Introduction
Cornwall Council is seeking to gain a better understanding of services in the
market and what suppliers can offer to support delivery of the Inspire
Curriculum.
It is intended that the service capabilities and indicative prices supplied will
enable us to develop a business proposal. Any such proposal would be subject
to the development and approval of a business case, and, as such, this exercise
implies no commercial commitment. This is not a formal tender document.
The series of questions and areas of interest detailed below are designed to
allow suppliers to highlight their service features. Please respond to each
question. Feel free to expand on any response outside of the document where
necessary.
Background
Changes to the National Curriculum in 2014 have implications for all
maintained schools and how to adapt or change their curriculum will be
under consideration by non maintained schools and Academies. Statutory
tests will be based on the new curriculum.
The Department of Education has provided Programmes of Study and it is
up to schools how they interpret this into their own version of the
curriculum.
The time taken to develop a curriculum is extensive and demanding and for
some schools preparing this will be an extreme challenge whilst
simultaneously delivering their current curriculum.
A 21st century curriculum is best developed with the facility to access on line
and interactive resources that children and parents can access at home and
that teachers can monitor and assess to inform progress and engagement.
The increased use of tablets and hand held devices needs to be
incorporated into the learning allowing for independent and group work in
the classroom and beyond.
Cornwall Learning is developing a content coverage curriculum including
assessment, to enable schools to adapt and deliver the new curriculum
through a series of integrated themed units which incorporate learning and
life skills and the world of work.

Cornwall Learning has also issued a linked request for development of the
Inspire curriculum for the international market.

Service Objectives Overview:
The Council wishes to consider the benefits of different services from
potential suppliers and your ability to support and meet our objectives.
The Council is seeking an investment partner for development of the
interactive digital activates for 54 integrated themed units which cover the
complete curriculum. You would be expected to provide interactive
resources and online training, including the programming and the front end
user design elements.
This would include but not be limited, to:
 Teacher / Home access and secure logins;
 Simple and more complex learning digital activities;
 Innovative new activities covering a wide variety of mobile
platform devices and operating systems, i.e. tablet, Apple IoS,
Android compatibility; and
 Compatibility with Capita SIMs and other such Schools/Learning
Data Management Systems.
Please provide an overview of your services along with any specific
examples that you feel we should consider against each of the above areas.

Outline of ideas for the development of digital resources;
Details of your experience and skills in developing digital content;
Research/ideas that demonstrate understanding of the education
market;

Cornwall Learning is seeking an investment partner with which to work who
would invest at their own commercial risk in the development work and recover
this investment through onward sales of the services. We seek innovative cost
models which would be cost neutral to Cornwall Learning and provide income to
Cornwall Learning via gain-share of future profit for the benefit of both parties.
