Laws of Badminton and USAB Tournament Regulations will be enforced throughout. • To qualify for an age division, the player’s age must be under the age division as of: o U11: born year 2007 and later o U13: born year 2005 and later o U15: born year 2003 and later o U17: born year 2001 and later o U19: born year 1999 and later • A feed-in consolation draw through the quarter-finals will be used in accordance with USA Badminton Tournament Regulations. • Matches are best of three games to 21 points. • Events that do not have enough entries may be run in a round-robin or pool-play format, or cancelled. Eligibility: • Participation in the 2017 U.S. Junior Nationals Badminton Championships is open to any member of USA Badminton in good standing who has a Junior Ranking on June 1, 2017 or who satisfies the playing experience and who meets the residency criteria described below. • Playing Experience Criteria: Junior Nationals may not be a player’s first tournament! Players must satisfy the playing experience eligibility criteria below. • Players with USAB Junior Ranking Points on June 1, 2017 are eligible to play. If an event is over-subscribed, then Page 2 of 13 the lower-ranked players may be required to play in the Qualifying Rounds on June 27-28, 2017. • If there are more many entries that can be accommodated even in the Qualifying draws for a given event, then the lowest ranked entries for that event will be placed on the reserves list. o A player without USAB Junior Ranking Points can request a waiver by providing proof of prior (formal) tournament experience. The request should be made to the Tournament Director at [email protected] by June 1, 2017 and should include the following information: 1. Ranking in previous years 2. Proof of play in international junior tournaments 3. Proof of play in sanctioned adult tournaments • Anyone using an approved waiver for playing experience eligibility must play in the Qualifying Rounds if they are in force for that player’s event(s). Players will be placed in the main draw if there are no Qualifying Rounds but they will not be seeded if they lack a Junior Ranking. • Tournament registrants must be current USAB Members in good standing. Tournament Type Junior Nationals Entry Eligibility Participant & Criteria 1. U.S. citizens who meet the age criteria, qualification criteria and are current USAB Members in good standing. 2. U.S. permanent residents who meet the age criteria, qualification criteria and are current USAB Members in good standing. 3. Non-U.S. Citizens & Non-Permanent Residents living and studying in the U.S. with long term visas who meet the age criteria, qualification criteria and are current USAB Members in good standing. Qualification Criteria 1. Non-U.S. Citizens and Non-Permanent Residents who are living and studying in the U.S. with long term visas (more than 1 year) must meet the residency criteria as below: a) Must have begun residence in the U.S. at least 12 months prior to the first day of the tournament. b) Must not have been out of the U.S. for extended periods during the 12 months prior to the start of the tournament. Vacations, playing an overseas tournament, traveling to see a sick relative are acceptable absences, but leaving the country for a period of a month or more at one time with the exception of during the summer school vacation period is not acceptable. c) If they satisfy the continuous residence requirement MUST bring their passport to the tournament for physical inspection at Registration. Failure to bring his/her Passport to Registration may result in disqualification of that player by the Referee. 2. All Players competing in these tournaments are responsible to notify the USAB national office and the JAG if he/she has represented a foreign country/countries. Failure to comply with this requirement may result in the following: a) US citizens who are otherwise qualified to represent the US may be removed if there is insufficient time to get the BWF approval to change their jurisdiction status. b) Non-US citizens (including Permanent Residents and Non-Permanent Residents living and studying in the U.S. with long term visas) who are found to have competed under the flag of another country whose current status is not in good standing with the country that they have represented and/or the BWF (which may include issues such as those related to misconduct, anti-doping, etc.) will be disqualified from a tournament/tournaments they have signed up for (and their entry fees will not be Page 3 of 13 refunded). c) Neither US citizens nor non-citizens will be allowed to compete until their status changes to that of a member in good standing with the BWF and/or the current federation they are representing. • Proof of U.S. citizenship and Residency 1. Awards: Awards shall be presented to all the finalists, semi-finalists and consolation winners in each event. 13. Ranking Points Ranking points will be awarded for only the lowest age group played in each event. For example: if an athlete plays in U15 BS and U17 BS, only the U15 BS results will count for ranking purposes. 14. Tournament Fees These fees consist of the 2017 Junior Nationals Base Entry Fee, Parking Fee and a Technical Officials Fee. These fees must be paid online at the time of signing up for Junior Nationals as well as a 15 % Simply Compete processing fee per agreement with USA Badminton. This 15 % processing fee is nonrefundable. • Base Entry Fee • • 1-2 events = $140 per player 3 events = $180 per player • Technical Officials Fee There is a $5 fee for the USAB Tournament Officiating Fund. • Satellite Parking Fee There is a $10 flat fee for all players to park at the satellite parking lot for tournament date between June 27 – June 30, 2017. Draws & Seedings: • The Open Draw for the tournament will be made according to USAB Tournament Regulations by the Referee or COAG designee during the period of June 10-19, 2017. • Seedings are based on the Junior Rankings as of June 1, 2017. These Rankings will include the results of the 2017 Mid-West Super Regional if they are uploaded to Simply Compete by that date. • The time and place of the open draw will be announced on www.usabadminton.org at least one week in advance. 19. Withdrawal On Time Withdrawals (Withdrawal up until June 7, 2017) • Players who withdraw on usab.simplycompete.com by June 7, 2017 (11:59 PM MST) will have their base entry fee, parking fee and technical officials fee refunded. However, the processing fee by Simply Compete is non-refundable. • The following persons must be notified of the withdrawal by email: o Tournament Director o Referee • Refunds are the responsibility of the Tournament Director and/or host. Shuttlecocks: • Yonex is the official shuttlecock for the 2017 U.S. Junior Nationals. 21. Conditions of Play: • This tournament will be conducted in accordance with USAB Tournament Regulations. • The decisions of the Tournament Referee will be final. • All matches will be the best of 3 games to 21 points in rally-scoring format. • Full feed in consolation matches will be run for all events through the Quarter Finals. • A player not ready to play 10 minutes after his/her match is called may be defaulted. • Acceptable badminton clothing must be worn during play by both players and coaches. Doubles partners are encouraged to wear matching colors. 22. Coaching Credentials (Pass) • We will refer to the Coaching Credential as Coaching Pass from this point. • USA Badminton continues in its efforts to bring coaching standards up to those in other parts of the badminton world and also meet the USOC demands for sports to upgrade their coaching system and structure. Beginning in 2013, coaches were required to have coaching pass at all USAB sanctioned junior events such as the U.S. Junior National Badminton Championships, Super Regional, and Junior International Trials (JIT). In the long run as per other major sports in the U.S., USAB will also require a coach to have an “appropriate level of certification.” This process has been introduced in stages. • The junior coaching pass is a “license” for USAB members in good standing who meet the requirements” to coach at USB sanctioned junior ranking tournaments.” • • Coaching Pass Information - Click this link for USAB Junior Coaching Pass Information for 2017-2018 Junior Tournaments . The 2017-2018 Coaching Pass will expire on June 15, 2018. COACH CATEGORIES • • • The Parent, Personal and Junior Credential will NO longer be accepted effective from the 2017 Junior Nationals. Coaches who wish to coach at the 2017 Junior Nationals and other USAB sanctioned junior ranking tournaments in the 2017/2018 season must at the minimum be as USAB Level 1 Certified Sport Performance (SP1). The initial news was published in July 2016. If you are a USAB certified coach in either the Sport Performance Track or the High Performance Track, you will be classified as a Certified Coach MANDATORY CONDITIONS • Coaches with a Coach Pass who wish to coach at the 2017 USAB Junior Nationals, MUST visibly wear the approved USAB Coaching Pass. Failure to do so will result in the coach not being allowed to sit on the coach’s chair. Page 9 of 13 • No one is allowed to coach if he/she does NOT have a Coaching Pass. • Coaches will NOT be allowed to coach if his/her USAB Membership is NOT current. • Coaches will NOT be allowed to coach if his/her BACKGROUND CHECK is NOT current. However, the coach may • renew and show the NCSI e-receipt. Temporary Coach Passes will NOT be issued. APPLICATION • The 2016-2017 Junior Coaching Credential expires on June 15, 2017. Application for the 2017-2018 Season Coaching • • • Pass will open on May 8, 2017 and Only application that meet the published criteria will be processed. Applications received after this deadline, will not be processed for the 2017 USAB Junior Nationals. IMPORTANT REMINDER • • • • • • • • • • • • It is the responsibility of the applicants to read and understand the application requirements. USAB National Office will NOT respond to email inquiries requesting on how Coaching Passes could be obtained. It is the responsibility of the coach to ensure that their USAB membership and background check is current at time of application and throughout the 2017 USAB Junior Nationals. USAB National Office will not contact the applicant if the application is not complete and/or does not meet the requirements (this includes expired USAB membership background checks and head shots – photos that do not meet requirement), and their Coaching Pass application will not be processed. Take note that the background check may take up to 10 days to be approved either for first time applicants and renewing applicants. Applying/ordering a background check must be done through a USAB member’s dashboard on Simply Compete. Neither USAB nor Simply Compete approves their background check or is able to track their background check application progress. Background check applicants must ensure that it is their responsibility to track any further email correspondence from NCSI (National Center for Safety Initiatives) Proof of application is not proof of approved background check status. Coaching Pass applicants must ensure that that they have the correct mailing address registered in the USAB profile in Simply Compete. USAB National Office is not responsible if the mailed coaching credential is not received by the applicant as a result of incorrect mailing address provided by the applicant. If the pass is mailed to each individual applicant, USAB is not responsible if the mailed pass does not arrive on time as result of a delay. Coaching Passes CANNOT be shared with someone else. If someone is caught sharing passes and/or using a fake coaching pass, his/her coaching pass will be confiscated by the tournament Referee (or by the Technical Officials as instructed by him/her). USAB will not be responsible if an applicant applies for a Coach Pass for the Junior Nationals, but does not collect his/her pass at the Junior Nationals. Background Check: 1. If your background check is not current and/or has not been approved by NCSI, you will not be able to apply for credential. Please note it may take up to 10 days for your background check to be approved. 2. If your background check expires during the tournament or just before the tournament commences, you will have to apply and show the NCSI e-receipt. Page 10 of 13 23. Line Judges • Players are required to serve as line judges in a match following their own. This is required for both singles players and the winning doubles pair in every match. • Players may arrange for an adult or another player who is not playing a match or required for player staging, to substitute for them in their line judging duty. It is the player’s responsibility to arrange for any such substitution. 24. In consideration of my involvement at the 2017 USAB Junior Nationals (JN) under the auspices of USA Badminton and Bintang Badminton, I acknowledge, appreciate, and agree that 1. I risk bodily injury, including paralysis, dismemberment, disability, and death, and while particular rules of the sport, equipment, and discipline may reduce this risk, this risk of injury does exist, as well as the risk of damage to or loss of property. 2. I knowingly and freely assume all such risk; both known and unknown, even if arising from the negligence of the releases of others; 3. I willingly agree to comply with the state and customary terms and conditions for participation. If, however, I observe any unusual or unnecessary hazard during my presence or participation or if I observe any concern in my readiness for participation, I will immediately bring such to the attention of the nearest official and refrain from participation; and 3a. I, for myself, and on behalf of my heirs, assigns, personal representatives and next of kin, hereby release, hold harmless and promise not to sue USA Badminton, the committee, their sponsors, their officers, volunteers, staff, sponsors and/or agents, (“releasees”) with respect to any and all injury and loss arising from my participation, whether caused by the negligence of the releasees, the condition of the premises or otherwise, except that which is the result of gross negligence or wanton misconduct, to the fullest extent permitted by law. 4. I agree to be bound by the rules and regulations of the Badminton World Federation and those of USA Badminton and I hereby stipulate that I am eligible to play in the events for which I am applying and that I understand that the above mentioned make no representation or warranty with respect to the condition of the premises or the operation of the event. I hereby grant to USA Badminton, its licensees and contractees including photographers, television and motion picture rights including to film or videotape me during matches, narratives, personal interviews, or comment thereon for any and all commercial, news or other purposes together with the right to transfer or grant their rights to others, all without remuneration or compensation to me whatsoever. FOR PARTICIPANTS OF MINORITY AGE By allowing participation in the 2017 USAB Junior Nationals (JN), I/We as parent(s)/guardian(s) with legal responsibility of the participant agreeing to abide by this Agreement, do consent and agree not only to his/her release, but also for myself/ourselves, and my/ours heirs, assigns and next of kin to release and indemnity the Releasees from any and all liability incident to my/our child’s involvement as stated above, EVEN IF ARISING FROM THE NEGLIGENCE OF THE RELEASEES, to the fullest extent permitted by law.
