end of October 2015). SPECIAL REQUIREMENTS FOR THE CANDIDATES To possess a higher-education (university) diploma or its equivalent in law, public or business administration, economics, or other relevant field. 2. To be fluent in Latvian and to demonstrate good English language skills both orally and in written. Knowledge of Russian would be considered an advantage. 3. To be well acquainted with the legal acts of the Republic of Latvia, especially which concern the implementation of the European Neighbourhood and Partnership Instrument programmes in Latvia. To be well aware of the EU legislation, especially what regards the implementation of the European Neighbourhood and Partnership Instrument programmes. To be aware of Latvian national and European development strategies. 4. To demonstrate thorough knowledge of the documents of the Programme. 5. To have thorough knowledge and comprehension of Latvia’s political, social and economic development tendencies, as well as regional development strategies, in particular what regards Latgale region. 6. To have at least 1 year working experience. Experience of working with the EU funded programmes or projects would be a significant advantage. 7. To be able to plan and organise her/his work self-sufficiently and efficiently. 8. To be able to work in a multinational team. 9. To be able to collect, select, systemise, generalise and manage a lot of information. 10. To demonstrate sound presentation skills. 11. To be able to write clearly and according to record keeping standards in Latvian and English. 12. To be a computer professional (MS Office, Internet). Experience of working with databases would be treated as advantage. 13. To be ready to live in Vilnius, Lithuania. 14. To be travel proof as the job may require periodic frequent travelling. II. TASKS The tasks of the PROJECT MANAGER ASSISTANT will include but not be limited to: 1. Assisting in preparing and editing the Programme documents and their explanations. Communicating and cooperating with the national, regional and local institutions from Latvia, Lithuania and Belarus, as well as the European Commission and other organisations participating in the administration and implementation of the Programme. 3. Preparing and submitting all the information needed for the meetings of the Joint Monitoring Committee and the Project Selection Committee of the Programme. 4. Assisting actively in preparation of the projects selected for funding in preparation for the signature of the Grant Contracts. 5. Assisting in organising and conducting trainings, consultations and all other assistance to the projects approved for funding. 6. Assisting in monitoring the implementation and reporting of the joint projects of the Latvian, Lithuanian and Belarusian cooperating organisations after they receive the grants of the EU. This includes checking the project activity reports and carrying out on-the-spot checks. 7. Working with the database of the Programme. 8. When needed, taking part in information seminars, submitting the information for the Programme website and otherwise helping the communication team. 9. Participating in various internal and external laboratory meetings, workshops and seminars, in the scope of her/his competencies and under the order of the director of the JTS.
